Think Positively, it's good for the mind set as well as those around you. However lets be realistic, here are some facts that should help all of us stay positive for the next few days. Staying positive is very important, maybe even more than some of us realize! As we enter, what many of us believe maybe the last weekend before the RV. I would like to ask everyone to give us hisor her thoughts on why you have this belief. I realize our time lines MAY BEoff a few day here. If we understand why we believe we can better handle theride no matter when the date. I just do not think it will go passedNov. 3rd. “IF” you don’t thinkthis will happen in 2010, please stay positive any ways, some, more than otherneed the energy at this point to all flow in the same direction. I’m a believer, nomatter what, call me a die-hard this will happen. Let me get us started asto why I believe sooner than later. My belief is based on World economics; this has to happen for the sack of the World economy. This would make for a long story most of which you have already heard. Do a little research,you will see this RV/RI restructure of the Iraqi currency as well as the seating of their Government, was to have taken place (the RV) earlier this year, it is alreadymonths late. The reason I am a verystrong believer in this Dinar investment is partly because of the Intel I havebeen privy to, as well as the research I have done myself. That said it also passeswhat I think is a very important test; the GREED test. Here is the test; whomwill the RV benefit the most, whom will it affect the worst, if it does not RV? If the answer to one ofthese questions is "we the people" I would be concerned. If the answer is"we the people" for both of these questions we are in trouble. Good thing for us Bothanswers have the same principal parties and it's not “we the people”. So who profits the most,as well as who can get hurt the most; in both cases the answer is the big guys. The USA, as well as manyother Counties forgave billions in debt so Iraq could have a chance at pullingthis off. How about the IMF, (AKAWorld banking system) the WTO, can you see how this affects theses giants? If the IMF does not benefitfrom this, then tell me why Iraq as well as Dr. Sinan Mohammed Rida Al-Shabib, the Governor of CBI wasinvited to the meeting this last summer in Jackson Hole Wyoming. A country in chaper 7 without currency wouldnever be invited or asked to speak (Al-Shabib) at such a meeting un-less thiswas all about to change! Story by: Bruce Vincent For those of us who sometimes find ourselves having doubts about our former President, here is an excellent piece -- worth every minute it takes to read it. This story is from Bruce Vincent of Libby , Montana who had gone to the White House with others to receive an award from the President. He writes: I've written the following narrative to chronicle the day of the award ceremony in DC. I'm still working on a press release but the White House press corps has yet to provide a photo to go with it. When the photo comes I'll ship it out. When you get done reading this you'll understand the dilemma I face in telling this story beyond my circle of close friends. Stepping into the Oval Office, each of us was introduced to the President and Mrs. Bush. We shook hands and participated in small talk. When the President was told that we were from Libby , Montana , I reminded him that Marc Racicot is our native son and the President offered his warm thoughts about Governor Racicot. I have to tell you, I was blown away by two things upon entering the office. First, the Oval Office sense of 'place' is unreal. The President later shared a story of Russian President Putin entering the room prepared to tackle the President in a tough negotiation and upon entering, the atheist muttered his first words to the President and they were "Oh, my God." I concurred. I could feel the history in my bones. Second, the man that inhabits the office engaged me with a firm handshake and a look that can only be described as penetrating. Warm, alive, fully engaged, disarmingly penetrating. I was admittedly concerned about meeting the man. I think all of us have an inner hope that the most powerful man in our country is worthy of the responsibility and authority that we bestow upon them through our vote. I admit that part of me was afraid that I would be let down by the moment -- that the person and the place could not meet the lofty expectations of my fantasy world. This says nothing about my esteem for President Bush but just my practical realization that reality may not match my 'dream.' Once inside the office, President Bush got right down to business and, standing in front of his desk, handed out the awards one at a time while posing for photos with the winners and Mrs. Bush. With the mission accomplished, the President and Mrs. Bush relaxed and initiated a lengthy, informal conversation about a number of things with our entire small group. He and the First Lady talked about such things as the rug in the office. It is traditionally designed by the First Lady to make a sta tement about the President, and Mrs.Bush chose a brilliant yellow sunburst pattern to reflect 'hope.' President Bush talked about the absolute need to believe that with hard work and faith in God there is