They overseen military finances, police, border secuirty etc.. Why do you think maliki never filled them? and kept them proxy because he was stealing bilions and not delivering military action etc making iraq a more dangerous place when he could hve made it alot safer but as you know he wanted chaos and murder to keep them poor the people he didnt care for his country just money.. it is vital to have proper security for a country especially in Iraq and it cant be corrupt neither.
