The Parliamentary Committee discusses the emergency loan granted to the Ministry of Labor from the World Bank
  
{Baghdad: Al Furat News} The Committee on Labor, Social Affairs, Immigration and Displaced Persons chaired by the Vice-Chairman of the Committee Hussein Arab and its members attended Saturday, the general managers of the legal departments, labor and vocational training, projects, and the emergency loan project in the Ministry of Labor and Social Affairs.

During the hosting, according to the committee’s statement, {Al Furat News} received a copy of it, "discussing the emergency loan project granted to the ministry by the World Bank, as well as ways of cooperation in order to serve the sectors benefiting from the social aid, as well as people with special needs, orphans, widows, the elderly and workers."

A member of the Parliamentary Finance Committee, Magda Al-Tamimi, revealed, on Saturday, government departments that refuse to disclose their final accounts.

Al-Tamimi said, in a joint press conference with the deputy member of the Economic and Investment Committee, Nawfal Al-Nashi, that “the Board of Financial Supervision sent to the House of Representatives an official letter on 11/25 of its contents on the final accounts. The financial position of Iraq, and send a confirmation to the General Secretariat of the Council of Ministers, where there are government departments and others self-financing.

She added, “Government departments that did not provide accounts, and this is audited until 10/4/2020

It is the electoral commission that was not presented from 2015 until 2019

The Iraqi Criminal Court did not provide the 2013-2014 accounts

The Nineveh Provincial Council has not been presented since 2016

Nineveh Governorate has not been introduced since 2016

Samawah municipality since 2016

The Nineveh Education Directorate has not been introduced since 2013

Al-Furat Al-Awsat Technical University since 2017

Technical Education Authority since 2017

Al-Karkh University of Science has not been introduced since 2016

The Iraqi University since 2016

Mosul University since 2014

Nineveh University has not applied since 2016

Hamdaniya University since 2016

Tal Afar University, since 2016

The Bureau of the Ministry of Culture has not been presented since 2016

Diplomatic missions and consulates outside Iraq have not arrived since 2017-2018

The Ministry of Agriculture office has not provided accounts since 2015-2019

Veterinary Department since 2017

Agricultural Extension Department, since 2018-2019

Forestry and Desertification Department since 2016

The department that ranked first that did not provide accounts is the Dhi Qar Health Department since 2009 and it is assumed that accounts will be submitted until 2019 as it is considered an expired fiscal year

Also, Wasit Health Department did not provide 2010

The Political Prisoners Foundation has not been introduced since 2012

Social Protection Authority since 2016

Accounting Department, responsible for the final account of the Republic of Iraq , since 2017

Because it depends on the whole country

Civil Aviation Authority since 2015

Baghdad Provincial Municipality Directorate since 2016-2019

And considered that "the failure of these departments to submit their accounts will disrupt all final accounts of Iraq and we ask to expedite sending them, otherwise we will ask the Finance Committee to withhold salaries from these departments." Ended 25 h

Agreed 100% guys, as I said in the other thread they said the CBI changed the rate to 1490 but it’s not updated on the CBI site yet it still shows 1190. There is no way they keep this rate very long it make no sense other then to Scare the citizens into bringing in the mattress money, they will RV by Jan 6th is my guess!!

To me it just makes sense to do it more on Jan 1st however they have said in the past they can change the rate and make it retroactive to the beginning of the year. I picked Jan 6th because of the fireworks we are going to have here in America with our election so that would be a great day to have this RV kind of slip in without a lot of fanfare or attention since most of the world will be focusing on our election IMO.

The House of Representatives ends reading five laws and discusses the reasons for the currency's rise
  
(Baghdad: Al Furat News) The House of Representatives ended its thirty-second session, which was held under the chairmanship of Hassan Karim Al-Kaabi, First Deputy Speaker, with the presence of 178 deputies on Saturday evening 19/12/2020 -Read and discuss five laws.

