My thoughts are he is more qualified than Kerry is the main reason he's there. He happens to be on the Armed Forces, Homeland Security and the Foreign Relations committees would be my guess. I will let you Google to see what the responsabilities are for each of these mentioned. This is just part of the reasons he's there in my opinion...
