They won't be that obvious as to tell us what the rate is in the budget IMO. That kind of typo is fairly common. I will say that it seems like they are WAY ahead of their normal schedule when it comes to passing a budget. (Although it hasn't actually happened yet.) Take a step back, breath, and let this thing come to us...nothing we can do to make it come any faster, but I do believe it is on its way! GO RV!!!
