Prime Minister Muhammad Shia' al-Sudani directed, during his presidency, yesterday, Tuesday, of the regular session of the Council of Ministers, to form a committee of professors of international law, to study the preparation of a draft law against hatred adopted by Iraq in order to present it to international organizations and forums.


A statement by the Prime Minister's Media Office stated that Foreign Minister Fuad Hussein gave during the session "an explanation of Iraq's important role in combating hate speech and the repercussions of burning the Holy Qur'an, in addition to reviewing the topic of the next meeting of the Organization of the Islamic Conference."


In another matter, the statement indicated that the session witnessed the approval of the draft official holidays law, and its referral to the House of Representatives, indicating that the law includes canceling the directive of the previous Council of Ministers taken in its twelfth regular session, held on March 14, 2017, regarding the draft official holidays law, And canceling Cabinet Resolution (11 of 2018) regarding amending the draft official holidays law.


The Council decided that the Ministry of Finance would allocate one trillion dinars to purchase the ration card items, and allocate an amount of (1790837000000) dinars to pay the dues of farmers, for the wheat and rapeseed crops, for the 2023 season.

 

The Council approved the recommendation of the Ministerial Council for Energy (23057i) for the year 2023, regarding writing off the debts of tax deposits incurred. With the responsibility of the Ministry of Electricity for the contract of the South Korean company (STX).

{Local: Al Furat News} Prime Minister Muhammad Shia Al-Sudani chaired today, Tuesday, the 30th regular session of the Council of Ministers.
 

According to the government statement, {Euphrates News} received a copy of it, that: "Al-Sudani directed the formation of a committee of professors of international law, to study the preparation of a draft law against hate adopted by Iraq in order to present it to international organizations and forums; the seriousness of this matter that Iraq paid the price for previously due to waves of terrorism, hatred and incitement, and the Minister of Foreign Affairs gave an explanation about Iraq's important role in combating hate speech and the repercussions of burning the Holy Qur'an, in addition to reviewing the topic of the next meeting of the Organization of the Islamic Conference.

 

He added, "During the session, developments in the general conditions of the country were discussed, and work to accelerate the pace of implementation of the priorities of the government program, in addition to discussing the topics on the agenda, and issuing decisions and recommendations related to them. Cabinet Decision (11 of 2018) regarding the amendment of the draft law on official
holidays
.

With regard to the provision of ration card items and the delivery of farmers’ dues, it was decided that the Ministry of Finance allocate one trillion dinars to purchase the ration card items, and allocate an amount of (1790837000000) dinars, one trillion seven hundred and ninety billion, eight hundred and thirty-seven million dinars, to pay farmers’ dues, for the wheat and barley crops, for the 2023 season, according to Article (60) of the Federal General Budget Law 13 of 2023.

 

In the energy file, the recommendation of the Energy Ministerial Council (23057i) for the year 2023 was approved regarding writing off the debts of tax deposits owed by the Ministry of Electricity for the contract of the South Korean company (STX), according to the following: Three hundred and forty-four thousand six hundred and seventy-five dollars 


Based on the provisions of the amended Federal Financial Management Law No. (6) of 2019, by securing the amount from the allocations for maintenance of electrical stations allocated within the budget of the Ministry of Electricity for the year 2023 and allocated to the two companies (Siemens and General Electric), provided that it is paid to the General Authority for Taxes.

 

The Council also approved the recommendation of the Ministerial Council for Energy (23058 I) for the year 2023 regarding solar energy projects, which included amending the second paragraph of the Cabinet Resolution (312 for the year 2021), which includes approving the recommendation of the Ministerial Council for Energy (100 for the year 2021) regarding the renewable energy report to become as follows


The ministries and entities not associated with a ministry and all local governments shall facilitate the procedures for allocating the required lands in accordance with the amended Expropriation Law (12 of 1981) for the implementation of renewable energy projects, so that the lease contract for that station is with the Ministry of Electricity and not with the entity that owns the land, according to what came In the letter of the Ministry of Electricity, provided that the rent amounts collected from the Ministry of Electricity are transferred to the entity that owns the land.

