The Finance Committee was supposed to end its discussions on the draft budget yesterday, Monday, to hand it over to parliament, but disputes within the committee over the region’s share and transfers delayed the date, and it is hoped that the committee will end these differences today, Tuesday, so that the budget will be complete and delivered to the House of Representatives at the end of this week.

 

A member of the Finance Committee, Mueen Al-Kazemi, said, in an interview with “Al-Sabah”: “The Finance Committee has completed most of the texts written in the budget, which are 67 articles, and (today, Tuesday) the materials related to the Kurdistan region will be decided and the transfers will be finalized, so that the budget will be ready by the end of the week.”

 

And its draft was handed over to the Presidency of Parliament,” noting that “these two paragraphs, the share of the region and the transfers, were the subject of disagreement within the committee.” In addition, a member of the Finance Committee, Jamal Cougar, told “Al-Sabah”: “The committee is still on the same points of dispute, as The share of the region has not yet been decided, nor have the transfers been completed, nor have the additional materials been included until this moment.

 

He added, "We expected that the budget would be settled in the middle of this week, but the committee is still working to resolve these points," noting that the paragraph "reducing the number of the region's employees is still being discussed, and we hope to return it to what it was."

 

Yesterday, Monday, the Parliamentary Finance Committee announced a vote on a budget item related to the collection of fuel sales fees.

 

The Media Department of the House of Representatives stated, in a statement, that "the Finance Committee, headed by Atwan Al-Atwani and in the presence of all of its members, held an important meeting within its series of meetings to discuss a number of files contained within the Federal General Budget Law and make observations about them."

 

The department added that "during the meeting, some items that need to be reviewed and their texts reviewed, including those related to the issue of leadership positions for those with the rank of general manager and the mechanism for granting them five years leave, or referral to retirement, in addition to deducting a percentage from the entitlements of employees who are referred to retirement."

 

And they did not complete the clearance procedures, provided that it is returned after completing the procedures, and listening to proposals regarding them, in addition to the issue of buildings and real estate belonging to the Ministry of Foreign Affairs, outside the country to benefit from them.

 

And she added, "The committee voted at the same time on the item related to collecting fees for sales of gasoline, black oil and gas, and recording revenue for the state treasury, so that the selling price does not affect citizens, in addition to foreign travel fees."

 

Meanwhile, Representative Mustafa Sanad gave good news to the owners of contracts and wages in the financial budget for the year 2023.

 

A member of the Parliamentary Finance Committee said: “The Finance Committee voted on a new article, which is (contract service and wages are calculated for the purposes of the upgrading allowance) upon confirmation of permanent staffing, and as for calculating it for all purposes, including retirement, it is calculated after paying the retirement contributions in the form of installments or one payment in favor of The retirement fund, before or during the referral to retirement, with the aforementioned provision applying to the daily wage service added to the previous years.

The current government had decided to install every contractor in state institutions who has two years of service on permanent staffing in his ministry, institution and government department.

The Ministry of Finance creates more than a thousand new job degrees to confirm contracts

The Ministry of Finance announced, on Tuesday, the creation of more than 1,000 new job degrees to confirm contracts in state institutions.  

  

  

And the ministry stated in a statement, which “NAS” received a copy of, (May 23, 2023), that “under the direction of the Minister of Finance, Taif Sami Muhammad, the Budget Department in the Ministry of Finance completed, today, the procedures for creating job grades for a number of ministries, governorates, and unrelated entities.”  

  

She added that "the total number of newly created degrees reached (1021) degrees, as follows:  

  

- Ministry of Construction, Housing and Public Municipalities / Directorate of Sewerage of Baghdad Governorate / Awakening (479) degrees  

  

- Ministry of Water Resources / General Authority for Survey (1) degree  

  

- Ministry of Transport / General Authority for Meteorology (27) degrees  

  

- Baghdad Governorate / Directorate of Youth and Sports Baghdad / Karkh (152) degrees  

  

- Babil Governorate / municipal institutions affiliated to Babil Governorate (1) degree  

  

- Karbala Governorate / Municipal Institutions of the Holy Karbala Governorate (1) degree

The ministry referred to "amending the new grades for Basra Governorate / Basra Water Directorate, to become (293) instead of (296) based on Cabinet Resolution No. 23282 of 2023, and the letter of the General Secretariat of the Council of Ministers No. 10/5/22264 on 5/2023 18".

A member of the Parliamentary Finance Committee, MP Mudar Al-Karawi, confirmed today, Wednesday, that the items of the 2023 budget are almost complete and the vote will not exceed next Saturday.

Al-Karawi told (Baghdad Today) that "the items of the 2023 budget are almost complete after completing more than 95% of its axes and solving all important problems and complications," pointing out that "the sessions of the Parliamentary Finance Committee during the coming hours will decide what remains so that the budget is ready for voting."

He added, "The budget may be put to a vote tomorrow or Saturday at the latest in order to resolve it within the House of Representatives," stressing that "all complex files, including the financial deficit and the rights of the provinces and the region, were resolved by the Finance Committee."

Earlier, the parliamentary finance committee revealed the failure of meetings and meetings to reduce the deficit in the federal budget for the year 2023.