every reason to start each day in the Oval Office with hope. He and the First Lady were asked about the impact of the Presidency on their marriage and, with an arm casually wrapped around Laura, he said that he thought te place may be hard on weak marriages but that it had the ability to make strong marriages even stronger and that he was blessed with a strong one. After about 30 or 35 minutes, it was time to go. By then we were all relaxed and I felt as if I had just had an excellent visit with a friend. The President and First Lady made one more pass down the line of awardees, shaking hands and offering congratulations. When the President shook my hand I said, "Thank you Mr. President and God bless you and your family." He was already in motion to the next person in line, but he stopped abruptly turned fully back to me, gave me a piercing look, renewed the vigor of his handshake and said, "Thank you -- and God bless you and yours as well." On our way out of the office we were to leave by the glass doors on the west side of the office. I was the last person in the exit line. As I shook his hand one final time, President Bush said, "I'll be sure to tell Marc hello and give him your regards." I then did something that surprised even me. I said to him, "Mr. President, I know you are a busy man and your time is precious. I also know you to be a man of strong faith and I have a favor to ask of you." As he shook my hand he looked me in the eye and said, "Just name it." I told him that my step-Mom was at that moment in a hospital in Kalispell , Montana , having a tumor removed from her skull and it would mean a great deal to me if he would consider adding her to his prayers that day. He grabbed me by the arm and took me back toward his desk as he said, "So that's it. I could tell that something is weighing heavy on your heart today. I could see it in your eyes.This explains it." From the top drawer of his desk he retrieved a pen and a note card with his seal on it and asked, "How do you spell her name?" He then jotted a note to her while discussing the importance of family and the strength of prayer. When he handed me the card, he asked about the surgery and the prognosis. I told him we were hoping that it is not a recurrence of an earlier cancer and that, if it is, they can get it all with this surgery. He said, "If it's okay with you, we'll take care of the prayer right now. Would you pray with me?" I told him yes and he turned to the staff that remained in the office and hand motioned the folks to step back or leave. He said, "Bruce and I would like some private time for a prayer." As they left he turned back to me and took my hands in his. I was prepared to do a traditional prayer stance -- standing with each other with heads bowed. Instead, he reached for my head with his right hand and pulling gently forward, he placed my head on his shoulder. With his left arm on my mid-back, he pulled me to him in a prayerful embrace. He started to pray softly. I started to cry. He continued his prayer for Loretta and for God's perfect will to be done. I cried some more. My body shook a bit as I cried and he just held tighter. He closed by asking God's blessing on Loretta and the family during the coming months. I stepped away from our embrace, wiped my eyes, swiped at the tears I'd left on his shoulder, and looked into the eyes of our president. I thanked him as best I could and told him that me and my family would continue praying for him and his. As I write this account down and reflect upon what it means, I have to tell you that all I really know is that his simple act left me humbled and believing. I so hoped that the man I thought him to be was the man that he is. I know that our nation needs a man such as this in the Oval Office. George W. Bush is the real deal. I've read Internet stories about the President praying with troops in hospitals and other such uplifting accounts. Each time I read them I hoped them to be true and not an Internet perpetuated myth. This one, I know to be true. I was there. He is real. He has a pile of incredible stuff on his plate each day -- and yet he is tuned in so well to the here and now that he 'sensed' something heavy on my heart. He took time out of his life to care, to share, and to seek God's blessing for my family in a simple man-to-man, father-to-father, son-to-son, husband-to-husbad, Christian- to-Christian prayerful embrace. He's not what I had hoped he would be. He is, in fact, so very, very much more. NOTE: If you decide to forward this story... please do not add to it. Why are you even here, if you are such a skeptic sell your dinar and be on your way..... Folks I'm not here JUST to be positive, as sometimes we have to be realistic, however I believe the facts are all positive. (Now thats a FACT I'm going to focus on everyday, how about you?) Most of the rumors are not positive, the miss-information we are seeing in the media is for a reason, they want everyone confused, HHHMMM, is it working? To put it simple they want you to give up your dreams, give up your DINAR, they do not like the fact so many commoners bought into this landslide investment. There also a bit upset as they know it's all their fault for taking so long to make a decision on "WHO" will lead them out of this mess and take the