A statement by the Council, received {Euphrates News} a copy of it, that at the outset of the meeting, the Council did read the report and discuss a proposed law against Torture and submitted by the Commission on Human Rights.
Confirmed the interventions of the House of Representatives during the meeting , which was chaired by including Bashir , mourning the need to enact the law To consolidate human rights in Iraq and address the mistakes that occurred as a result of wrongly dealing with people, especially in the investigative departments, in addition to the criminal acts pursued by terrorist organizations.
In its response to the interventions, the concerned committee expressed its full readiness to take the opinions presented into consideration in order to mature the law in a discreet manner and legislate it as soon as possible, noting that Iraq is bound to legislate this law due to its association with international and international agreements.
The House of Representatives completed reading the report and discussed the first amendment proposal to the Inmates and Depositors Reform Law No. 14 of 2018 submitted by the Human Rights Committee.
Representatives' interventions called for the importance of taking into account dealing with prisoners and applying human rights principles, in addition to reviewing the articles of the law in a way that guarantees internal security and peace, especially in dealing with terrorist prisoners.
In the same regard, Al-Haddad directed the formation of a representative delegation that includes a member of the Presidency of the Council and the Human Rights Committee to conduct a field visit next week to prisons to find out the reality of inmates and detainees.
The Board finished reading a report and discussion of the proposed union of Iraqi programmers and submitted the law of the committee of civil society institutions and parliamentary development.
Completed the Council read the report and discussion of the proposed third amendment to the Law of the Association of Accountants and Auditors Law No. 185 of 1969 and submitted by the Finance Committee. He
also completed the Council to read the discussion of Draft Law of the First Amendment to the National Oil Company Law No. 4 of 2018 submitted by the Oil, Energy and Natural Resources Committee
The deputies ’interventions focused on demanding deliberation in legislating amending the law due to its importance and continuing to discuss it so that it does not contradict the constitution, hosting experts in the field of oil to consult with them and benefit from their opinions, and calling for equity and social justice among Iraqis in the distribution of national wealth.
For its part, the concerned committee called on the deputies to submit their proposals and observations regarding the amendment of the Iraqi National Oil Company law for study in order to make the law mature.
The council concluded its session with a general discussion paragraph, by calling for an expanded economic conference attended by experts and specialists in economic affairs that would contribute to finding solutions and alternatives for a solid financial policy and reduce the burden on citizens, in addition to asking the government to reconsider the contracts concluded by the Iraqi air force before 2003 related to aircraft The Iraqi civil and military equipment and equipment outside the country, and the call to host the Prime Minister, the Minister of Finance and the Governor of the Central Bank in a special session to find out the reasons for the rise of the official currency exchange rate and its repercussions on the livelihood of the Iraqi citizen, in addition to the demand not to prejudice the salaries of employees and retirees.
Then it was decided to adjourn the session.

The Speaker of Parliament, Muhammad al-Halbousi, confirmed today, Saturday, that the next task is to preserve the achievement of liberation and the return of the displaced.
Al-Halbousi said during the ceremony held by the Parliamentary Sindh Bloc, on the occasion of the first anniversary of the martyrdom of Jamal Jaafar (Abu Mahdi al-Muhandis), deputy head of the Popular Mobilization Authority and former member of Parliament,: “The forces of the political process if they are serious in fulfilling the values of the martyrs and those who played a distinguished and strategic role In the life of the people, the next task is to preserve the achievement of liberation and the return of the displaced to their homes, and to work on reviewing the social justice system.
He added, "We recall with great pride the well-known stances and national positions of the martyr Haji Abi Mahdi Al-Muhandis, whether when he was a member of Parliament or in the face of ISIS, who wreaked havoc on the ground, and was rightfully one of the men of Iraq and the protectors of his national sovereignty."
And Al-Halbousi added that "remembering this great man and his sacrifices is a message of patriotism and an example in preserving the gains of the historic victory that has been achieved, and the greatest lesson we can learn from this leader's testimony is to protect this victory and preserve our national cohesion with the unity of word and position."
He pointed out that "in the first year of recalling the exploits of Abu Mahdi Al-Muhandis, we must work on the supreme national goals that he worked on, called for and insisted on achieving them despite the ambiguous circumstances that the political process went through." Meeting on what unites, supports, supports and guides the national march, and ejecting Iraq from the circles of international and regional polarization, is one of the most important goals of the martyr leader.

Shafaq News / The head of the Turkmen Front, a member of Parliament, Arshad al-Salihi, said on Sunday that the leaders of the political blocs rejected the Central Bank's decision to reduce the value of the Iraqi dinar in exchange for hard currency.

The Minister of Finance, Ali Allawi, said in a press statement yesterday, that "Parliament and Parliamentary Finance and heads of the blocs have knowledge of the direction the government is taking," referring to the reduction of the price of the dinar.

And Salhi considered in today's statement, "increasing the selling price of the dollar to 1450 dinars in one go, a mistake made by the Central Bank."

And he added by saying that "two weeks ago in the meetings of the leaders of the political blocs they refused to increase the price of the dollar based on the report of the Financial Committee rejecting the proposal of the Central Bank."

"The increase in the price of the dollar will lead to the suspension of local factories, because local factories buy raw materials in dollars from abroad, which will lead to an increase in the price of the local product," he said.

 And he stressed that "any reduction in the employee's salary allocations is illegal and we will reject it in the council."

On Saturday, the Central Bank of Iraq officially announced the adjustment of the foreign currency exchange rate (US dollar) to be 145 thousand dinars for every 100 dollars.

And experts consider this step will increase the poverty rate to unprecedented rates in Iraq, which is suffering under the weight of a stifling financial crisis like it has not seen in decades due to the drop in oil prices in global markets and the outbreak of the Corona virus.
