BAGHDAD (AP) - Iran’s foreign minister on Sunday stressed that Iran-Iraq relations would not be “shaken” ahead of the Iraqi prime minister’s planned visit this week to regional rival Saudi Arabia.

Iranian Foreign Minister Mohammad Javad Zarif’s visit to Baghdad was the first since the American assassination of top Iranian General Qassim Soleimani outside Baghdad airport in January. The brazen strike catapulted Iraq to the brink of a proxy war.

It also comes as the Iraqi government tussles with Iran-backed militia groups, some of which have become increasingly difficult to control in the absence of Soleimani and senior Iranian militia leader Abu Mahdi al-Muhandis, who was also killed in the strike. Iraq raided the headquarters of the Iran-backed group Kataib Hezbollah over a spate of rocket attacks targeting the U.S. in late June. Most of the militants were later released.


 


“We stressed that we want balanced relations with all neighboring countries, based on Iraqi interests, mutual interests and non-interference in internal affairs,” Iraq’s Foreign Minister Fuad Hussein said, in a press conference following the meeting. “We stressed the necessity of keeping the region and Iraq out from international tensions and protecting Iraqi sovereignty.”

The two diplomats discussed trade, as border points were recently re-opened and fortified with additional security forces in line with reform plans devised by Iraq’s government. Talks encompassed energy and investment, with Iraq relying heavily on Iranian gas and electricity imports to meet power demands.

Hussein added, during the joint press conference with his Iranian counterpart at the Ministry of Foreign Affairs, that "the strength of Iraq means the strength of the region, and we want balanced relations with all neighboring countries according to the Iraqi national interest and not to interfere in internal affairs."

He pointed out that "during the meeting, the program of the Iraqi Prime Minister's visit to Tehran was studied in the coming days."

Zarif arrived in Baghdad, earlier yesterday, on an official visit, which comes days before an upcoming visit by the Iraqi Prime Minister, Mustafa Al-Kazemi, to Tehran, as part of a tour starting from Riyadh, then Tehran, then Washington.

The Iraqi Minister of Foreign Affairs affirmed his country's efforts to avoid regional and international tensions.

Shafaq News / The head of the Iraqi Judicial Council, Faeq Zaidan, announced that he discussed with the Iranian Foreign Minister, Mohammad Javad Zarif, the investigation into the airport accident that led to the killing of the Quds Force commander, Qassem Soleimani, and the deputy head of the Popular Mobilization Authority, Abu Mahdi Al-Muhandis.

A statement to inform the judicial authority in Iraq stated that this came after the report of the United Nations Special Rapporteur on (extrajudicial, immediate and arbitrary executions) on July 6 investigated by Anees Palamar, in which she stated (that the killing of the engineer and Suleimani is illegal and that this crime represents Violation of international law) as she put it.

Zaidan said during the meeting that the Iraqi judiciary dealt with this incident as a criminal crime that is being investigated according to the investigation procedures drawn up according to the Iraqi Criminal Procedure Law. The Popular Mobilization Authority is one of the official state institutions, in addition to being a former member of Parliament.

"From the early hours of that crime, a number of investigative measures have been taken regarding the crime, as the rules of jurisdiction stipulated in the laws of all countries of the world, including the Iraqi Penal Code, provide for the validity of the national law and the jurisdiction of the national judiciary for all crimes," the council president added. Committed inside Iraq, in the airspace of Iraqi territory, or in territorial waters, regardless of the type of that crime, regardless of the nationality of the perpetrator or the nationality of the victim.

The Chairman of the Council also indicated that he discussed with the Iranian delegation the proposal submitted by the legal accompanying officers of the Zarif charged with following up this file regarding the possibility of submitting a complaint about that crime to the competent international bodies in coordination between the competent authorities in the two countries at the judicial and governmental levels and the two sides agreed to continue the discussions Between the representatives of the two countries, judicially and governmentally, to reach an appropriate mechanism regarding this and to complete the discussions of representatives of the public prosecutors in both countries regarding this file, which was previously held in the first round in Tehran several months ago, and it is hoped to complete it in the coming days in Baghdad.

 In early January, an American missile strike targeted three wheels carrying Soleimani and the engineer, which resulted in their immediate killing.
