I lived down off FM1960 some years ago when the ice storm blew through the Mid West and it wasn't pretty in Texas let alone all point North. I just read that the Marshall Plan has ended and Iraq can No Longer Used The USD at all for payment of any type. Did a search and nothing much about the Marshall Plan other than re Construction after World War II.......Some wanted the Marshall Plan to help Iraq and others didn't think it would work....So "If" that was true that would mean Iraq could No Longer use USD.