all credit! (as this will go down in their HISTORY BOOKS for all t read) So this is about greed, honor, and prestige! The other reason is the evidence to so overwhelming right now that this is about to rise (the SUN=RV) it is hard to sit still for many of us. Many of you are not sleeping because of the excitement, well I'm here to tell you, it is going to RISE very soon. I am sorry I have to post such a reply to Zantac's mess here, but he leaves me with little choice. FYI,...From this point on I will always refer to him as "HeartBurn" as he no longer should be refereed to as Zantac IMO. If you HeartBurn had not started this post with such a lie I would at this time try and way my words with a little more salt, but you sir have caused many folks (not me) to have a sleepless night. Not only that, how many "happy people" saw this post yesterday and had there day change? How many spouses, how many children paid for your irresponsible post? Besides, the two banks that Zantac's article mentions have been in the news as banks "in trouble" for one reason or another for as long as I've been reading DV (which is longer than my membership would show). Bank capital increase deadlines a red herring Posted on 18 October 2010. Tags: Banking & Finance, CBI, ISX On October 6, the Central Bank of Iraq (CBI) announced new deadlines for the private sector banks to reach the capital targets it set for them last March. According to the CBI’s original timetable, the banks had until the end of this year to bring their capital up to ID 100 bn (US$ 85 mn), until the end of next year to get to ID 150 bn (US$ 128 mn), and until the end of 2012 to reach ID 250 bn (US$ 213). The new announcement keeps the amounts the same but moves up the deadlines by six months—to June 30 of 2011, 2012, and 2013. This reprieve is understandable as many banks were clearly not going to be able to reach this year’s target by the end of December. Indeed six more months may not even be enough given the difficulty of raising money under the existing securities law, which does not allow for underwriting and requires all new shares to be issued at par (ID 1). At a minimum, you would think these capital increase requirements would be postponed at least until the new securities law can be passed, which obviously won’t be any time soon given that a new government has yet to be formed. In any case, it’s not really clear why the CBI’s targets are necessary in the first place. Presumably the central bank’s goal is to force the banks to lend more, or, alternatively, to sell themselves to foreign institutions that would be more active lenders. But most banks have more than enough capital to support the tiny amount of lending they do, which means that if they could profitably grow their lending businesses they would already be doing so. And simply bringing in foreign investors may make little difference—loan-deposit ratios at the existing foreign-invested banks are well below those at many of their locally-owned counterparts. (See my September 7 post for more on this.) It seems to me that there’s actually no need for the CBI to specify any capital increase timetable at all, which implies that it is free to extend its deadlines repeatedly. Indeed the specter of bank capital increases that has been hanging over the stock market all year may turn out to have been something of a red herring. As long as the banks are having difficulty raising capital, the central bank seems willing to give them more time. What we must consider is 1) that it is a ruse 2) it shows us that the participating banks after 16 days have adequated liquidity 3) they are not parting with IQD (hoarding) 4) they are gathering USD (as directed by the CBI?) for reserve capital ... required for trading with the US but since most conracts are bid and quoted in USD it is a primary need upon RI/RV for contracts, etc (hoarding) 5) it is a statistical anomaly ... and meaningless 6) we don't have a clue to it's significance because the CBI only shows us 1/2 of the equation Answers anyone? 1)possible 2)highly unlikely according to their past record 3)probable 4)probable 5)possible but improbable unless #1 or #6 is true and we are being manipulated accordingly 6)easily possible The problem here is that if #3 and #4 are true ... eventually they will either have a monstrous need for an influx and a huge "Cash" day in which ALL banks are participating OR we should have an RI/RV! Temper that with #1 and #6 and we cast doubt again on our enthusiasm. The only postulate that I have proposed to date about the zeroes (if memory serves) is that it appears that we have a little insight ... NOT into what Shabibi is thinking but WHEN he is thinking it. Couple that with the "perfect storm" of high oil and high gold and it looks like the "wind-up before the pitch" (in fact that's probably what it ought to be called ... the question is will the pitcher balk). It has happened only twice sequentially and we did NOT have an RI/RV but it appears that it was possible that we should have by the dates. Does anyone realize that currently Iraq has only 20 billion dollars on the market in the Dinar? 