good  and happy  24th  eve  too all ,   been scanning  the post in  a few areas ,  and from what I have  seen this  is what comes down too,   oil is about too be  leveled price at  or close  to 60 dollars a barrel, this will give  movement  power too the  g.o.I.   and the central bank  ,  give them  faith in the money that will be coming in , {  spent before it reaches  the  banks ,  so to speak }  .....   also this  budget  will be  passed in January some time ,   parliament  has about ,  3  weeks  to get its  agreements in line  with  spending ,  looks  as though  they have enough , confidence  in the  budget  , that  the tariffs  and  taxation ,    should start  low , and  eas  into  the  main stay of  weekly  payments  and accounting  .....  just  my take

So how does this affect HCL implementation on 1/1? Is $$ not part of that or will they RV/RV apart from the 2015 budget being opened?

Do you buy this Yota, that it will still take 3 more weeks after they vote (hopefully) tomorrow?

good question  lady layne ,  I am going to go out on a limb , and say  they will send the payments over , through h-c-l  agreement , and pass the budget  at same time , they have  1 solid month to do both deals , and pass ,  with the 20 day  layover

Normally... All Laws need 3 readings...but the 2nd reading ( The over the Hill reading) after approval is considered a done deal...and can be enforced....we will see...

If the Kurds get the percentage of the Budget which should be 2nd reading with approval that they agreed upon..then you will see the implementation of the HCL or HCA...IMO...and on a side note..the HCL is a Law just never implemented..and that Kurdish Tanker off the Coast of Texas full of OIL...well it still sitting....

IMO, you will see a reality rate before the budget, the budget will need the rate........all of this looks very much in line to me.
