Iraq and Total sign an agreement worth 27 billion dollars, after years of waiting

{Economic: Al Furat News} Iraq and French giant Total Energy signed today, Monday, a long-awaited $27 billion energy agreement aimed at increasing oil production and enhancing the country's ability to produce electricity with four oil and gas projects and renewable energy sources.

The deal was signed in 2021 with initial investments of $10 billion in southern Iraq over a period of 25 years, but it was postponed amid disagreements between Iraqi politicians over the terms.

On Monday, Total Energy Chairman and CEO Patrick Pouyanne signed the agreement with Iraqi Oil Minister Hayan Abdul Ghani at a ceremony in the capital, Baghdad, where Pouyanne hailed it as a "historic day."

The deal closed in April, when Iraq agreed to take a smaller than initially required 30% stake in the project, with Total Energies taking the 45% stake and Qatar Energy the remaining 25%.

The Gas Growth Integrated Project (GGSIPU) aims to improve the country's electricity supply, including by recovering flared gas in three oil fields to supply power stations.

Total Energy said it would also develop a 1-gigawatt solar power plant to supply electricity to the Basra regional grid, and invited Saudi company ACWA Power to join the project.

And the investment of gas from 5 oil fields, namely (Majnoon, West Qurna 2, Al-Luhais, Al-Toba, and Artawi) to invest up to 600 million cubic feet of gas.

Support the national system

He added, "This amount of gas will be harnessed to generate electric power in Iraq and reduce the quantities of gas that are imported from abroad."

He pointed out, "The project involves a number of companies, namely Total and Qatar Gas Company, which entered at a rate of 25%, and one of the advantages of this project is the entry of solid, large and financially capable companies, in addition to the Basra Oil and South Gas Company."

Economically promising project

He stressed that "the project is economically promising and of great benefit to the local community," noting that "the project includes the use of sea water, in the sense of refraining from using river water in the reservoir support process."

He explained, "The sea water will be filtered and pumped to the various stations with a capacity of 5 million barrels per day, which is the amount of water needed to support the reservoir pressure in the various oil fields to sustain production from these fields."

Great yields

Basim Abdul Karim, General Manager of the Basra Oil Company, says, "The two contracts for the GGIP project between the French Total and the Basra Oil Company, as well as between Total and the South Gas Company, are considered part of a total of four contracts for the development of the Artawi field, and the investment of 600 oilfields." Abdel Karim added, "Electric energy and clean energy are part of the Total investment project," stressing that "these major projects have great returns."

He pointed out, "The largest investment in the first degree is gas, according to the directives of the Prime Minister, in addition to the oil investment for the Artawi field and the construction of the clean energy project, as well as among the most important projects the sea water project, during which 5 million barrels of water are produced, which we inject into the oil fields for the sustainability of work and increase its production.

He stressed, "There is a great development in these projects, and a lot of benefit has been made from the previous licensing rounds."

 The Ministry of

Oil stated that the contracts concluded with the French company Total will achieve a package of positive factors for the Iraqi economy, including the exchange of experiences and modern technology, the development of the oil industry, maximizing financial revenues and providing job opportunities, in addition to the most prominent importance of these contracts represented in stopping the flaring of gas and converting it into useful energy to supply national power stations and support petrochemical industries.

The official spokesman for the ministry, Assem Jihad, told Al-Sabah: “The agreement signed by the Ministry of Oil with the French company Total includes four important contracts that contribute to achieving sustainable development by investing gas with a capacity of 600 million standard cubic feet, in addition to placing huge financial investments in these projects.”

Jihad pointed out that the signed contracts bear great economic and strategic importance, through which the oil sector, the national economy and sustainable development can be supported, as this agreement includes a contract to transfer sea water, desalinate it and pump it to the oil fields or companies that extract oil, indicating the need for a barrel of water to extract a barrel of oil, and therefore this project will transfer and desalinate sea water with a capacity of up to 5 million barrels per day, indicating the importance of this step in preserving water wealth and harnessing it for agricultural and human uses as well.

And the official spokesman stated that the agreement also included the conversion of gas-burned energy that accompanies oil extraction into energy that supplies electrical stations and all gas-related industries, and this project aims to achieve an investment rate of gas in the amount of 600 million standard cubic feet per day, as this project is divided into two phases, each phase 300 cubic meters. Or 1 million cubic feet per day.

Jihad pointed out that the economic importance of the concluded agreement also lies in the development of the Artawi field in Basra Governorate, where Total produces from 80 to 90 to 210 thousand barrels per day.

As Jihad explained, the agreement will ensure the implementation of a project to benefit from solar energy at an amount of 1,000 megawatts, and this matter is one of the largest projects in the region and can be considered the real beginning of investment in the renewable energy sector, and thus these quantities also supply the national electric energy.
