This has happened many times and has even went unchanged before for a couple days while currency auctions continued. Sometimes they just miss updating the rate. They updated 2:50 am to 2:55 am EST. Normally, they updated after 3:00 am EST and as late as 6-7:00 am EST. Normally they have updated right at 10:00 am their time on numerous occassions, but I never really seen it happen before.
