If the reason for refusing high denomination bills is fear of counterfeit currency, the green pen that retail vendors seem to trust should do the job. It might even be reasonable to simply refuse $50 and larger bills ( I think some states do that as a matter of course- to avoid running out of small bills). Detaining someone for using a $5, $10 or $20 seems wrong and may certainly have onerous intentions. Maybe the toll taker is punished for taking high denomination bills?