25 trillion at a value of 0.0008 equates to 20,000,000,000,000.00. How can a country with over 7 trillion dollars of proven oil reserve only have a market value of 20 billion dollars for their currency?This is a Rhetorical question that we know the answer to. We know Iraq is set to come back into the world market and has let it be known they intend to be at or above the valuation of the Kuwaiti Dinar. If Iraq lowers the float of Dinar from 25 trillion to 25 billion, same as Kuwait and same number in circulation prior to the 2003 redomination, our current Dinar would be worth .80 each or $800,000.00 for each million Dinar you hold! Kuwait has 25 billion of their Dinar on the market for a valuation of 88,750,000,000.00 or 88.75 billion. 25 billion multiplied by 3.55 USD exchange rate. a. The 25 billion is from the September Kuwait financial report. There are actually 25,182,500,000 Dinar in circulation. If Iraq simply uses the Kuwait valuation of 88 billion dollars to support the Iraqi Dinar it would move the value currently to .00355 USD. This may not seem like much but it means every million Dinar you hold are now worth 3,550.00. That means the current IDQ is undervalued by 2,650.00 per million. Now this gets exciting. If Iraq decides to lower the amount of Dinar on the market from 25 trillion by half to 12.5 trillion, which would be done by a simple exchange of the higher denomination notes, the one's with the 3 zeroes, for smaller denominations it would increase the value of the Dinar to .00739 which would make each million Dinar you hold worth 7,395.83 Kuwait has only 102 billion barrels of oil compared to Iraq's 145 billion barrels. This is not counting the oil reserves in Kurdistan that have not been released. Kuwait has future earnings at $50.00 a barrel (recent low not likely to be seen again) of 5.1 trillion Iraq has future earnings at $50.00 a barrell of 7.25 trillion Kuwait has the world's fifth largest oil reserves and petroleum products now account for nearly 95% of export revenues, and 80% of government income. Kuwait is the eleventh richest country in the world per capita. If instead of wasting the income it is invested, Iraq will become wealthy. Estimated productive capital assets in the US are $60,000 per capita and $5,000 for the entire world. If Iraq invests only 1/4 of its oil revenue for the next 20 years, it will match current US productive assets per capita. The total value of Iraq potential oil reserves at an average profit of $75 per barrel over next 100 years would be 360 billion x $75 = $27 trillion or $900,000 per capita, making every Iraqi a millionaire. These calculations do not include natural gas revenue, lately about equal to oil revenue for producing fields. Also, most of Iraq has not been explored for gas or oil. ANY WAY YOU CUT IT THE DINAR YOU HOLD IS WORTH A HECK OF A LOT MORE THAN 0.0008!!!! NEVER FORGET THAT TRUTH!!

The lead dog always get the arrows......This is a saying that was shared with me by my mentor. This had happened after I had volunteered to lead a group of people that could not lead themselves to the bathroom. At the end of the day, they could find fault in anything and everything. It knocked me down mentally as I was trying to do them a favor. My mentor put me back on my feet and said listen, when you lead, you don't look to the very pack you are leading, you look within and about and find your way and the pack will follow. Leadership is a very responsible action and many times, there will be people that will not like your leadership yet they do not have the balls to lead themselves. I have owned my own businesses for some 26 years and just doing that means leadership. I have employees that depend on me. I know what it is to be a leader. A week ago people were attacking Viper and now a few take on the Phoenix this week and I have seen others take on Scooter in the past. I commend Phoenix - Viper - Scooter - Doc31 - zzzzzzzzz and many others for their steadfast convictions. I applaud their tenacity to take the arrows and to lead the rest of us. Yes some of them have sources we do not have access to but I would bet most of the time, they just simply take the time to investigate and to ponder and analyze the facts. A lay person does not take the time to do this. A leader does. To be honest, I find more leadership in these guys than the man that built this forum - not saying Adam is bad just that these guys are better leaders..They ask for nothing! A Green atta boy is all they get from the most of us. My sincere thanks for the honest truth and convictions of the true leaders on this forum..... While I am at it, thanks to the moderators as I know you take many hours out of your time to read everything and to keep it civil here.... 1. This has been coordinated by the IMF and World Bank through international currency swaps between the nations and is very complex. 2. The effect on the economies will be quick but will not be lasting. 3. Yes the oil and gas is stored in the ground and therefore is going nowhere and is a solid asset. The in ground oil and gas is nothing less than equity that is the true wealth of the nation. To understand this think "home equity" loan. If you own your home out right then the value of your home is an asset than can be listed as equity. You can get a loan for that amount of equity from the bank and sometimes more than the value. Have you sold the home and have the money in hand? No....but it is the potential value of that future sale which marks the assets value or true equity. Iraq's in ground oil and gas is no different and marks a massive asset listed in the trillions of dollars. Phoenix

