Today, Tuesday (August 1, 2023), Prime Minister Muhammad Shia Al-Sudani announced the dispatch of sufficient funds to pay the salaries of the employees of the Kurdistan Region.

Al-Sudani said at a press conference that "the agreement of the region and Baghdad is proceeding normally, and there is no obstacle to it," pointing out that "Baghdad receives daily 55,<> barrels of oil from the Kurdistan region used for local needs."

He added, "The ministries of oil and natural resources will meet tomorrow, Wednesday," stressing "sending sufficient amounts of money to pay the salaries of employees of the Kurdistan region."

The Minister of Finance in the Kurdistan Regional Government, Awat Janab Nouri, expected earlier on Tuesday, that the salaries for the month of June and July will be sent today, and according to the budget law, they must send two salaries, "adding that "when the money reaches the Kurdistan region from Baghdad, it will be distributed in less than ten days to the region's employees."

He noted that "local revenues will not be within their reach as of today (August 1, 2023), and will go to a bank account, and again from Baghdad 50% will be sent to the region

Al-Sudani said in a press conference followed by Shafaq News Agency, "We preempted the three-year budget by preparing the requirements of the plans we have set," adding, "We have developed the third article of the budget, which provides a sovereign guarantee to the private sector."

 

 

He pointed out that "an Iraqi delegation visited Germany and Italy and agreed in principle to import production lines to establish factories," pointing out that "these factories will be covered by a government sovereign guarantee for the private sector by 85% of their value."

 

In a separate context, the Prime Minister said that "tomorrow will witness a session in the presence of political forces and technicians from the Federal Ministry of Oil, the Ministry of Natural Resources in the Kurdistan Regional Government of Iraq, and lawyers to discuss the draft oil and gas law.

Regarding the power outage, Al-Sudani said, "There are question marks about the electricity accident on the tenth day of Muharram."

"When there is deliberate negligence, it must be such an accident."

Prime Minister Mohamed Shia al-Sudani revealed on Tuesday a new move to pay the debts of gas supplied to power plants from Iran.

Al-Sudani said in a press conference held this evening after the regular session of the Council of Ministers, that "the payment of dues according to the mechanism of US sanctions has become complicated, which forced us to a barter agreement, as the dialogues resulted in the signing of the supply of Iran with black oil in the first stage."

Al-Sudani explained that the swap will take place according to "an equation that includes the volume of gas supplied, with allocations in the budget, to reflect in a swap form black oil for Iranian domestic use."

Al-Sudani said his government is "working with the US side to pay the dues, which fell to 9.25 billion euros after paying part of the funds."

The arrest of a network of major dollar speculators on the dollar

"The central bank is in the process of reviewing all banks and exchange companies now," he said.

Al-Sudani said in a conference followed by "NAS" (August 1, 2023), "Work continues with the American side regarding the payment of Iranian gas dues, and the Iranian gas dues owed by Iraq have decreased to 9 billion and 250 million euros."  

  

He added, "We contributed to the transfer of about one billion and 842 million euros to Iran regarding its gas dues within a period of 7 months of the government's life."  

  

He revealed, "An Iraqi delegation from the Central Bank and the Iraqi Trade Bank left for the Sultanate of Oman to agree on a formula for transferring these funds to the Sultanate in coordination with the US Treasury."  

  

He stressed, "After completing the gas projects, we will dispense with imports," noting that "the dollar crisis is not a crisis, but rather a battle."  

  

And he continued, "The battle of the dollar between the state, which insists on completing the reform of the financial and banking system, and an affected group that is a group of speculators and smugglers," indicating, "We are continuing with determination to pursue speculators and smugglers of foreign currency."  

  

He pointed out that "the US Treasury's decision on 14 Iraqi banks is not a punishment."  

  

And he stated, "The observations that I referred to against the 14 Iraqi banks that were punished were during the previous period, not now."  

  

And he announced that "the National Security Agency carried out a heroic operation that overthrew a network of major currency speculators, the details of which will be announced today."  

