SA has it's own agenda but they appear to be working with the Trump Administration to fill the gap of the Iran Sanctions.  SA wants to take Saudi Aramco public and need oil to be 80-100 per barrel.  They stated this week they will wait for a suitable environment (SE) to do that IPO.  There's that phrase again.

SA stated the SE may be obtained by late 2018 or early 2019.  You have to believe a deal has been struck between SA and the US to produce more oil now to keep oil prices stable.  After our elections you may  see oil over 80 bucks and SA gets its IPO.  Just a guess who really knows unless you are the fly on the wall during those meetings.  

 

Remember the summer in 2008 when oil prices spiked to 140 a barrel.  That didn't help McCain any in his election.  Election years produce strange occurrences in the market place. Mmmmm.  Trump wants oil to stay low to keep inflation low and keep the economy rolling. Higher oil prices is one of the top inflation ignitors. If oil spikes and inflation spikes with it then the economy and the stock market will decline sharply.  Trump and the GOP need a strong economy and low inflation to help it in the Nov. Elections.  Again, my opinion.

Legal affairs committee of the Iraqi parliament said that legislative vacuum in Iraq will start on Sunday as the term of the current parliament is to expire.

Rapportuer of the committee Zana Saeed said that today is the last day of the sitting parliament, adding Iraq will witness constitutional vacuum as of Sunday.

He also allayed worries that a constitutional vacuum will happen, asserting the government will continue to perform its duties.

Given full powers, the government will continue performing its duties since it is an elected government, the MP stated, noting the country will see a legislative vacuum, not a constitutional one.

This comes as the Iraqi legislature has been seeking to extend its constitutional term, but all the efforts in this respect came to naught.

PARIS - An international body monitoring money laundering worldwide said on Friday it had given Iran until October to complete reforms that would bring it into line with global standards or face consequences that could further alienate investors.

Iran has sought to attract foreign investors after a 2015 agreement with the United States, Russia, China, France, Germany and Britain, lifting a number of sanctions in exchange for Tehran's agreement to restrict its nuclear program.

Iran is trying to apply the criteria set by the FATF, an international body to combat money-laundering and counterterrorism financing, hoping to remove it from a black list that some foreign investors are reluctant to deal with.

On Sunday, three days of protests erupted in the Tehran bazaar, in which hundreds of angry merchants and shop owners condemned the sharp devaluation of the Iranian currency.

Protests early this week gained political character, and demonstrators chanted anti-Iranian Supreme Leader Ayatollah Ali Khamenei and other senior officials whom the protesters called thieves and demanded they step down.

Bazaar traders, most loyal to the leadership since the 1979 Islamic revolution, have been angered by what they called the government's turbulent response to the crisis, which they said caused a sharp rise in prices that made trading almost impossible.

The Iranian riyal has lost 40 percent of its value since last month when US President Donald Trump pulled out of a nuclear deal in 2015 and imposed tough economic sanctions on Tehran.

These include seeking to stop Iranian oil sales, the main source of revenue, which has cast a shadow over the economy.

"The FATF is disappointed by Iran's failure to implement its plan of action to address the significant shortcomings in the fight against money-laundering and the financing of terrorism," it said in a statement after a week of deliberations in Paris.

"The FATF urgently expects Iran to move quickly on the reform track to ensure that it addresses all remaining items in its plan of action ... We expect Iran to amend AML / CFT laws ... with full compliance with FATF standards by October 2018, Appropriate and necessary actions at that time ".

The decision gives Iran some time to know that punitive measures by the group could worsen the situation for its financial sector, which began to suffer from a US decision in May to withdraw from the nuclear deal and the administration of President Donald Trump to carry out a series of new sanctions that alarm companies.

Iranian Supreme Leader Ayatollah Ali Khamenei said on June 20 that parliament must pass anti-money laundering legislation in accordance with its own criteria.

Khamenei's words mean that parliament is unlikely to use the FATF criteria. Foreign companies say a draft law that includes the FATF guidelines is necessary if Iranians want to increase investment.

Opponents in Iran's parliament have opposed passage of legislation in compliance with FATF standards, saying it could hamper Iran's financial support for allies such as the Lebanese group Hezbollah, which the United States lists as terrorist organizations.

France's Total and Peugeot said they would withdraw from Iran instead of risking being barred from dealing with the US financial system, with Washington threatening to use the dollar as a reserve currency for those who hinder its tough policy toward Iran.

Iran blamed US sanctions on the devaluation of the riyal, saying such measures amounted to "political, psychological and economic" war on Tehran, although some officials acknowledged the threat had revealed serious failures at home.

