The Energy Commission will present a draft law of oil and energy provided by the Government to the House of Representatives in 2007

"The modifications will occur to the draft in line with the supreme interest of the country and the people to maintain the oil wealth."…… "The modifications….thinking out loud again I see this like the tariff law that just got re-posted in the Gazette, it was already law but then got modified approved and re-posted, it wasn’t a new law.

See if I’m reading this right and I may not be but if I’m right… it looks like it’s already law that will be changed to make the Kurds happy. The Kurds did say if the GOI would assure the payout of article 140 and the citizens get paid for their birth right of oil reserve then they would pass the budget and HCL, well be know the budget got passed!

It also took the Iraqi List of Shiites to help pass the budget. So I see this as a formality, that’s all…..JMHO

Could be a possibility..based off of past history with Iraq. If we could make the Kurds happy with a simple paragraph modify, that would be terrific and all, but I wouldn't bet the house on it. The HCL this time around is so big to them. Kurds are more confident in demanding for what they want...it might be a bigger modification than we think.
