Representative Energy: Iraq cannot cover the electricity shortage for the next five years

 Baghdad: Omar Abdul Latif

The Committee on Oil, Energy and Natural Resources in the House of Representatives slowly approved measures for electrical interconnection with the Gulf and Europe, while expecting an improvement in energy supply next summer.
A member of the committee, Sadiq Al-Sulaiti, told Al-Sabah: that Iraq suffers from a lack of energy in the country by more than 12 thousand megawatts, stressing that Iraq will not be able to fill this shortage with domestic production during the next five years, due to the lack of the necessary allocations that enable the establishment of electrical stations. .
Al-Sulaiti stressed the importance of the electrical connection with the Gulf and Turkey, so that Iraq would be a hub for communication between the Gulf states and Europe, expressing his regret that these two projects were going in slow steps, and the government was supposed to accelerate the connection of these two systems because of the benefit for Iraq.
He added that the difference in peak times between Iraq and the northern regions represented by Turkey and Europe, enables us to become a corridor for the export of energy from hot regions in summer towards Turkey with a moderate atmosphere and transfer it to other countries, indicating that Iraq consumes 13 thousand megawatts of investment stations in the winter season When the available is about 19 thousand megawatts, which forces him to extinguish about 5 thousand megawatts and out of work in this season.
Al-Sulaiti added that the committee stressed the need to legislate the oil and gas law during the next few phase, but it needs to complete the vote on the National Oil Company’s law, indicating that the oil law has been completed and has reached the voting stage, but that work will not be completed after voting until the company’s law is approved. , Because there are paragraphs related to each other in the two laws.

{Politics: Al Furat News} The Parliamentary Energy Committee settled, on Saturday, the controversy over the issue of the questioning of the Minister of Electricity, Majid Hantoush, under the dome of the House of Representatives in its next sessions.

A member of the committee, Amjad Al-Oqabi, told Al-Furat News that "there is no such thing as an interrogation of the Minister of Electricity, and it is not completely presented and there is nothing to be questioned by the minister."
It is noteworthy that Parliament is heading to question the Minister of Electricity, Majid Mahdi Hantoush, in light of fears of a possible collapse of the system, after the aggravation of the crisis of declining hours of supplying national electricity in Baghdad and the provinces of the Middle Euphrates again, in conjunction with high temperatures and the outbreak of the Corona virus.
Al-Uqabi added, "As for the oil and gas law, it will be transferred to the next parliamentary session for controversy over its provisions. It also needs many and many sessions to approve it."
Al-Oqabi indicated, "But if Hayat, the presidency of Parliament, insists on going ahead with it, we will have 5 months before he dissolves himself to run for the early elections to be held on October 10, 2021," hopefully.
The Parliamentary Oil and Energy Committee approached the Cabinet and the Ministry of Oil for the purpose of expediting amendments to the oil and gas law and sending it to Parliament.

Good Morning yota,

Can’t help but laugh at these silly fools trying to convince the average poor Iraqi that more money and committees will solve their electrical issues.
These corrupt madmen have stolen enough money from the resources to build an electrical grid from Iraq to the USA....

I guess sheep are sheep no matter what country you’re in....