"The responsibility for all internal problems on sanctions can not be suspended," said another official familiar with the decision-making process in Iran.

To increase pressure, Washington said all countries should end oil imports from Iran by November 4, a major blow to oil sales, which account for 60 percent of the country's revenues. Tehran says this level of reduction will never happen.

The Iranians do not want a revolution

The bazaar in Tehran was usually one of the largest financial allies of the ruling establishment and helped support the revolution in 1979 financially.

Although the cries of "Death to the Dictator" echo the chants of "Death to the Shah" four decades ago at the bazaar, analysts and analysts have ruled out the possibility that Iran is on the brink of a radical change in the political landscape.

"If the price continues, I will not be able to continue my work," said Reza, a bazaar owner who asked not to be named in full.

Low probability

Some analysts see little chance that conservative leaders in Iran will seek a settlement with the United States if sanctions succeed in undermining Iran's economy.

But Trump will not have to rush to start negotiations that could support the religious leaders of the Islamic Republic.

An Iranian official who took part in the nuclear talks with foreign powers said the leadership "may tend to reach a settlement with America to preserve the institution, but of course America, in turn, should show flexibility."

While many reformists in Iran have expressed willingness to engage in dialogue with the United States and find a diplomatic solution to the crisis, Khamenei has resisted direct negotiations with Washington for many reasons, including domestic policy considerations.

"The conservatives want a settlement with America despite the declared extremist approach, but they do not want to give spirituality the upper hand at home by supporting the talks," said a source familiar with the internal situation in Iran.

The bank said in a statement received by the "Economy News" a copy of it, that "in view of the violation of the company Horizons Samarra to mediate the sale and purchase of foreign currencies to the provisions of the instructions to regulate the work of companies mediating and abuse of leave decided to withdraw the company's founding license and the confiscation of the deposits deposited with the bank, amounting to 50 million dinars."

The bank called on the Ministry of Commerce to cancel the certificate of establishment granted to it in addition to removing the name of the company from its records and to provide the Central Bank with the letter of liquidation certified

Assyriologist discovers evidence of lost city in Iraq

When Eckart Frahm, professor of Assyriology at Yale, received a call from Homeland Security with a request to come to New York to assess cuneiform tablets, he was intrigued by the opportunity to provide an assessment of the content and origins of these ancient artifacts, Science Blog reported.

The blog wrote the whole story of the new discovery and its complications.

Frahm, who is one of only a few hundred people worldwide who can accurately read cuneiform texts, was taken to an undisclosed location in the city, where he had about two and half days to study these texts in a warehouse in which they were being temporarily stored. Each tablet was about the size of a cell phone, and many were in a poor condition, with salt incrustations covering large portions of their surfaces.

“It seems likely that many of these tablets come from the same archive, which must have been fallen prey to destruction at some point in time, with the tablets falling on the ground with one side exposed to water and the other protected,” notes Frahm.

“It was a conveyer belt-like experience,” says Frahm. “I had about three or four minutes to examine each tablet, and some were more difficult than others to decipher. On each tablet there may be a great secret that you might uncover if you spent the time with it.”

The tablets were still in the original packages in which they had been sent to the U.S., where they were seized by customs officials before they made it to their intended destination. “They had been declared as being ceramic tiles valued at $300. This is how customs officials determined that something was not quite right,” says Frahm.

One of the challenges of deciphering these tablets, says Frahm, is that the cuneiform writing system, which comprises about 900 signs, is very complex, and “each of these signs has many different possible readings depending on the context and on the time the tablet was written.”

Frahm was able to establish fundamental facts about the tablets, including — with the exception of a small few — their authenticity and place of origin: southern Iraq. The bulk of the tablets, says Frahm, date back to the Ur III (2100–2000 BCE) and Old Babylonian (2000–1600 BCE) periods, and are mainly administrative and legal documents — akin, says Frahm, “to today’s emails or receipts. I was fundamentally trying to categorize these tablets along chronological lines.”

A collection of incantations from ca. 2,500 BCE is among the most important of these tablets, notes Frahm. “It invokes the gods An, Enlil, and Enki and asks for divine support for the restoration of a city. Only very few comparable pieces are known. There are some remarkable sign lists used in Old Babylonian schools, as well as private letters and contracts from this period. A bilingual first millennium BCE text is also interesting; it is written in Babylonian and in Emesal, a dialect of Sumerian (in fact, originally a women’s language) used in the cult.”

Frahm explains that many of the Ur III tablets originated from the ancient city of Irisagrig, which is situated on or along the ancient course of the Tigris River. The process of identifying tablets from Irisagrig began back in 2003, when significant numbers of looted administrative texts from the Ur III period were confiscated by Jordanian border officials, shortly after the American invasion of Iraq had come to a close.