Rumors seirling about a rate change on Monday. There is a slight possibility there is something to this. I have been calling for the RV on Monday Nov. 1st for some time now as the UN Operational Rate released a few weeks ago that the Nov. 1st rate change would be the final change of the year even though they originally had rate changes scheduled for November and December. Here is where it gets even more interesting. The rate change has to be submitted today., the 28th, but it is not effective until Monday the 1st. Add to this that Scooter has unveiled for us that we are sending 20,000 troops, a combat brigade, to Iraq for a special mission. Seeker, another poster in the know, has said the troops are in the US but shipping out. It is speculated that they have been tasked for extra security at the banks for the rate exchange to stop violence or attacks. It makes sense that the rate will not be released, even if it has been submitted, due to security concerns. Guess we will all know by Monday one way or another. The post on this board that calls for 3.86 on Monday in my opinion is too high. I would love 3.86 but for months I have predicted .86 and will stick by that amount. With the UN cancelling the rest of change dates for the year it has to happen now or we will be pushed into early 2011 at best. If the contracts we have heard about are weighing in the balance then it may just happen!

Thanks for the post zzzzzzzzz. I for one agree with you. I believe that we will see this amazing event unfold by Nov. 2nd. IMO there are many indicators, not all, but many that lead me to believe this needs to happen now and will, and I also agree that the "big boys" those that are really running the show are controlling this to "their" specific timeline, and it seems to me that this moment is the crest of that hill. Now I of course could be wrong, and there are indications that this could go on longer, but I do believe those 195 billion reasons are a good place to start for this HAPPENING this weekend. Also, like you said, there is absolutely nothing to lose by preparing your mind with the positive belief that we are actually there. I believe that most of what we are seeing and reading is all part of the plan to distract, disuade, and confuse. I for one am fully expecting our ride to come to a screaching stop before Nov.2nd...and if it doesn't, I will move on, and along the way I'll pick up some more dinar and ride this thing all the way to the end. If the IMF does not benefit from this, then tell me why Iraq as well as Dr. Sinan Mohammed Rida Al-Shabib, the Governor of CBI was invited to the meeting this last summer in Jackson Hole Wyoming. A country in chaper 7 without currency would never be invited or asked to speak (Al-Shabib) at such a meeting un-less this was all about to change! This is so very TRUE Many Countries forgave BILLIONS of dollars in debt for one reason, GREED! They did not forgive the debt nor did they extend credit because of their LOVE for Iraq! This is the same BCT that is scheduled to be in Iraq in early November (like next week early.) He reminded me that this BCT is labeled “Heavy” because they have a lot of armor (Bradleys and Abrams.) Well, why do we need armor rolling the streets of Iraq again after we said we have pulled out all combats troops? If you go back to just two days ago when Iraq Minister of Fiance Baqir al-Zubaidi met with US Forces Iraq Commander Austin and they discussed the “general” security situation in Iraq. Please, just think about that for a moment. When was the last time the Finance Mister from any country meet with the Commander of US forces? Not that I could recall. I believe this meeting was to go over the final details of the planned RV. This coupled with the recent news (rumors) arrival of lower denoms at the BIAP (Bagdad International Airport) leads me to conclude my following personal OPINION. Shabibi do not trust the Iraqi troops and police to escort the large amount of dinars to different banks and financial establishments when the trigger is pulled. Historically in Iraq armor is great for escorting these types of precious cargos around. There is no enemy in Iraq that can take on the awesome firepower of our armor. I know this because I did similar missions when I was there six years ago. So what I am trying to say…Folks be patience. I believe we will have RV before November 15. Iraqi lawmakers are calling for an investigation and possible prosecution Of al-Maliki. An outside source has allegedly passed info that Maliki was in fact behind hidious acts against the Iraqi people during the height of the war not to exclude murder, torture and ordered assasinations. Also claimed that Maliki used his position of power in ways of a criminal nature and not in the intrest of the Iraqi people. A petition requesting the inquiry has been signed by at least 52 high level Iraqis. The Iraqi Lawmakers will ask Washiongton to help in the possible up coming investigation on Maliki. Many are now claiming Maliki unfit to lead the Iraqi Gov. If he is guilty I hope he pays the prise. we will see where this goes if any where. More later.