Electricity: Next month .. start of the Gulf interconnection project

 Baghdad: Tariq Al-Araji

The Ministry of Electricity will soon start the Gulf interconnection project after agreeing to finance it from the Gulf trust funds, and confirmed that General Electric Company has begun surveying the Iraqi-Jordanian connection lines, examining the soil, and confirming that it is free of war remnants.
"The ministry is keen and serious about the issue of diversifying energy sources and approving electrical interconnection projects with neighboring countries, as it has signed framework agreements with the Gulf Interconnection Authority and the Kingdom of Jordan in this regard," ministry spokesman Ahmed Al-Abadi told Al-Sabah.
He added that “Iraq has fulfilled 81 percent of its obligations towards the project with the Gulf Linking Authority, which has resumed holding coordination meetings to resume work, as it was agreed that the value of the project and the transport lines, whether inside Iraqi or Kuwaiti territories, would be covered by Gulf trust funds, to be paid by the Ministry. Electricity is in the form of installments, as it will be a fixed asset for the Iraqi state.
Al-Abadi stated, "The two sides have agreed to establish a line to connect the Al-Zour station inside Kuwaiti territory and Fao inside Iraqi lands, and this does not mean linking with the State of Kuwait because the connection with the Gulf Linkage Authority, but the line is 300 km long, of which 220 km is inside Kuwaiti territory and 80 km inside Iraqi lands." , And it is expected that work on the project will start within a month from now, and the Gulf side is in the process of surveying the lines' paths and studying the appropriate connection points to complete the project.
And he indicated that "the initial agreement with the Gulf Linkage Authority had some innovations and the contract formula was amended again with regard to tariffs, obligations and financing, and now things are clearer for the Gulf side and the great desire of Iraq to complete the project has been understood."
Al-Abadi expected that "the summer of 2022 will witness the completion of the first phase of the project, which provides for the supply of energy estimated at 500 megawatts to Basra Governorate."
He explained that "the electrical interconnection project with Jordan witnessed the signing of a framework agreement with him that provides for linking power lines through the construction of an existing reed line and the construction of the Al-Qaim 400-kV transformer station, as its implementation was referred to General Electric."

An electrical network in Nasiriyah
An electrical network in Nasiriyah

Political sources in the Iraqi capital, Baghdad, reported that a hidden movement is being carried out by Iranian officials and others at the Tehran embassy to stop or obstruct the electrical connection project between Iraq and the Gulf states.

This comes after the project has reached advanced stages, as the Ministry of Electricity announced , on Friday, that Iraq has completed about 81 percent of the requirements and belongings of this connection, with discussions and negotiations with the Gulf Connectivity Authority to establish a 300 km long line, which will be 220 km inside Kuwaiti territory and 80 km Inside Iraqi territory.

A political source, who refused to reveal his identity, told "Sky News Arabia" that "Iranian officials who were accompanying Foreign Minister Muhammad Javad Zarif tried to influence the course of the electricity linkage project by winning over energy sector officials in Iraq and granting them new contracts, at reduced prices, in exchange for Halting the project, or slowing its pace, which prompted Minister of Electricity Majid Hantoush to visit Iran, days after Zarif's visit, to confirm that the project will proceed according to the line drawn for him.

Iranian radar on the projects

The source added, "A lobby has recently formed inside the Iranian embassy in Baghdad, aiming to influence the projects in which Tehran sees a departure from its hegemony, which are hundreds of projects, and their number increased after the arrival of the current prime minister, Mustafa Al-Kazemi.

Iraq has an agreement with Iran to import 1,200 megawatts of electric power through 4 lines. They are the (Khorramshahr - Basra) line, (Karkha - Amara), (Kermanshah - Diyala), and (Sarbil Zahab - Khanaqin).

And last year, the agreement between the two countries was renewed for a period of two years for the first time, as it was previously signed for one year, which was considered by Iraqi circles as an attempt by Tehran to influence the electrical interconnection project with the Gulf countries, and prepare for it early.

The gas imported from Iran also contributes to operating Iraqi electrical stations supplying the system with approximately 3,300 megawatts.

A major production plant

In the same context, the Iranian ambassador in Baghdad, Iraj Masjedi, announced, on Sunday, that his country "will now start establishing two electricity-generating stations in Iraq."

He added that "one of these two projects will turn into a major power plant in this country."

This announcement represented a surprise to the concerned circles and the officials of the energy file in Iraq, as the signs of Tehran’s entry to establish power stations inside Iraq had not been announced previously, especially since Iranian companies are not qualified to undertake such projects.

The oil expert, Hamzah Al-Jawahiri, said: “This announcement of the presence of stations to be built soon came as a surprise, due to the lack of clarity of the agreement, and the reason for this trend at the present time, as Iran is preventing the gas that the Iraqis buy with their money from the local stations, which confirms the existence of another intention for this. Advertising".