“Beginning in 2004, other such tablets appeared on the market, on eBay and elsewhere. Scholars systematically collected all the available information on the tablets and established in the following years that they had many things in common and seemed to originate from a Sumerian city named Irisagrig, which was known from documents from other Mesopotamian sites,” says Frahm.

“The new texts from Irisagrig cast some fascinating light on what is, quite literally, a ‘lost city,’”says Frahm, “and help us reconstruct the social and economic life in a 4,000-year-old Mesopotamian settlement. Among the most exciting tablets from the lot inspected by me is a large document that records allocations of sustenance plots to royal dependents, and another that records food distributed to the ‘dogs of the palace,’ who were apparently well fed. Even small expenditures such as the disbursement of waterskins were faithfully recorded.”

Several tablets deal with the issuing of rations to palace personnel such as female weavers, notes Frahm, while others record food allocations for royal envoys and other officials, and describe their missions, which include inspecting work on a canal and improving the royal road house, which is a place where people would rest while travelling along a royal road on their way to another city.

Frahm says that these tablets shed light on intriguing similarities between the ancient civilizations that produced them and us, including things such as governmental economic planning, taxation, long distance trade, and credit, “all of these very familiar concepts which we take for granted today that can be traced back to that time. They are first recorded in this very elaborate way in ancient Mesopotamia.”

These tablets were not properly excavated and the archaeological context has been lost, but there is nonetheless an enormous amount of information that is encoded in these tablets and can be gleaned from them, says Frahm.

“It is extremely regrettable that this looting takes place. It destroys context, and we are losing vast amounts of information. When we actually find these tablets in context we can really establish exact archives,” says Frahm. Yet at the same time, he says, he does not believe that, without that archaeological context, all information is lost and these objects are worthless and their contents should not be published.

The deciphering of these tablets took some detective work, says Frahm. “I found the level of detail of these tablets quite fascinating. This was something new to me, and it was interesting to learn about this lost city which has only been identified in the past few years.”

“I would obviously prefer to do that on properly excavated tablets but when you are the first person after some 4,000 years to look at an ancient text in a meaningful way it is always very exciting,” says Frahm.

Together with some 200 additional tablets that Frahm did not see, plus a substantial number of clay bullae and cylinder seals, the tablets were returned to the Republic of Iraq in a repatriation ceremony on May 2 at the residence of the Iraqi ambassador in Washington, D.C. Frahm doesn’t know whether they have already been sent back to Iraq. Frahm says he hopes that the information encoded in the texts be soon made public for further scholarly research, and then be used for the reconstruction of the history and culture of ancient Mesopotamia, the bloc ended its story.

Oil opens a branch of the Iraqi Trade Bank at the headquarters of the ministry

Oil Minister Jabbar Ali al-Luaibi opened a branch of the Iraqi Trade Bank (TBI) on Sunday in the ministry's headquarters to provide banking services to the ministry and its companies. 

"This is an important step to provide a banking service for the Ministry and our national oil companies to achieve a high flow in financial transactions, which is an important cornerstone in the financial management of various oil projects," Al-Allaibi said in a speech at the opening ceremony.

He explained that "the large expansion in oil activity and in the implementation of various projects and dealing directly with international companies, requires financial and banking activity synonymous with it, provides the requirements of financial liquidity and remittances and payment of benefits, whether local or foreign currency

"The success of banking dealings with the concerned parties is one of the important steps to enhance the confidence of investors and customers with the ministry and its oil companies, as well as achieving speed in the completion of financial transactions." 

He stressed the ministry's keenness to follow and adopt the latest administrative, financial and banking systems in the oil sector, in order to contribute effectively to make a qualitative leap in proper handling and cooperation with other concerned parties.

"The opening of a branch of the Iraqi Trade Bank at the headquarters of the Ministry of Oil is a step in the direction that serves the public interest."

For his part, the Director of the Iraqi Trade Bank Faisal Wissam Al-Hims, "The branch will provide services to employees in the ministry and oil companies and will provide a high flow in banking transactions." 

"The opening of this important branch will achieve a lot for the ministry in the field of financial transactions with international oil companies operating in Iraq, which will shorten a lot of stages," spokesman Assem Jihad said. 

"The branch will provide banking facilities, internal and external transfers, withdrawal and deposit in the national and foreign currency and grant (Visa card) and the settlement of salaries for the employees of the ministry."

World Bank Announces 6 Service Projects for Iraq Reconstruction in 2018