Hey Inicio you’re lucky we share anything with you. The information your referring to came from a private email group. I myself did not want the information to leave the group but Keeps felt compelled to share it. So maybe you should be more considerate about what Boots on the Ground and people that spend hours pouring over documents are willing to give to you free. Think about it Scooter as well as many others and myself put information out there everyday and ask nothing in return. This is one of the many reason’s I only share in private email chains now. Exchange rate arrangement: The Central Bank of Iraq has been conducting foreign exchange auction on a daily basis since October 4, 2003. The central bank followed a policy of exchange rate stability which has translated in a de facto peg of the exchange rate since early 2004. However, from November 2006 until end 2008, the CBI allowed the exchange rate to gradually appreciate. As a result, the exchange rate arrangement of Iraq was reclassified to the category of crawling peg effective November 1, 2006. Since the start of 2009, the CBI returned to its earlier policy of maintaining a stable Dinar. Consequently, the exchange rate arrangement of Iraq was reclassified effective January 1 2009 as a stabilized arrangement. Iraq continues to avail itself of the transitional arrangements under Article XIV. Iraq has a generally unrestricted current account regime and a significantly liberalized capital account. However, four measures (plus one exchange restriction maintained for national or international security) have been identified to give rise to exchange restrictions subject to IMF approval, namely, (i) the requirement to pay all obligations and debts to the government before proceeds of investments of investors, and salaries and other compensation of non-Iraqi employees may be transferred out of Iraq, (ii) the requirement to submit a tax certificate and a letter of non-objection stating that the companies do not owe any taxes to the government before non-Iraqi companies may transfer proceeds of current international transactions out of the country, (iii) the requirement that before non-Iraqis may transfer proceeds in excess of ID 15 million out of Iraq, the banks are required to give due consideration of legal obligations of these persons with respect to official entities, which must be settled before allowing any transfer, and (iv) an Iraqi balance owed to Jordan under an inoperative bilateral payments agreement. In addition, one exchange restriction maintained for security reasons should be notified to the IMF under the framework of Decision 144-(52/51).

Because that is not his to do so. That is in the hands of the CBI and is being coordinated by the IMF and World Bank. The Prime Minister of Iraq does not have that power. The action of the revaluation of the Iraqi Dinar will have a major effect on many major world economies and because of that the issue is larger than Iraq and in fact is a global issue and being so is and has been coordinated by the IMF and World Bank. Yes there have been delays and those delays appear to have been by design....some for economic and taxation reasons...some political. Because my 3rd world internet has been down for a couple of days now, I felt compelled to review some stuff that I had bookmarked after I was able to get back online last night. I was watching this video interview with Frost/Alawi and found Mr. Alawi to be a candid and pretty smart guy. At the 6:27 mark in the video, when Alawi was responding to a question asking if he and M need to agree on who gets the Prime Minister and President positions, Alawi's reply was, "...Ve haf to agree - bose of us. Ve are ready to agree on this. Ve haf already agreed on the issue of <inaud>elution, INCLUDING THE TAKING OR NOT TAKING THE PRIME MINISTER'S POSITION. We have also agreed on the principles of power sharing......" OK. Now to me, this sounds like A and M (not the university ) have ALREADY agreed on who is going to be taking what position. I hope it is going to happen this year, and to support all the contracts that have been signed for development in Iraq, it has to revalue soon. However, I wholeheartedly disagree with your rate. The upswing of oil reserves alone will easily support a rate of around the rate at the time of the invasion. I personally would be shocked at a rate that low. I've studied the data forward, backwards and sideways. I don't speak just as an investor, but also as one who holds 2 economics degrees and runs 4 companies. Last night, I had a lebanese friend listen to the Alsumaria TV video clip that was shown on Iraq TV last Friday. He wrote down the literal translation in english of the main points discussed in the 8 minute program. He promised to type it and e-mail it to me. Once I receive