The House of Representatives discussed in the seventh session of the first legislative term of its first legislative year in its fourth election session under the chairmanship of Mohammed al-Halbusi, Speaker of the House of Representatives and the presence of 191 deputies, on Saturday, amended the rules of procedure of the Council and the special grades. According to the statement of the Information Service of the Council, the agency received all of Iraq [where] a copy of it today that "the beginning of the meeting announced the President of the Council to postpone consideration of applications for appeals submitted to the health of a number of deputies until the completion of the determination of legality by the legal adviser, noting the existence of 30 requests to challenge In the health of the membership of a number of deputies. " 
On another matter, the Special Interim Committee followed the amendment of the rules of procedure of the Council on its findings on the formation of permanent parliamentary committees.
MP Sabah al-Saadi reviewed the results of the meetings on the amendment of Article 70 of the parliamentary committees, proposing to the Security and Defense Committee to two committees, adding the Committee on Foreign Relations and Emigrants, the Energy and Electricity Committee, the Industry and Commerce Committee, the Citizens Complaints Committee, the Strategic Planning Committee, And the integration of committees of civil society institutions and parliamentary development as well as other parliamentary committees, noting that the number of committees becomes 28 parliamentary committees. 
The proposed amendments included the amendment of Article 73 concerning the number of members of each committee, which stipulated that they should not be less than seven members and not more than nineteen members. 
The Council voted to proceed with the adoption of a direct vote on amendments to the rules of procedure of the House of Representatives without presenting them to the first and second readings.
In turn, President Halabousi MPs to submit comments on the naming of some of the committees put to the Interim Committee in a meeting to be held on Sunday, announcing the postponement of voting on the amendments to the meeting on Monday to consider all the comments and proposals. 
The Council discussed the issue of the special grades presented by MP Haider Al-Fawadi, with the Prime Minister issuing a number of decisions concerning the management of the institutions acting outside the framework of his powers. He called on the Council of Representatives to consider the legitimacy of the decisions issued by the Prime Minister during the period of the government's transformation into business. 
In the interventions of MPs, MP Iman al-Obeidi called for a statistical knowledge of the number of special grades in the country and the statement of positions occupied by these grades. 
MP Abdul Razzaq Muhaibis called for the formation of a committee to count all state institutions that are run by proxy and oblige the prime minister in charge of canceling these posts.
MP Sabah al-Saadi pointed out that the survival of the position by proxy is weaker than the role of the House of Representatives in accounting and oversight, calling for consideration of the fate of special grades and legitimacy of the decisions issued by the Prime Minister. 
MP Arshad Salhi called for a reconsideration of the special grades and not to remain the same. 
For his part, instructed the President of the Council to hold a meeting in the Legal Committee on the subject of special grades to study and prepare a legal formula for a parliamentary decision, noting that the caretaker government does not mean the selection of persons without reference to the House of Representatives. 
It was then decided to adjourn the meeting until next Monday, 15/10/2018.

- A number of Iraqi lawmakers are working to collect signatures to issue a law on US forces in Iraq , while there are positive signs of demand , a newspaper reported 

"Members of various blocs have been working for days to persuade the largest number of deputies to sign a request to the parliament to approve a law that would force US troops out of Iraq," the paper quoted a parliamentary source as saying.

 


The source added that "the exit of these forces is over a specific timetable," noting that "there are positive signs of demand." 

A member of parliament for the alliance of conquest, victory of al-Musawi, to point out that the removal of US forces from Iraq, "is one of the priorities of the alliance," and said it condemns "the American approach against the resistance factions" in Iraq. 

And considered that "any US sanctions on the Islamic resistance factions is worthless, because they fall within the path of revenge against the supporters of the resistance," she said. 

It announced the international coalition led by the United States, on 19 August last, that the US forces will remain in Iraq "as needed" to help achieve stability in the areas that were under the control of the organization "Daesh".

About 5,200 US troops are currently stationed in Iraq.

"We have asked the Council of Ministers to prepare the general directors and the undersecretaries of the agency, and we will study the names and the selection under certain conditions, including expertise and efficiency," he said.

The committee to amend the rules of procedure of the House of Representatives, on Sunday, a meeting to discuss the mechanisms of amendment and the formation of committees, and issued three decisions.

The Chamber pointed out that "the meeting resulted in an agreement to proceed with the decision of the Council to vote directly on the amendments to the rules of procedure and the formation of parliamentary committees through the provision of options relating to the section and integration and the addition of some competencies to the committees of the House of Representatives for the purpose of voting on them."

Halabousi: keen to legislate laws serving the industrial and agricultural sector

 

 

BAGHDAD (Reuters) - President of the House of Representatives Mohamed Halboussi confirmed on Sunday October 14, 2018, his keenness to legislate the laws that serve the industrial and agricultural sectors in Iraq, while the Minister of Labor pointed out that Iraq has the industrial infrastructure that qualifies it to start towards the provision of local product.

"The Speaker of the Chamber of Deputies, Mohammed Al Halbusi, received in his office the Minister of Labor and Social Affairs, the Minister of Industry and the Agency Mohammed Shiaa Al-Sudani and the delegation accompanying him," the office of Halaboussi said in a statement. "The meeting discussed the legislation and laws that serve the industrial sector Protect the Iraqi product and promote the Iraqi economy. "

The statement added that "mechanisms to provide employment opportunities in the private sector were discussed through reducing the disparities between government employment and the private sector, as well as addressing the file of social welfare and legislation to ensure the care of the individual Iraqi."
