The Prime Minister of the Kurdistan Regional Government, Masrour Barzani, affirmed that the March 11 agreement shows the Kurdish people's belief in permanent negotiations and dialogue to resolve differences peacefully.   

 

  

Barzani said in a statement that "People" received a copy of it (March 11, 2022): "Today is the fifty-second anniversary of the March 11, 1970 agreement, when the revolution of the Kurdistan people, led by the immortal national leader Mustafa Barzani, forced the Iraqi government at the time to recognize part of the rights of the people of Kurdistan. and his demands.

And he continued, "Today, while we remember this occasion, there are those who want to deny the rights of the people of Kurdistan and their constitutional rights, but we will not give them up in any way, and we are always ready to hold a comprehensive dialogue in accordance with the constitution to solve all outstanding problems."

Shafaq News/ The Prime Minister of Kurdistan Regional Government, Masrour Barzani, issued a statement today, Friday, on the occasion of the anniversary of the March 11th Agreement.

The "March Agreement" was signed on March 11, 1970, between the Iraqi government and the national leader of the Kurds, Mulla Mustafa Barzani, in the wake of a Kurdish uprising, in order to establish an autonomous region.

It also stipulates that the Kurds will be represented in government bodies, provided that this plan will be implemented in four years.

At the time, this was the most important attempt to resolve the protracted Iraqi-Kurdish conflict. In which the Iraqi government recognized the national rights of the Kurds, while providing guarantees for the Kurds to participate in the Iraqi government and to use the Kurdish language in educational institutions, but no decisive solution was reached on the unresolved issue of Kirkuk.

Shafaq News/ The President of Kurdistan Region, Nechirvan Barzani issued a statement today, Friday, on the 52nd anniversary of the March 11, 1970 agreement between the Iraqi government and the September revolution led by the late Kurdish leader Mullah Mustafa Barzani.

President Nechirvan Barzani considered that the March 11 agreement is the most important achievement in the new history of the Kurdistan people's struggle for freedom, which became the first legal document recognizing their legitimate rights, and despite the Iraqi authority's regret at the time that the agreement was concluded, it was the reason for defining the issue of the people of Kurdistan at the level of world, and a base for the subsequent gains in the uprising, and the establishment of the constitutional and federal entity of the Kurdistan Region.

He added, "If the authority in Iraq at that time had respected the agreement, it would have protected the country and the future of its generations from many wars and tribulations, and Iraq in general would have been another stable, prosperous, and developed country," adding that "currently all of us in Iraq should learn a lesson from that, and that We preserve the federal system and the constitutional rights of all components of Iraq, and provide a better present and future for our generations.

 

The March Agreement was signed on March 11, 1970, between the Iraqi government and nationalist leader Mulla Mustafa Barzani in the aftermath of the first Iraqi-Kurdish war, in order to establish an autonomous region, consisting of the three Kurdish provinces and other adjacent areas that were identified according to the census as having a Kurdish majority.

The plan also stipulates the representation of the Kurds in government bodies, provided that this plan will be implemented in four years.

At the time, this was the most important attempt to resolve the protracted Iraqi-Kurdish conflict. In which the Iraqi government recognized the national rights of the Kurds while providing guarantees for the Kurds to participate in the Iraqi government and to use the Kurdish language in educational institutions, but no decisive solution was reached regarding the Kirkuk issue, which remained pending the results of statistics to know the percentage of different nationalities in the city of Kirkuk.

SULAIMANI — The Prime Minister of the Kurdistan Regional Government (KRG), Masrour Barzani, said on the occasion of the March 11 agreement recognizing the Region’s autonomy that the KRG was ready to hold a productive dialogue with the central government on the basis of the Iraqi constitution, in order to resolve issues between both sides.

Barzani said the March 11 Autonomy Agreement was the result of the patient sacrifice of the Peshmerga and the people of Kurdistan, and stood as a clear message from the Kurdish people that they always believe in negotiation and a peaceful solution.

The Kurdish leadership reached a historic agreement on March 11, 1970 with the Iraqi government, which acknowledged the autonomy of the Kurdish authority, allowing the formal use of the Kurdish language in the Region’s schools and the opening of Kurdish literature departments in universities.

The Region had local legislative and enforcement councils but the Kurdish struggle faced a historic setback due to the 1975 Algiers Agreement between Iraq, Iran and Algeria, which saw the central government break the 1970 Autonomy Agreement.

"Unfortunately, there are still people who want to deny the rights of the people of Kurdistan and their constitutional rights,” Barzani said. "We will not give up our rights.”

Controversy remains between the Iraqi federal government and the Kurdistan Region over the Region’s independent sales of oil and natural gas. On March 1, the Iraqi Ministry of Oil announced a committee has been formed to apply the Federal Supreme Court’s ruling from February, which declared the Region’s independent oil and gas sales unconstitutional.

Did the constitutional agreements of the 1970s withstand the United States invasion? 
 

The Kurds were promised their own autonomous region after WWII which never developed and still is in continuous conflict with their neighbors as the lines were drawn by the western powers. Turkey does no want to relinquish the southeastern region to Kurdistan.

 

If the promise from WWII doesn’t stand why does the constitutional agreement from the 1970’s remain valid. 
 

Let’s remember, Sadam Heusin wanted to trade oil outside the established petro dollar, through justification of a WMD that never was produced the US invaded Iraq. After “Liberation” a government was put in place to manage Iraq; said government has yet to be fully seated and agree on how to manage the oil reserves in the interest of the people. 
 

I do believe that full open dialogue is a good thing between the KRG and Iraq, this specific regional conflict is becoming stable. 
 

I am fascinated at why some agreements stand the test of time and war while others are simply re-written.