it I will post it. This is the arabic post: However, he told me that the three people interviewed all said that the dinar will not be RV'ed. They said that only the three zeros will be dropped from the value (not sure what that means and how it will be done??). I know that this is not what we all want to hear but it is what my lebanese friend said to me. Warfighter Wednesday: Advising and Assisting the Iraqi Police Force We maybe reading a bit much into this, Brigades commonly rotate out on an annual basis, this is common practice, I would imagine there are units gearing up to head home as well. JMO V Lt. Col Stanley P. Fugate Deputy Commander for Civil Capacity 1-3 AAB FOB Falcon, Baghdad, Iraq Lt. Col. Stanley P. Fugate is the 1st Advise and Assist Brigade, 3rd Infantry Division, deputy commander for Civil Capacity in Baghdad, Iraq. This is his first deployment to Iraq, but he has been deployed to Kuwait three other times. Fugate is the second in command of the Brigade. In the previous years, United States Forces’ (USF) Divisions and Brigade Combat Teams have only focused on advising and assisting the Iraqi Army (IA) and the Iraqi Federal Police (FP) throughout Iraq. Corps Military Police (MP) companies under a separate MP Brigade were primarily responsible for partnership with Iraqi Police. Since the transition to Operation New Dawn and with only a few more months left in our brigade’s 12 month deployment in Iraq, we have added eight Iraqi Police (IP) Commands to our brigade’s operational problem statement. The Baghdad Provincial Directorate of Police, Baghdad Patrol Headquarters; Rusafa Local, Patrol and Traffic Police Directorates; and the Karkh Local, Patrol and Traffic Police Directorates have been added to our brigade’s mission as an advise and assist brigade in the Baghdad Province. Our initial brigade objectives are to build strong partnerships and relationships with the Iraqi Police chain of command; close the existing communications and relationship gap between Iraqi Army, the Federal Police, and the Iraqi Police; and assist in the development of Iraqi Police skill sets such as: crime scene management and investigations, sustainment skills training programs, community policing, human rights and detention operations. In the future we will strive to help assist the Iraqi Police with their own Counter Narcotics Program and continue to build upon their present K9 Working Dog Program which is gaining momentum every day. As an advise and assist brigade we know that we cannot cover all of the areas that the Iraqi Police need help and assistance on in our short time with them so we have concentrated on initially with the police investigation process. To provide expertise and professionalism in our support we have several Law Enforcement Professionals (LEP’s) and Civilian Police Advisors (CPA’s) with many years of law enforcement experience in the United States (FBI, CID, DEA, etc.). These professionals provide the instruction for example – of securing the crime scene (cordon, entry control, and accountability) and the follow-on sequence of investigative events (preservation of crime scene, evidence handling, fingerprinting, photographing of the scene, and evidence chain of custody). Sometimes it is as easy as suggesting the use of disposable gloves or using plastic bags to hold items of evidence or having an Iraqi investigator take down notes during questioning of a witness. The LEPs and CPAs provide advice on police investigation best practices and give after action feedback to the Iraqi Police chain of command and police shurta (policemen). Our Iraqi Police Advisory teams also provide enablers such as police investigation kits which enhance the Iraqi Police investigative abilities. In the long run we want to help assist the Iraqi police in increasing the quantity and quality of evidence collected, improve their quality of reports completed for major crime investigations, help them identify local trends and patterns of criminal activity, improve police/judiciary relationships and cooperation, and assist with their ability to follow-up on crime cases beyond the initial on-scene investigation. With our support and mentorship the capabilities of Iraqi Police investigators will significantly improve. There are also geo-political factors involved in a country's exchange rate. You just can't take money supply and start multiplying and dividing and come out to an actual exchange rate. This exercise and the numbers presented (although well done from a math perspective) really doesn't have much importance to the value of our investment and how it will be determined. These particular numbers have never (ever) shown up anywhere over the last 2 years in terms of exchange rates. Time to just wait for this fiasco to be over; then we'll know for sure.
