Anything is possible but here's an observation just to keep things real. Why is it that banker rumors in the third person are always positive and people on this forum and others who have personally spoken with bankers report they know nothing or refuse to comment? Something to consider.

What you are missing is not the numbers but the relation to what it's being compared which is SDRs per Currency unit. From the Imf site, it appears the rates shown are simply the rates that were current on that date and not the date the currency was adjusted. I could be wrong but the end of April appears to only be a reference point for comparison reasons.

You're right on one count - Rumor - Yes. Documentation - You might take it as fact but for the rest of us, it's still rumor, unless of course, you can upload a scanned copy. I think the bank was playing with your buddy or your buddy was playing with you, or you're playing with us.