Al-Jawahiri added to "Sky News Arabia" that "the electrical interconnection project between Iraq and the Gulf states, like a blow to Iran, in the energy and fuel file, which prompted it to this announcement, after the project reached 80 percent."

Al-Jawahiri pointed out, "Iranian companies do not have the ability to establish such large plants, due to their need for heavy equipment, such as turbines and others, as well as not having the technology to do so."

Iraqi Electricity shies from clarification

In the first comment on the Iranian ambassador’s statement, the Iraqi Ministry of Electricity said that it would clarify the nature of this statement later.

"The ministry has not issued any details regarding the Iranian ambassador’s statement, and I think that we will clarify that later with an official statement," the ministry’s spokesman, Ahmed Moussa, said in a press statement.

And the electricity crisis in Iraq is ongoing and complex, and several factors overlap, as successive governments, after Saddam Hussein's regime , have failed to find solutions to their interruption for long hours every day, and it is estimated that Iraqi governments have spent more than $ 80 billion since 2003 on the electricity sector without any tangible solutions. .

For his part, Jassim Al-Bakhati, a deputy in the Iraqi parliament, sees the importance of moving forward with the electrical interconnection project with the Gulf countries, after reaching advanced stages, without paying attention to other influences. And to diversify the options before the government, so that it can choose what suits our country. "

Next week, Al-Zubaydiyah power station will operate after its maintenance

Al-Kut: Hassan Shahid Al-Azzawi Al-Samawa: Ahmed Al-Fartousi Kirkuk: Nahdet Ali

Coinciding with the steady rise in temperatures, the coming days will witness the completion of the maintenance of all the generating units of the Al-Zubaidi Thermal Power Station and bring them into service at full design capacity of 2540 megawatts, which is one of the largest stations in the country.
Nevertheless, a struggle looms between the governorates and the Ministry of Electricity to obtain their prescribed energy quota in light of poor processing hours.
The problem of supplying electric power in the country is renewed annually, which leads to its poor quality and to a marked increase in ampere prices supplied by generators, ranging between 20-25 thousand dinars.
Wasit Governor Muhammad Jamil Al-Mayahi told Al-Sabah: “The technical and engineering staff of the Ministry of Electricity have reached 80 percent of the campaign for the maintenance of the generating units in the Zubaidiya electrical thermal station. National Grid ”. The Ministry of Electricity took over work at the Wasit Thermal Power Station entirely from the Chinese company implementing the project in 2018, and was able to connect all the generating units and bring them into service, and the station is one of the largest stations in the country and its production capacity reaches 2540 MW within six obstetric units.
Al-Mayahi stated that "the station is currently working with local fuel extracted from the Ahdab oil field and not with imported fuel, after the completion of the pipelines for transporting fuel to operate them with two lines, the first was allocated to transport liquid fuel and the second to transport gaseous fuel."
He added, "In the event that the station’s maintenance is completed, it will produce 2540 megawatts, which will contribute to giving the governorate its full share of electrical energy and achieving self-sufficiency not only for homes, but also for factories and agricultural projects."
In Al-Muthanna, Governor Ahmed Manafi told Al-Sabah: “The governorate desperately needs to allocate the GE generation station to Muthanna only and not to connect it to the national network, in addition to the substation 400”.
He pointed out that "the National Control Center deals with duplicity and arbitrariness with Al-Muthanna, as he said, when it allocated those stations to three governorates, where the processing rate reaches more than 20 hours per day, unlike Muthanna, which suffers from a lack of energy supply, especially in the liquefaction stations and hospitals."
In the same file, the Governor of Kirkuk, Rakan Saeed, and a number of the governorate's representatives in parliament, called on the prime minister and the ministries of electricity and oil to intervene to do justice to the province by re-equipping it with energy according to the prescribed percentage to reduce cutting hours and increase its share of fuel allocated to generators.
Said said in a press conference attended by "Al-Sabah": "Kirkuk only reaches 3 percent of its prescribed share of electricity, which led to an increase in cutting hours until it reached 16 hours in some areas."
The governor stressed the necessity of equipping Kirkuk with its full share of national electricity, as well as increasing the amount of fuel supplied for generators whose owners resorted to buying it from the black market, thus raising the ampere price, which burdens the citizen.
For his part, the Governor and Representatives of Najaf have filed lawsuits against the Minister of Electricity for what they called deliberate prejudice against the governorate’s share of electric power.
The governor of Najaf, Louay Al-Yasiri, said in a press conference: "A lawsuit has been filed against the Minister of Electricity, in addition to his job, for deliberate prejudice against the share of Najaf."
He pointed out that "the supply of electricity in Najaf arrives every day only 8 hours, while some provinces reach 24 hours in front of the ministry's eyes and ears."

