Arab media said on Friday that there are new changes that will be witnessed in the political arena in Iraq in the coming days, against the background of the "ambiguous" meeting, which gathered the leader of the Sadrist movement Moqtada al-Sadr, the commander of the "Quds Force " Iranian Qassem Soleimani in the Lebanese capital Beirut.

The Lebanese daily Al-Akhbar reported in its news today (January 25, 2019) that preliminary estimates of the bilateral meeting between Sadr and Sulaimani indicate that the issue of the Interior Ministry was finally resolved to the satisfaction of Sadr, while other issues were agreed upon in the coming days.

Informed sources revealed that the meeting between al-Sadr and Sulaymani was "very positive", explaining that the two parties discussed the issue of passing ministerial vacancies, specifically the internal and defense portfolios, which are the complete complex of the government of Adel Abdul Mahdi.

The sources added that the meeting discussed how to translate the agreement with the leader of the "Alliance of the conquest," Hadi al-Amiri, to assign security portfolios to independent personalities "acceptable" in various political components.

During the meeting, Sadr expressed his "respect for Fayadh and his appreciation for his efforts during the last period." He reiterated to Soleimani that "the reasons for refusing his appointment are subject to several considerations, and there is no objection to other positions."

According to the sources, the "knots of Fayyad" will complete the search in Iraq early next week, which are discussions to resolve the fate of the man, who still have the chances of "high", although he himself "no longer interested in the office," according to sources.

In the same context, sources said that Sadr also met in Beirut, national security adviser Faleh al-Fayadh, candidate for the Interior Ministry, and rejected by the "Alliance of Reform", while other sources denied the news, according to the Lebanese newspaper Al Akhbar.

completion of the government of Abdul Mahdi postponed for the spring

The completion of the government of Abdul Mahdi postponed for the spring

 Twilight News

[Asharq Al-Awsat] It seems that the Iraqi parliament will complete the government of Adel Abdul Mahdi to the next spring after a political row, at least obstructed the passage of the Ministries of Justice and Education in relation to the biggest obstacle represented by the interior and defense?
The Presidency of the Parliament announced yesterday to postpone its meeting to another notice after the agenda included the hosting of the Prime Minister in respect of the book, which was issued on the prior approval of the visit of the deputy ministers and the completion of the cabinet.
Although the general atmosphere after the vote on the state budget for 2019, which lasted until the early hours of yesterday morning, it was pointing to the difficulty of convening the parliament again and the quorum of the existence of views intersecting the remaining ministries.
"There will be no completion of the cabinet in the House of Representatives unless there is a prime minister to present the remaining names of the ministers," a statement from the parliament's media department said.
Did not disclose the Presidency of the Parliament or the information department on the position of Abdul Mahdi or explain the reasons for not to attend.
The legislative session of the parliament ended at the end of last month, and its meetings were extended to approve the general budget in accordance with Article 22 of its rules of procedure, which stipulates that "the House of Representatives has an annual session with two legislative chapters of eight months, the first of which begins on March 1 and ends on June 30, June) of each year, the second of which begins on the first of September and ends on December 31.
And stipulated that the legislative chapter in which the general budget of the state was presented only after approval.
Deputy Parliament Speaker Khadija Ali said that the first parliamentary term of parliament is supposed to begin for more than 20 days and last for two months.
She pointed out that the presidency decided to continue the meetings until the completion of the cabinet and the adoption of the budget.
And announced the reduction of the holiday to one month and then re-meeting the Council in March next year.
And stressed that the vote on the security ministries postponed to the second legislative term until there is consensus in its affairs.
Education Minister Shaima al-Hayali submitted a request to the parliament for an exemption from her post because her brother was accused of belonging to the terrorist group "Da'ash".
Yesterday, Al-Hamdani was scheduled to be presented by Abdul-Mahdi as an alternative to Al-Hayali to vote on it.

  • Abdul-Mahdi-Cabinet-May-Not-Be-Completed-Until-Spring-Say-MPs

Parliamentary sources reported that the completion of Iraqi Prime Minister Adil Abdul Mahdi's cabinet will likely be delayed until the next legislative term in the spring due to continued disagreements between the two major blocs in parliament.

Parliamentary sources said on Thursday (January 17) that the completion Prime Minister Adil Abdul Mahdi’s cabinet will likely be delayed until the next legislative term in the spring because of persistent disagreements between the two major blocs in parliament over the current nominees.

“The political forces have not found any solutions regarding the candidates for the three vacant portfolios,” Al-Hayat newspaper quoted Bina bloc deputy Sana al-Musawi as saying in a press statement.

“This has caused the disruption of many of the parliamentary sessions, although [parliament] is currently busy drafting a budget law.”

He speculated that the final vote will instead take place at the start of the next legislative term, adding that perhaps this delay will allow the parties to find solutions and consensus on the prime minister’s nominees for the Interior, Justice, and Defense posts.

“The ongoing differences over the remaining ministers reflects on the performance of parliament during the last period,” said Nada Shakir Jawdat, an MP from the Islah bloc.

She added that “the naming of committees and the agreement on the remaining ministers will go beyond the legislative holiday because of the overriding concern of all the blocs to pass the budget law,” and expressed the hope that the legislative break will give the parties time to come to agreement.

Sairoon MP Burhan al-Maamuri said that there was “the need to fill sensitive positions in the state with competent and independent figures in line with the project of government reform,” noting that “the experience of the management of state institutions by proxy proved to be a failure in the past and contributed to the use of quotas and unprofessional nepotism.”

The Council of Representatives has tried on several occasions to vote on Abdul Mahdi’s nominees for the three remaining ministries, but has run up against legislative delay tactics by the parties like withdrawing quorum from the session.

Some folks are adamant the reinstatement is perhaps days away. I do not share that view, especially with the GOI taking 5 weeks off  - no doubt I think Camel Racing begins 1 February '19 . . . God ( oops, Allah forbid something as important as bringing your country out of the sewer get in the way ).

Folks, what am I missing ? What is the Disposition of the HCL ? Still waiting on that are we not ? I realize the the Kurds received as their piece of the action 20% - am I correct on that ?

Also, where are they in Article 140 ? They've talked a great game on that but doesn't THIS still have to be implemented ? What part if any does putting off til Spring now, voting of completing Mahdis " Cab " play ?

Lastly; Is it not so the CBI has completed the monetary education to the folks at large ? Haven't they completed ALL tasks set before them, and are indeed ready to pull the trigger on the reinstatement ? What are we really waiting on ?????

Is there so much disinformation out there as to truly confuse the crap out the Big Picture ? If i'm wrong on any or ALL points - I'll be glad to be proven wrong. After 16 years of this Iraqi political tom foolery, massive corruption, foot dragging and countless delays & kicking the can down the road, I'm ready for proper closure . . . but it still looks like a loooooong way off.

Thanks - 10YL+6 & waiting
