What they need to do is lower the budget down to 50 billion and give the kurds 17% of that

If they run a balanced budget and the oil war ends then they run surpluses and just move into surplus spending

If they run deficit budgets they will lose even more because of interest payments on borrowed funds

The Kurds should be asking for 17% of surplus money too

That way they get their share no matter what

They get surplus money

And they recieve 17% of the debt
