Parliament votes to amend the law of the Electoral Commission and discusses the political crisis in the presence of Abadi

The House of Representatives, Wednesday, its regular session to vote on nine laws and discuss the political crisis in the presence of the Prime Minister.

The media department of the Council in a statement received / Mawazin News / a copy of it, "The parliament is holding, today, its 23rd meeting to discuss the political crisis in the presence of Prime Minister Haider Abadi, and vote on the proposal to amend the law of the High Commission Independent Electoral Commission No. (11) 2007 (Legal Committee). (3 article), and discuss the report of the work of the Committee of Experts for the selection of members of the Electoral Commission for elections.

The statement added that "the session includes the vote on the proposed law of the second amendment to the law of the Independent High Electoral Commission No. (11) for the year 2007 (the legal committee) (6 article), as well as the completion of voting on the draft amendment to the third law of provinces not organized in the region number ( 21) for the year 2008 (Legal Committee, Committee of Regions and Governorates not organized in the province) (remaining 11 article).

He continued, "During the meeting will also vote in principle on the proposal to amend the law of the elections of the Council of Representatives No. (45) for the year 2013 (the Legal Committee) and vote in principle on the proposal to amend the law of personal status No. 188 of 1959 (the Legal Committee, The Committee on Endowments and Religious Affairs), in addition to the vote on the draft law on the ratification of the Convention on the encouragement and mutual protection of investments between the Government of the Republic of Iraq and the Government of the Islamic Republic of Iran (Committee on Foreign Relations, Committee on Economy and Investment) (2 article).

He pointed out that "the agenda also includes the vote on the draft law amending the law of the Association of Accountants and Auditors (Finance Committee, the Legal Committee, the Committee of Civil Society Institutions) (12 articles), and vote on the draft law of the second amendment to the law of the Central Bank of Iraq issued Order No. (65) ) Of 2004 on the Coalition Provisional Authority (dissolved) (Finance Committee, Committee on Economy and Investment) (10 articles) ".

(55 articles), and the completion of the first reading of the draft law on the accession of the Republic of Iraq to the UNESCO Convention on the Protection of the Underwater Cultural Heritage (the Committee on Relations and Relations between the Republic of Iraq and the United Nations Educational, Scientific and Cultural Organization) (Committee on Culture and Information) (2 articles), and completing the discussion of the draft law on appeal in favor of the law in the provisions and decisions concerning real property (Legal Committee, Committee on Agriculture, Water and Marshlands, Finance Committee, Committee of Expatriates and Displaced Persons).

He pointed out that "the parliament will discuss the report and discussion of the draft law on the accession of the Republic of Iraq to the Grain Trade Agreement of 1995 (Committee on Foreign Relations, the Committee on Economy and Investment, the Legal Committee, the Committee on Agriculture, Water and Marshlands) (Article 2).

Parliament to agree not to negotiate with Erbil on the unity of Iraq

The parliamentary legal committee on Wednesday confirmed the parliament's consensus not to negotiate with Erbil on the unity of parliament.

"The parliament unanimously agreed not to negotiate with Kurdish officials in Erbil on the unity of Iraq," said Salim Shawqi, a member of the committee.

"We will vote on the mandate of Prime Minister Haider Abadi with all the powers stipulated in the constitution," he said.

"A state of emergency can be imposed in disputed areas," he said.

Speaker of the House of Representatives Salim al-Jubouri said Wednesday that the parliament will stand through its decisions with the government in all its constitutional and legal procedures, noting that the Iraqi people will not be subject to the effects of sedition and its repercussions.

"We hope that this meeting will lead to the presence of Prime Minister Haidar al-Abadi, more cooperation and solidarity to overcome the difficulties that are going through Iraq and threaten the unity, sovereignty and territorial integrity," Jubouri said during a meeting today.

He added that "the unity of Iraq today requires a balanced and wise role is considered taking into account the objective conditions and is keen to spare our people from all components and spectra effects of sedition and its consequences."

"The executive branch is responsible for the practical measures to preserve Iraq's unity and defend it. The House of Representatives has stopped and will stand through its decisions with the government in all its constitutional and legal procedures aimed at preserving this homeland and its security," he said.

"Our Kurdish people are an integral part of our Iraqi people. Therefore, we are responsible for this people, protecting their interests and not harming them in any action, avoiding collective punishment and restricting the measures, which could pressure the decision maker and push him back from his unconstitutional steps," he said.

And Jubouri, that "the victories achieved and the great progress achieved by our heroic forces in the completion of the last page of the battles of victory on the organization of a supporter of the terrorist and this effort of our troops is a great thanks and pride."

Prime Minister Haider al-Abadi on Wednesday stressed the need to cancel the referendum in Kurdistan, refusing to dialogue on its results. While stressing that the government will impose the rule of Iraq in all regions of the province by force of the Constitution.

"Our priority is to serve the citizens," Abbadi said in a speech during a meeting of the parliament held today.

He added, "We have warned of the repercussions of the crisis with Kurdistan, and will not allow to bypass the Constitution," stressing that "the referendum must be canceled and will not discuss its results, and engage in dialogue under the roof of the Constitution."

The Prime Minister stressed that "the government will defend the Kurdish citizen and defend the Turkmen, Christian and Arab, and we will defend the Kurdish within and outside the region," returned "the attack on any individual Kurdish assault on us all."

"There is no fighting between the sons of one nation, but we will impose the law, and you will see, and we will impose the rule of Iraq in all regions of the province by force of the Constitution."

Abadi pointed out that "next Friday is the last day of the Kurdistan government to hand over airports."

He explained that "the position of Iraq today is strong because we succeeded in imposing stability on the ground, and that the rhetoric of racial and national and Choufini is a crime against citizens."

BAGHDAD — The Iraqi Prime Minister Haider al-Abadi gave Kurdistan Region until Friday 3:00 p.m (1200 GMT) to hand over control of its airports and border gates in order to avoid an international air embargo.

Iraqi PM’s measure is intended to force Kurdistan Region to turn back on the independence vote which was held on Monday.

Domestic flights are not involved in the ultimatum and in the worst case, international travel to and from the Kurdistan will be re-routed through Baghdad and other Iraqi airports, according to Reuters.

Humanitarian and “emergency” flights are exempted, but they must be pre-approved by Baghdad, Abadi said in his statement on Tuesday.

Baghdad will also ask Iran and Turkey to shut the border with Kurdistan Region if the the region doesn’t hand over the border posts to the central government by Friday, September 29.