 

The Council also agreed to authorize the Minister of Finance, or whomever she authorizes, to sign the loan agreement, exchanged letters, written notes, minutes of discussions, and financing terms for the Basra Refinery Development Project - the fifth loan, the FCC catalyst cracking unit, based on the provisions of the general budget law for the three fiscal years. .

 

The session witnessed a discussion of a set of different topics presented on the agenda, and the following decisions were taken regarding them:


First / Approval of the recommendation of the Ministerial Council of Economy No. (230114 s) regarding the cancellation of Iraq’s commitment agreement with the COVAX facility, regarding the remaining Corona pandemic vaccines, as it stipulated Canceling the commitment agreement for Iraq in return for paying the fees for terminating the agreement with manufacturers (GAVI), according to the request of the Ministry of Health, as it is the technical authority specialized in this matter, after examining the procedures of the Ministry of Foreign Affairs in this regard.


Second / Approval of the entry into force of a memorandum of understanding between the Iraqi Ministry of Foreign Affairs, on behalf of the government of the Republic of Iraq, and the Pakistani Ministry of Foreign Affairs, on behalf of the government of the Islamic Republic of Pakistan, regarding exemption from entry visa requirements for holders of diplomatic and official passports (service and private) signed in the capital, Baghdad, on June 5, 2023, based on the decision of the Council of Ministers (245 of 2022), provided that the memorandum of understanding, the subject of the research, is amended to include the formula referred to in the aforementioned Cabinet decision, which It stipulated: (Citizens of both contracting parties who hold valid diplomatic, service and private passports are exempted from requesting entry and exit visas or transit through the territory of the other contracting party, and residing in it for a period not exceeding (30) days from the date of their entry).


Third: Approving the draft law of the first amendment to the Civil Defense Law (44 of 2013), which was audited by the State Council, and referred to the House of Representatives, in accordance with the provisions of the constitution.


Fourth / amending Legislative Resolution (767) of 1987, regarding the inclusion of foreign owners of development projects inside Iraq with customs and tax exemptions, so that the decision is inclusive for Iraqi owners of development projects, and the advisor to the Prime Minister for Economic Affairs coordinates with the Ministry of Planning to submit a proposal to identify the development projects mentioned in The aforementioned decision, and the head of the legal department in the General Secretariat of the Council of Ministers and the director general of the General Authority for Taxes are added, in determining what was mentioned above.

Shafaq News/ The Council of Ministers decided, on Tuesday, to cancel an amendment to the official holidays law, in addition to allocating funds to purchase ration card items and energy promotion, while forming a legal committee to prepare a law "against hate".

 

The media office of the Prime Minister stated, in a statement received by Shafaq News agency, that the Prime Minister, Muhammad Shia' al-Sudani, chaired the 30th regular session, which witnessed a review of the issue of the attack by burning the Qur'an and the Iraqi flag, and its repercussions.

 

The Prime Minister directed the formation of a committee of professors of international law, to study the preparation of a draft law against hatred adopted by Iraq, in order to present it to international organizations and forums. Because of the seriousness of this matter, which Iraq paid for in the past due to waves of terrorism, hatred and incitement.

 

 The Foreign Minister also gave an explanation of Iraq's important role in combating hate speech and the repercussions of burning the Holy Qur'an, in addition to reviewing the topic of the next meeting of the Organization of the Islamic Conference.

 

During the session, they discussed developments in the general situation in the country, and work to accelerate the pace of implementation of the priorities of the government program, in addition to discussing the topics on the agenda, and issuing decisions and recommendations related to them.

 

The session witnessed the approval of a draft law on official holidays, and its referral to the House of Representatives, based on the provisions of the constitution, taking into account the following:

 

1. Cancellation of the directive of the former Council of Ministers, taken in its twelfth regular session, held on March 14, 2017, regarding the draft law on official holidays.

 

2. Cancellation of Cabinet Resolution No. 11 of 2018 regarding the amendment of the draft law on official holidays.

 

With regard to the provision of ration card items and the delivery of farmers' dues, it was decided that the Ministry of Finance would allocate one trillion dinars to purchase the ration card items, and allocate an amount of 1,790,837,000,000 dinars to pay farmers' dues, for the wheat and barley crops (rice), for the 2023 season, according to Article 60 of the Federal General Budget Law 13 of 2023.
