He pointed out that the passage of the budget law is linked to the ratification of the Federal Court law, and it is expected that the vote on the two laws will be delayed, especially in light of the continuing differences between the political parties over a number of articles of the law. 

He pointed out that the Shiite parties sometimes stipulate that the region hand over the entire oil file, and at other times they demand delivery of the 450,000 barrels of sold oil from Ceyhan, even though the region’s delegation only accepted 250,000 barrels in accordance with the draft budget sent by the government.

For her part, the head of the Patriotic Union of Kurdistan bloc in the House of Representatives, but Talabani, said that the Shiite parties have not yet reached a joint proposal to present an alternative to the previous proposal, which is supported by the Kurdish blocs and the federal government.

She added that what arouses resentment is that the Shiite blocs objecting to the text adopted by the federal government in the draft budget has not yet reached an agreement among themselves and has not yet submitted any new proposals to be discussed between the political parties.  

For his part, a member of the Finance Committee for the Kurdistan Democratic Party, Ahmed Al-Saffar, said that the vote on the budget law faces many obstacles and difficulties, ruling out a vote on it next Monday.

ERBIL (Kurdistan 24) - The negotiating delegation of the Kurdistan Regional Government headed by Deputy Prime Minister Qubad Talabani arrived in Baghdad on Tuesday evening, to start the latest talks with senior officials in the federal government regarding the federal fiscal budget for 2021.

The delegation is scheduled to start its meetings today with the Finance Committee in the Iraqi parliament and the rest of the parliamentary blocs to bridge the rift in the region’s share of the budget.

The correspondent of Kurdistan 24 in Baghdad, Shafan Jabbari, said that the delegation's meetings will focus on the draft budget law and its guarantees

The spokesman for the Iraqi government, Hassan Nazim, said in a press conference yesterday that the Kurdistan Region’s share is the "main problem" in delaying the approval of the budget.

The federal government sent the budget bill to Parliament three months ago.

The MP for the Patriotic Union of Kurdistan, Rizan Sheikh Dleir, said in a press statement that Saleh "held a meeting with the negotiating delegation of the regional government headed by Qubad Talabani and the heads of the Kurdish blocs in the House of Representatives, in the presence of Al-Kazemi."
She added, "The meeting discussed what is related to the Kurdistan region’s share of the federal budget for the year. 2021, and other proposals to be submitted in Parliament on blocs share Kurdistan region. "
