Hello ComPLX, Yes I would say we are much closer to seeing HCL than we have been in 4 years.  As far as article 140, that's going to take a while.  I know, I know the Kurds gave the central Government only 3 months to comply, but the fact that de-arabization of the Kurdish territories is part of 140, will take more than three months.  I've read articles from the new MOP, that states it could take 2 years just to do the census.  Ayway, nice to meet you ComPLX.
