By the time it goes to parliament or in most folks cases on DV (congress) then voting, law passed, clarification, then finally put in to place we are talking 2 years ish. He was doing a question and answer at a U.S. Chamber of Commerce session in Washington. Obviously, he wants to cull favor with these people at the C. O. C. Obviously, he wants the word out to American businesses that Iraq will be a good move and good investment if and when the 'doors open' in the future. We all know that Iraq is interested in being a world player in the international trade sector, so this is just example of many toward that end.
