The Commission spokeswoman, Jumana Al-Ghalai, said in a press statement today, Tuesday , that the commission "will conduct the first experimental simulation in 927 stations on September 10, corresponding to next Sunday." 

 

She explained that the 927 stations, distributed over the 15 Iraqi governorates, "indicate" the presence of 906 registration centers that are considered stations, in addition to 21 electoral offices, including the offices of the Kurdistan Region, the Commission and the National Office. 

 

Al-Ghalay indicated that the voters in this process are "Electoral Commission employees from among the owners, as well as contract employees in the Commission."

 

It revealed that the number of employees in the Electoral Commission is close to 8 thousand employees in 927 registration centers. 

 

Al-Ghalay noted that the aim of the simulation process is to "ensure the functioning and efficiency of the electoral systems." 

 

And she continued, "There will be electronic and manual counting and sorting to match the results according to the 2023 Provincial Council Elections Law." 

 

Provincial council elections are scheduled for December 18, 2023. Elections will be held in Kirkuk for the first time since 2005.

Jumana Al-Ghalai added in an interview followed by Al-Ghad Press, “The Election Commission will conduct a draw of candidate numbers on September 13th for alliances, political parties, and individual candidates . ” 

 

She explained, “The Commission sent the data of the individual candidates, amounting to 70 individual candidates, including more than 20 candidates for general seats and the rest for component seats, to the verification authorities in order to consider the candidate’s eligibility, explaining that they are awaiting the answer . ” 

 

She pointed out, “The setting of the lottery date was to give parties, alliances, and individual candidates numbers for the purpose of the electoral process . ” 

 

Al-Ghalai noted, “The Commission Board approved the national ballot paper model and forms for 15 governorates . ”

 

She continued, "The ballot paper varies from one governorate to another according to the number of candidates from alliances, parties, and individuals . " 

 

The Iraqi provincial council elections are scheduled to be held on December 18, 2023.

Shafaq News/ The Independent High Electoral Commission confirmed to Prime Minister Muhammad Shiaa Al-Sudani, on Sunday, its readiness to hold the governorate and district council elections, scheduled for December 18, 2023.

 

This came during Al-Sudani’s reception of the Chairman of the Board of Commissioners in the Commission, the Head of the Electoral District and members of the Board of Commissioners, and briefing him on the ongoing preparations for the elections, according to a statement received by Shafaq News Agency.

 

The Prime Minister affirmed the government's unlimited support for the work of the Election Commission to ensure the holding of fair and transparent local elections, stressing the importance of broad popular participation in them, and making every effort to ensure the success of this democratic practice, and for its results to be the true expression of the will of the Iraqi people.

 

For his part, the Chairman of the Board of Commissioners pointed to "the escalation of the pace of work by the Election Commission, and the implementation of the requirements for the success of the electoral process in all governorates of Iraq, including Kirkuk Governorate."

 

The head of the electoral district confirmed that more than 90 percent of the operational schedule has been completed, which means that the commission is ready to hold the elections on the specified date.

He continued, "The software in the devices has been facilitated for use in the upcoming elections to avoid failures. Thus, the Commission has passed the basic stages and infrastructure for the elections, and what remains is to complete matters," noting that "the data of more than 3 million voter cards has been updated, and what remains is the distribution of voter cards next October." .
 Jamil affirmed, "The Commission will continue to support its working partners, including civil society organizations, media, and entities," noting the "participation of a quarter of a million employees in the voting process." 
He added, "There will be intense monitoring of the local elections through the installation of cameras and manual counting, which will reduce tampering with the election results, as the cameras will record from the moment the voting process begins until its end." 
Regarding the special vote, Jamil explained, “Approximately one million and 120 voters will vote during the elections, including those from the Interior, Defense, and the displaced,” stressing “the necessity of submitting lists of members by the security forces 60 days before the voting process.”
He stated that "the announcement of the preliminary ballot results for manual and electronic counting and sorting will be within 24 hours according to the election law, and the transfer of ballot boxes and equipment to the center will be in coordination with the security services and army aviation."
Jamil concluded by saying, "The Commission is fully prepared to complete the elections with great government support, and we expect a large participation rate in the upcoming elections. Prime Minister Muhammad Shiaa Al-Sudani has instructed the National Investment Authority to establish a complete residential complex for the Commission's employees."

It will be public with wide media coverage, and it will be through a mechanism for selecting a lottery for the name and number of the candidate," indicating, "The lottery and the number of the party, alliance, or individual candidate will be chosen randomly, and all numbers will be filled in." Jameel responded to the news of the presence of deceased people in the voter register by saying, “The current voter register is for those who have updated their biometric cards and information only, and the exceeding of 5% occurred because the fingerprints of the sick and people of professions did not appear, with great emphasis, including the disabled, and according to the law voted on by the House of Representatives.”  

He added, "Financial penalties amount to 50 million and imprisonment, especially with regard to foreign money and electoral campaign funds," pointing out that "more than 100 parties were excluded due to financial fines and their lack of commitment to electoral campaigns previously."

Regarding cybersecurity, Jamil explained, “There are no concerns about cybersecurity in the local elections due to the presence of warnings from the legislator, after the completion of the electronic counting, followed by manual counting and sorting with the new procedures in the elections, including the installation of surveillance cameras that record audio and video any tampering with the elections.”

Jamil concluded by saying, "The results will be announced in full detail, and there will be an audit center in each governorate with 35,500 stations."