Report: Alsumaria News

With high temperatures and reduced hours of processing electricity, the state of discontent and anger on the Iraqi street has returned, because of these conditions and silence about the greed of the owners of private generators and the lack of government follow-up to them. Internal and the other external. A parliamentarian saw that the electricity file is surrounded by a minefield, while a researcher on the Iraqi affairs described the hours of preparation of electricity as being similar to the work of traffic lights (traffic lite).

The reasons for the decline of the electrical reality, a

member of the Parliamentary Petroleum and Energy Committee, Amjad Al-Uqabi, confirmed that there are many reasons that accumulated on some of them and led to the decline of the electrical reality in the country to very low levels.

Al-Aqabi said in an interview with Alsumaria News, "The electrical reality is in Iraq Unfortunately, it became a puzzle that no one was able to decipher, until it became more deadly than the Corona virus, due to many reasons that accumulated on some of them, and that the victim of its results is the simple citizen, "indicating that" with the approaching summer season, my electricity nightmare has returned again, haunting the Iraqi people and returned Trolls in troubled waters to play this chord for economic and electoral gains. "

Al-Uqabi added, "The explosive budgets in previous years and corruption deals at the time in the electricity file wasted money equivalent to the budgets of countries, and what made matters worse is the government's neglect in the current year budget to make appropriate allocations for this important sector as the budget was consumer only without any additions to the maintenance sectors." And development, "pointing out that" the other matter is related to the decrease in gas imports from Iran, which are needed by the power stations, in addition to the decrease in the water level as well, which led to the suspension of many stations for this reason. "

He stressed that "external and internal influences, some political and the other surrounded by suspicions of corruption, have all accumulated to bring the situation to its way, and we believe that the solution to saving the electrical reality will only be achieved through restructuring and a comprehensive study of the energy situation in general in Iraq Not only electricity but also beyond it to the oil and water resources , and even the regional environment are all being affected one way or another in the continuing decline in this dynamic file ".

Electricity amid a minefield

Member of Parliament Amer Al-FayezHe indicated that the solution to the electricity file is in Iraq Saving it from the surrounding minefield needs a strong government that has the strength and daring to confront corruption whales.

Al-Fayez said in an interview with Alsumaria News, "The main reason for the lack of progress in the electricity file is Iraq And his continuation of this decline despite the fact that what was spent on it is a lot of money that can build complete stations in many countries, it is rampant corruption in the joints of the state, indicating that "corruption is a scourge that wreaked havoc in the country, and all the money went into the pockets of the corrupt and the systematic theft, not to mention the existence of Entities benefiting from processing Iraq Electrocuted physically and disliked solving this file and enjoy Iraq With electricity, given that it would harm a source of financial income for them.

”Al-Fayez added,“ There is an overlap between corruption and politics that has had an effect on the lack of development of the electrical sector in Iraq", Stressing that" the electricity file cannot be liberated from the minefield surrounding it except through the eradication of corruption, which will only be achieved through a real will and a strong government with its decisions and has the courage to confront whales and heads of corruption and rely on professional people who are keen on the interest of the country and not the interest of parties and interests. " Personal. ”

Electricity is similar to the traffic signals

monitored for Iraqi affairs Emad Mohammed He pointed to the electricity supply in Iraq Like traffic lights, it is likely that the coming period will witness popular demonstrations and developments raging like the flames of the sun.