  

He continued, "Speculators were setting an exchange rate and communicating with people who would withdraw dollars from the market for them."  

  

He pointed out that "the big speculators were associated with others in the Kurdistan region, through whom the currency was smuggled."  

  

He said, "In cooperation with the Kurdistan region, a speculative network was also overthrown in the city of Erbil."  

  

And between, "There are banks that did not adhere to the Central Bank's instructions," saying: "One of the speculators who were arrested was sentenced to life imprisonment on the same charge in 2001, and he was pardoned in 2002."  

  

He stressed that "the Supreme Judicial Council was exceptionally cooperative," noting that "we will continue with the procedures and any movement of speculators will be exposed to us."  

  

He added, "Our target is not the stock exchanges, but the speculators who practice illegal activities that harm the economy," saying, "We gave facilities to small traders to obtain dollars."  

  

He stressed, "We have a team working on preparing customs and tax facilities for importers."  

  

He continued, "The Central Bank is currently reviewing the work of all banks and exchange companies to verify funds."  

  

And he indicated, "The Integrity Commission has applied procedures to 40 banking companies, and its work will be regulated in entering the financial market."  

  

He added, "We do not care about the number of banks, but we focus on meeting legal procedures and applying modern technologies."  

  

However, he added, "There are media statements that serve the speculators because they undermine official institutions, including the Central Bank," noting that "these statements affected the market because speculators invested them to raise the price of the dollar."  

  

And he continued, "Our efforts in combating corruption continue without stopping, and block the way for those who lurk with public money."  

  

And between, "We appreciate the role of brotherly and friendly countries that cooperated with us to recover wanted persons and funds."  

  

He added, "These efforts resulted in the recovery of one of the most wanted persons in the tax secretariat theft case."  

  

He explained, "Yesterday, general managers and officials from the Sultanate of Oman, accused of corruption, were recovered."  

  

He said, "There is no party far from being held accountable by our procedures," noting, "Corruption is a serious challenge facing our plans in electricity, economic reforms, and the private sector."  

  

He added, "The fight against corruption must be carried out in a professional and legal manner, and not in a way of defamation and blackmail."  

  

He explained, "The federal and regional governments deal responsibly with the bilateral agreement and what was stated in the budget," noting that "today we launched financing a meal from the entitlement of the Kurdistan region in the budget."  

  

On the other hand, the Prime Minister said: "The export of Iraqi oil through Turkey to the port of Ceyhan is still suspended."

The Council of Ministers issued, on Tuesday, a package of decisions and recommendations, during its session held today.  

 

And the Council stated in a statement that “NAS” received a copy of, (August 1, 2023), “Today, Tuesday, the Prime Minister, Muhammad Shia’ al-Sudani, chaired the thirty-first regular session of the Council of Ministers, and the Prime Minister offered his condolences on the occasion of the fortieth anniversary of the genocide to which the Barzanis were subjected. At the hands of the dictatorial regime, as well, the Council recalled the massacres committed by the terrorist gangs of ISIS against the Yazidis of our honorable people, whose ninth anniversary will be held on August 3.  

  

The statement added, "During the session, the general situation in the country was discussed, and the progress of implementing files related to all issues at the national level was reviewed, according to the priorities of the government program, in addition to discussing the topics on the agenda, and issuing decisions and recommendations related to them."  

  

And he continued, "In order to do justice to the poor governorates, the Council approved the issuance of the Reconstruction Fund system for the poorest governorates, based on the provisions of the constitution, and to facilitate the implementation of the provisions of Article (55) of the General Budget Law for the three years, taking into account the remarks of the members of the Council of Ministers that were presented during The session was confirmed by the head of the legal department in the General Secretariat of the Council of Ministers.  

