wait a minute... doesn't this article say that the council for strategic policy "failed' and is unconstitutional and CANNOT be implemented? doesn't it also say at the end that article 140 is a no-go as well? if this is so then the Erbil will not be fully implemented and we will be right back with maliki doing his"it's not in the consttituion" dance. it sounds all good except the main issues for the list are the ministers AND the council and the main issue for the kurds is artical 140. they are already saying ahead of time they ain't going to put these through. am i reading this right because if i am we are not going anywhere except back to square one...

Yeah, where does that lead? down, not good. The council is part of the framework that has Biden & Obama beside their-selves. Maliki has found a way to keep his marginalization by no accountability since he is in charge of all arms & police. Does not sound good, I have heard him say before we would get the ministers at a certain time. That time came and went. Wow, if I were in that congress I would surely change a lot of things. Erbil is important. Looks like he has weaseled his way out of most of it. Never mind he signed it. What an idiot. He signed it to buy time, and then said it is unconstitutional to buy even more time. What a creep. So now who knows what we will have to wait for.