A member of the parliamentary finance committee, Jamal Kojar, told (Baghdad Today) that "the percentage of the fiscal deficit in the budget law will remain the same without any change, as well as the general total will remain the same, there is a restriction not to make any manipulation in the general total sent by the Iraqi government, and for this there is no reduction of the deficit."

Koger pointed out that "the committee worked during the last period to make some transfers, so about 5 trillion were transferred between the paragraphs of the law, and we also worked to amend some articles, with the addition of approximately 15 new articles to the law, without adding financial allocations, this is not our prerogative, as we are our supervisory role, and this role is focused on reviewing and knowing all the paragraphs and items of the budget law."

He added that "the committee hosted most ministers, independent bodies and governors in order to see the details of the budget for these bodies, so that it can monitor what will be spent after the adoption of the budget, and this is the basis of its oversight role."

In March 2023, the Council of Ministers approved the draft general budget law for the country for the year 2023, with a deficit of $ 48.5 billion, and referred it to Parliament for review and opinion before approving it, and transferring it to the president.

The media office of the speaker of the council said in a statement that "the Council of Ministers approved the draft federal budget law for the fiscal years 2023, 2024 and 2025."

The quantities of crude oil exports in the 2023 budget will reach about 3.5 million barrels per day, including 400,<> barrels per day through the Kurdistan region.

Earlier, Prime Minister Mohamed Shia Al-Sudani confirmed that the draft federal budget law that was voted on will be repeated for three years, noting that the ministries of finance and planning can make amendments and with the approval of the House of Representatives in the event of changes in numbers, oil prices or quantities.

The First Deputy Speaker of the House of Representatives, Mohsen Al-Mandalawi, revealed the addition of a number of new articles to the draft federal budget law for the three years (2023, 2024, 2025), on top of which are those related to contract employees in state departments, and this comes at a time when it seems that the Finance Committee is in The House of Representatives has collided with obstacles regarding the budget that made its meetings enter into a long way as a result of controversial matters in it, and the most important of these matters is the share of the region. 

 

Al-Mandalawi said, during his presidency yesterday, Tuesday, of a meeting of the Parliamentary Finance Committee: The committee voted on new articles related to the publication of scientific research affiliated with the Ministry of Higher Education and Scientific Research, as well as the entitlement of contractors, including the deceased, who were not fixed on the owners due to their reaching the legal age for retirement. Provided that the retirement contributions are fulfilled for the duration of the contract, in addition to voting on the proposals received from the Media and Communications Authority.

 

And the first deputy indicated that the treatment of contracts after 10/2/2019 was discussed, and the committee addressed the Ministry of Finance regarding adapting their conditions, stressing the need to consolidate the budget paragraphs in a way that meets the aspirations of the people and maximizes the revenues of the state treasury in accordance with the implementation of the government program, and expedite the resolution of the law and submit it to the presidency The Council once again expressed its thanks and support for the efforts made by the Presidency and members of the Finance Committee to expedite the completion of the legislation.

And she explained, "The committee decided to visit a delegation of its members to the Ministry of Finance to see the files that need clarification, as well as resolving the file of lecturers and contracts after 10/2/2019, and the rest of the groups in order to adapt their conditions."  

  

She added, "During the meeting, she hosted the head of the Martyrs Foundation, Abd al-Ilah al-Naeli, regarding the work of the commission and its budget, while al-Naeli reviewed a vision about the foundation's needs for financial allocations to implement projects for the foundation's development and social programs."  

  

And she continued, "A number of proposed items and materials were discussed in order to ripen them in a way that contributes to maximizing revenues, investing resources for the state treasury, establishing projects, as well as supporting farmers who use modern irrigation systems, and voting on them."

Al-Kadhimi pointed out that "materials related to the governorates will be added in conducting transfers to the poorest governorates, for millions of visits, to Sinjar and the governorates affected by terrorism, and to discuss requests that reached the Finance Committee from representatives and from different segments, some of which were formulated and referred to the Ministry of Finance and the possibility of adding them to the budget."
He stressed that the Finance Committee "urged the ministries to increase their non-oil revenues and not be dependent on oil revenues only," noting that "non-oil revenues are few and do not exceed 17 trillion dinars, and this must be addressed."

Yesterday, Wednesday, Parliament Speaker Muhammad Al-Halbousi chaired the meeting of the Finance Committee, in the presence of the chairman and members of the committee. To discuss the matters and issues remaining in the articles of the budget law, in preparation for submitting them to the Presidency of the Council of Representatives, and setting a session to vote on them. 

 

Al-Halbousi explained, in a statement, that "the current budget is the most important, as it is for three years," pointing to "the importance of the projects it contains and is reflected in the service program in accordance with the implementation of the government program."

 

And he stressed "the need to reduce spending to increase non-oil resources," reaffirming "the speedy completion of the general budget law."

 

Until the time of preparing this report, yesterday evening, Wednesday, the Finance Committee in the House of Representatives continues its intensive meetings in order to finalize the provisions of the budget bill, which still collides with the share of the region, in addition to other matters such as schedules and proposals of representatives.

