What do they mean by "the compulsory saving of salaries"?

Are they putting it in the bank for them?  If not, what are they doing with the salaries and why?  I don't understand.

I never heard of "compulsory savings" without the employee agreeing to it.

Turkish Airlines has announced the resumption of scheduled flights to the city of Erbil, the capital of the Kurdistan Region as of Monday.
Bilal Akshi, director general of Turkish Airlines, said in a statement read by Al-Iktissad News that the company is resuming scheduled flights to Erbil from today - 26 March. And that his company started selling tickets.
Turkish Prime Minister Ben Ali Yildirim last Friday announced the resumption of flights to Erbil only, while flights to Sulaymaniyah were suspended for apparently political reasons. Ankara linked Sulaymaniyah's relationship with the Kurdistan Workers' Party (PKK), a terrorist group.
Baghdad imposed a ban on international flights to Erbil and Sulaymaniyah airports in September as part of a "punitive" Kurdish crackdown on Iraq's independence referendum.
Arbil has entered into tough negotiations with Baghdad over the past months in an attempt to restart international flights to the two airports, before Baghdad announced this month lifting the ban on the airports of Arbil and Sulaymaniyah.