Imad said in an interview with Alsumaria News, "The electricity file is in Iraq It is considered one of the most corrupt files in the country, given that there are imaginary sums spent on this sector, but to this day the Iraqi people still suffer from a lack of electric power, especially in the summer, as processing hours reach an hour corresponding to six hours cut in many areas of the capital and some Provinces, "indicating that" the electricity supply in the Iraq It comes in an intermittent manner during processing hours, similar to the work of traffic lights, as there are three minutes of preparation, corresponding to five minutes, until the end of the processing hour, then the cutting time returns to six hours.

”Imad added,“ This matter created burdens on citizens, especially in light of the absence of Real control by the competent authorities in following up the file of private generators, noting that quite a few of the private generators belong to partisan or influential parties in the regions, and they are the ones who control prices without oversight or accountability, and all the announcements by the government and the governors about setting prices for ampere are baseless From the application and the owners of the generators of the Golden Line imposed an amount that reached 25,000 dinars an ampere in most regions without fear of being held accountable under the pretext of the lack of national electricity.

He stressed that "the electricity crisis, although we have not entered the peak of the heat and the scorching summer flames, means that the people will experience a setback at the height of the summer and create popular reactions and demonstrations expected with high temperatures and low supplies, and the heat of developments will be raging, like the scorching summer flames and the heat of the sun."

Shafaq News/ The Ministry of Energy and Mineral Resources expected that the Jordanian-Iraqi electrical interconnection project will start operating in 2022, according to "Petra" agency in a news release published today, Friday.

The ministry stated in the annual report of its achievement for the year 2020, that the energy exchange contract for the year 2020 was renewed with the Arab Republic of Egypt and the signing of the contract agreement for the supply of electric power from the Jordanian side to the Iraqi side, and the implementation of the project was started in the first phase, according to which 1000 GWh will be exported. annually from Jordan to Iraq.

And the Iraqi Ministry of Electricity had announced in the year 2020 that the American company “General Electric” had started the electrical interconnection works with Jordan, and that the Gulf Interconnection Authority informed Iraq that work on the electrical interconnection project was imminent.

On Thursday, the Iraqi Prime Minister, Mustafa Al-Kazemi, set the date for the completion of the electrical connection with the Gulf and Jordan.

Al-Kazemi said in an interview with the semi-official Al-Iraqiya channel: "We started with the electrical connection with the Gulf countries, and we have completed 85% of the work in Iraq, and in 2022 the electrical connection with the Gulf will be fully completed, as well as the electrical connection with Jordan."

Iraq is holding talks with Gulf countries, led by Saudi Arabia, to import electricity from them by linking its organization with the Gulf system, after it had depended on Iran alone during the past years by importing 1200 megawatts as well as gas fuel to feed local electric power stations.

Iraq also intends to import electricity from Jordan and Turkey, in an effort from Baghdad to fill the shortage until it builds power stations that are able to meet local consumption.

Iraq has been suffering from a chronic electricity shortage crisis for decades as a result of the siege and successive wars. For many years, residents have protested against frequent power cuts, especially in the summer, when temperatures sometimes reach 50 degrees Celsius.

Economy News - Baghdad

The former Minister of Electricity, Karim Aftan, called for merging the Ministries of Electricity and Oil in order to end the problem of poor electricity supply.

Aftan said, in an interview with "Al-Iqtisad News", that the problem of weak electricity supply is the failure to invest the gas associated with the production of oil and gas in the fields.

He added that the Ministry of Oil did not keep pace with the growth in building production stations in the Ministry of Electricity and providing the necessary fuel for them, forcing Iraq to import gas from Iran, noting that the electrical stations when operating on alternative fuels weaken their production capacity by half, which burdens the state with many funds, including maintenance and shortening her age.