  

The statement pointed out that "in preparation for the influx of visitors to commemorate the Arbaeen of Imam Hussein (PBUH), the Council of Ministers approved recommendations for granting entry visas to visitors of the Gulf Cooperation Council countries, as follows:  

  

Granting diplomatic missions in the Gulf Cooperation Council countries (Saudi Arabia, Oman, Bahrain, the Emirates, Qatar, Kuwait) the authority to grant a tourist entry visa (individual or collective) to their citizens, for the Arbaeen visit to all ports, provided that the period of residence does not exceed one month from the date of Entering Iraqi territory.  

  

Granting entry visas to citizens of the Gulf Cooperation Council countries through the official border crossings and dispensing with the special sticker, according to National Security Council Resolution No. 1 of 2021, and its alternative is a special stamp for the visit in which it is written (a regular entry visa for the forty-day visit), in order to facilitate and speed up the entry of visitors Citizens of the Gulf Cooperation Council countries smoothly and without delay, while they are at airports and ports.  

  

Instructing the Ministry of Finance and Transport, and other government agencies, to suspend work for the duration of the specified period, by collecting fees for visitors’ vehicles, entering from the Safwan and Arar ports, with simplifying procedures and speedy completion by the competent authorities in the Customs and Residence Departments, for the aforementioned porters in accordance with the law, and dealing with All goods and materials donated to processions and holy shrines in accordance with the mechanism followed in the Memorandum of Understanding between the Republic of Iraq and the Islamic Republic of Iran.  

  

The security checks for visitors are carried out by the competent security authority at all ports, through the security system to achieve the national identity.  

  

All departments operating at the border crossings must strengthen their human cadres to ensure continuity of work 24 hours a day, and this decision will be effective until the end of the month of Safar, corresponding to September 16, 2023.  

  

The statement indicated that "with the aim of facing the water scarcity crisis, and in order to expedite the implementation of the project to establish a seawater desalination plant in Basra Governorate, based on the provisions of Article (2) of the Federal General Budget Law for the year 2023, the Council of Ministers decided the following:  

  

1- Amending Cabinet Resolution 315 of 2021.  

  

2- The Ministry of Construction, Housing, Municipalities and Public Works shall transfer the aforementioned project to the Governorate of Basra, as well as refer the economic and technical study for the project, prepared by the Austrian consulting company ILF, to the Governorate.  

  

3- Basra Governorate undertakes the following:  

  

-Coordination with the Ministry of Construction, Housing, Municipalities and Public Works, to form a team of technicians, for the purpose of reviewing the study and prices with the consulting company.  

  

The authority to negotiate with a consortium of companies to implement the project and to form an executive body to follow up on the implementation of the project.  

  

- Developing a sustainable mechanism for managing, operating and maintaining the project after receiving it, and submitting quarterly reports on the stages of project implementation to the Prime Minister.  

  

In support of the sacrifices of the martyrs, the Council of Ministers approved, according to the statement, the recommendation of the National Housing Council, concerned with extinguishing the amounts of housing units for the categories of martyrs, according to the following:  

  

Amortization of (51,092,843,393) dinars, only fifty-one billion and ninety-two million eight hundred and forty-three thousand and three hundred and ninety dinars, for housing units for the category of martyrs (victims of terrorism, the Ministry of Defense, and the Ministry of Interior), based on the provisions of Federal Financial Management Law No. (6) ) for the year 2019 as amended.  

  

And the statement continued, “With the support of the Council of Ministers for the artists segment, the Council of Ministers agreed to allocate the Ministry of Finance an amount of (5) billion dinars to the Artists’ Retirement Fund, to secure a decent life for them, due to the difficult conditions experienced by some artists, especially health, based on the provisions of the Fund Law. Artists retired.  

  

The statement said: “In order to prepare the requirements for the next academic year, the Council approved the proposals of the Prime Minister’s Economic Adviser regarding printing textbooks for the year (2023-2024), and with the exception of the periods stipulated in the controls of the instructions for implementing government contracts, provided that the period between the referral and the conclusion of The contract (three days) is only in order to speed up the printing process, to ensure that textbooks are available on time, before the start of the school year.  

