for years everyone has said the rv needs an hcl law, border fence, blah blah blah. the rv (and the iraqi people) need a functioning parliament and government that understands the big picture with regards to democracy and what it takes to play with the big (international & regional) boys. they actually have to show up to work and listen, learn, compromise, speak and vote. until the goi is functioning as a whole, we must continue to be patient in our speculation. IMO. GO RV!

Confusion and ignorance in Parliament is rampant. Great post. Scooter is good. I disagree with his chapter VII take. Iraq cant "sign-off" on Ch 7, the UN must vote to remove the remaining sanctions. I could not find the vote on the UN web site. Also have not seen any lower denoms which are required for RV. GO Dinar!!!!!