 

A member of the committee, Jamal Cougar, told Al-Sabah: “The budget cannot be finalized in the coming hours, and the committee still needs time, as there are matters still under discussion despite the resolution of almost all budget matters.” But the share of the region remains the first obstruction to pass the budget within the Finance Committee.

 

He continued, "There are unresolved additions, and there are proposals by some deputies that were not added either," noting that "the members of the committee voted to add a paragraph through which an amount is deducted from the salary of each employee at the rate of (one per thousand) for the Martyrs' support Fund, and although this matter It is illegal, but he won the committee’s vote,” explaining that “no one has the right to deduct from the employee’s salary without a clear law.”

 

He continued, "The deduction clause to which conditions were added, including that it goes in favor of the category of martyrs after 2003 and those who fell in the war only," noting that "according to the deduction, approximately 59 billion dinars will be collected for the benefit of the Martyrs support Fund."

 

For his part, committee member Haitham Al-Zahwan told Al-Sabah: “The items that have not been approved or voted on are expenses and schedules that have not yet been decided, and if things go smoothly and without obstruction, it is possible that the end of (today’s Thursday) will be completed.” The draft budget and the committee's report will be sent to the Presidency of Parliament.

 

He added that "the region's share impeded voting on the budget, as the political blocs are still entering into negotiations in this regard," ruling out that "it will be sent to parliament during the coming hours, in addition to the fact that transfers and allocations need a day as well."

 

Al-Zahwan added, "The issue of the provincial funds that were received from the government has been passed, and the funds that have been added have not yet been voted on."

Parliament Finance confirms its willingness to send the general budget law

On Thursday, the Parliamentary Finance Committee confirmed its readiness to send the general budget law.  

  

  

And the committee stated, in a statement that “NAS” received a copy of, (May 25, 2023), that “the Finance Committee, headed by Atwan Al-Atwani and in the presence of its members, continued its meeting until late at night in order to put technical notes on the Federal General Budget Law.”  

  

She added, "The committee has been working on completing all the remaining matters of the budget items and the numbers listed in the tables; in order to make transfers between the amounts on spending units, according to need and population ratio, as well as the importance of increasing financial allocations in the governorates in implementation of the government program."  

  

And the committee renewed, according to the statement, "its willingness to send the budget to the Presidency of the House of Representatives to proceed with the legalization of the law as soon as possible."  

  

Earlier, the Speaker of Parliament, Muhammad al-Halbousi, set next Saturday as a date for voting on the draft general federal budget law.  

  

Al-Halbousi said in a statement to the official channel, followed by "Nass", (May 25, 2023), that "the budget is in its final touches, now we had a meeting with the Finance Committee and their efforts are appreciated by their continuity and communication with work to reach an integrated vision regarding the provisions of the law, its paragraphs and allocations," pointing out That "the committee is ready to hand over the budget to the House of Representatives tomorrow."  

  

He added, "There are some observations that will be concluded in the evening, and in light of them, the parliament session will be determined to proceed with the legislation of the law," stressing that "the law is important and contains many investment and strategic projects that will reflect positively on the service reality of the government's program."  

  

He pointed out that "there are reform joints. The committee added some items and amended others to serve the state's view in general and contribute to strengthening the role of government institutions in carrying out reforms and governance in some joints," suggesting a vote on the budget next Saturday.

The committee proceeded to complete all the remaining matters of the budget items, and the numbers listed in the tables; In order to make transfers between amounts on spending units, according to need and population ratio, as well as the importance of increasing financial allocations in the governorates in implementation of the government program.

The committee renewed its willingness to send the budget to the Presidency of the House of Representatives to proceed with the law's enlightenment as soon as possible.

On Friday, a member of the House of Representatives for the Finance Committee, Youssef Al-Kilabi, accused the deputy chairman of the committee for the Kurdistan Democratic Party, Ikhlas Al-Dulaimi, of not being "credible" in communicating the committee's discussions to her party.  

  

  

Al-Kalabi said in a post monitored by "NAS" (May 26, 2023), "Ikhlas al-Dulaimi, deputy chairman of the Finance Committee on behalf of Parti, who managed the negotiations on behalf of the regional government, and before its withdrawal, overtook almost everyone, then I remembered after a month of working that I had not been issued a parliamentary order."  

  

He added, "Such a model will not unite Iraq, and it has failed miserably in conveying our discussions honestly."

Parliamentary Finance votes to amend the budget articles related to the region
  
{Economic: Al Furat News} A member of the Parliamentary Finance Committee, Mustafa Sanad, revealed that the committee voted on the financial budget materials related to the share of the Kurdistan region.

Sanad said in a tweet on Twitter: “The Finance Committee voted to amend the paragraphs related to the region and oblige it to hand over oil to {SOMO} for export or to deliver it locally in the event of the inability to export it, as well as opening the account exclusively by the Minister of Finance, and the conditions for disbursement of dues are subject to by commitment.”
He added, "The representatives of the Kurdistan Democratic Party bloc withdrew from the meeting."
The Speaker of the House of Representatives, Muhammad al-Halbousi, announced yesterday that the draft financial budget law will be put to a vote before the House of Representatives next Saturday.