  

He added, "In support of the local product, the session witnessed the approval of the recommendation of the specialized authority in the Ministry of Industry and Minerals (Department of Industrial Development and Organization) based on the provisions of the amended Iraqi Products Protection Law (11 of 2010), as follows:  

  

Imposing an additional customs fee of (60%) of the unit of measurement of the product (carpet / carpet) imported into Iraq from all countries and origins, with the customs item (57023230/ 57023210) for a period of four years, without reduction and monitoring of the local market during the period of application of additional customs duties .  

  

The application of the Ministry of Finance / General Authority for Customs, the additional customs fee for the product mentioned in paragraph (1) above, and its notification to the Ministry of Industry and Minerals / Department of Development and Industrial Organization, periodic notification of the quantity of Iraq’s imports of the aforementioned product, and the value of the additional customs duties that are levied on the importer of the foreign product, the value of the importer, exporting countries and importers.  

  

The Ministry of Industry and Minerals must comply with the following:  

  

a . The amount of increase in imports compared to the previous three years; To find out how much there is an unjustified increase.  

  

B. A statement of the complaining company's ability to meet the market's need, ensuring that prices are not inflated.  

  

c. Determine the importance of the required protection for the national economy.  

  

- Auditing the regulatory authorities of the effects resulting from the imposition of additional customs protection on the imported product.  

  

This decision shall be implemented after (120) days from the date of its issuance.  

  

And he continued, "With regard to the reform axis, the Council of Ministers approved the cancellation of Cabinet Resolution (301 of 2013) regarding the establishment of three public companies belonging to the Ministry of Oil, namely: (Iraqi Oil Services Company), (Crude Oil Transport Pipelines Company) and (Company). gas transmission pipelines).  

  

Provided that the Federal Bureau of Financial Supervision follows up the financing of the capitals of the three companies mentioned in Paragraph (1) or not.  

  

And in implementation of the government’s measures in combating corruption, the fifth annual report of the Anti-Money Laundering and Terrorist Financing Council for the year 2022 was approved, based on the provisions of Article (7/ Fourteenth) of the Anti-Money Laundering and Terrorist Financing Law (39 of 2015), taking into consideration the continuation of The Office of Combating Money Laundering and Financing of Terrorism is to take the necessary measures to combat money laundering and terrorist financing in coordination with the supervisory authorities, according to the statement.  

  

And he stated, “With regard to regulating the duration of additional working hours, it was approved to amend Paragraph (First) of Cabinet Resolution (379 of 2009) regarding additional working hours to be (21) hours per week, in line with the State and Public Sector Employees’ Salaries Law ( 22 of 2008) as amended.  

  

In the energy sector, the recommendation of the Ministerial Energy Council No. (23064i) for the year 2023 was approved, regarding the referral of invitation No. (1636) maintenance work for the units of the Rumaila gas station, covered by the long-term qualification agreement LTSA, to (Siemens Energy AG) for the years (2023-2023). 2027) and a total amount of (243,988,000) euros, only two hundred and forty-three million, nine hundred and eighty-eight thousand euros, with a processing period of (5) years, as far as the matter relates to the financial authority exclusively, as indicated in the Cabinet Resolution (372 of 2011), and the Ministry of Electricity bears the responsibility The integrity and accuracy of contractual procedures, in accordance with the laws, regulations, and instructions in force within the operational budget, according to the statement.  

  

The Council approved the following:  

  

A subsequent license was granted to authorize the Minister of Transport, Mr. (Razzaq Mohibis Al-Saadawi), to negotiate and sign a draft air transport agreement between the government of the Republic of Iraq and the government of the State of Qatar, signed in the capital, Baghdad, on June 15, 2023, based on the provisions of the Treaty Law (35 of 2015). .  

  

A draft law ratifying the transfer agreement between the government of the Republic of Iraq and the government of the State of Qatar, and referring it to the House of Representatives, based on the provisions of the constitution.
