Tamim stressed, "The ministry will mobilize all its capabilities, with the support of other ministries, in order to ensure the success of the census, according to its timings, which will be governing, and there is no room for error, especially since the census will be carried out electronically."

The Ministry of Planning sent an official letter to the Council of Ministers expressing its need for 15 months to complete the technical operations for implementing the general population and housing census in Iraq.  

  

 

  

An official source in the ministry stated in a statement to the official newspaper, affiliated with "NAS", (May 7, 2023) that the ministry sent a letter to the Council of Ministers informing it of the need for 8 months to prepare the infrastructure for the census, in addition to another 7 months to complete the requirements of enumeration, numbering, pilot census and training. Enumerators, noting that the book was sent to the Council of Ministers for discussion.  

  

The source expects that all these operations will be completed in October of next year, so that the ministry will be ready to implement the census, provided that the budget is approved and allocations are made, indicating that it is scheduled to be conducted, according to the Prime Minister's directives, at the end of this year.  

  

For his part, Samir Khudair Hadi, an expert in population and housing census operations, said: The procedures need sufficient time to complete them.  

  

Hadi added, according to the newspaper, that the area of Iraq is large, and its districts and aspects are many, in addition to the presence of new housing units that require time to prepare the requirements of the census, pointing to the need of the ministry for an international party to ensure the work of national staffs and the conduct of procedures correctly without there being penetration or delay.  

  

Hadi stressed the need to train educational staff, who can be employed according to an agreement between the Ministry of Planning and Education or Higher Education to lead the process, in exchange for specific wages, such as rewards for working days, indicating that the process of training researchers needs two months, because the population enumeration process may take up to two months. to 12 days.

The Ministry of Planning postponed conducting the general population census until next year, noting that the reasons for the postponement were due to lack of time.

The Undersecretary of the Ministry, Maher Hammad Johan, told Al-Sabah: "The ministry cannot conduct the general census at the specified time at the end of the current year 2023," noting that "the delay in approving the budget was a reason for changing the date."

Johan added, "The ministry has set a new date on which it is hoped that the census operations will be launched, which is October of next year 2024 after completing the technical preparations for it," pointing out that "the population numbers, according to preliminary statistics of the ministry, reached 43 million people."

And the Undersecretary stated that "the procedures that precede the census take several months, with the participation of educational staff," noting that "the end of the preparations will be with the start of the school year, and thus it is impossible to empty them to participate in the census process."

Iraq had conducted the last population census in 1987, with the participation of all governorates, followed by the 1997 census, which was conducted with the exception of the governorates of the Kurdistan region.

Shafaq News/ The head of the Central Bureau of Statistics in the Iraqi Ministry of Planning, Diaa Awwad confirmed, on Friday, that the agency will conduct the general population census next year.

 

Awwad told Shafaq News agency, "The work of the Ministry of Planning is continuing, and preparations for the population census in Iraq are continuing, and 2024 will be the year for conducting the population census."

 

 

He explained, "There is a plan for the Ministry of Planning to conduct the census in November of 2024, but the date has not yet been officially set."

 

Awwad added that "the numbers will be calculated through the identification documents that the Iraqi citizen possesses (name, births and housing) through the cooperation of the Ministry of Planning with the Ministry of Interior and other ministries and institutions of the state."

 

According to statistics from the Iraqi Ministry of Planning, the country's population at the end of 2022 amounted to 42,248,883 people.

 

It is noteworthy that the last census conducted in Iraq was in 1997, which showed that the population of Iraq amounted to about 19 million people in all regions of Iraq except for the governorates of the Kurdistan Region of Iraq, which officials estimated at the time the number of people in the region at about three million citizens.

Minister of Planning: Addressing the political challenges of the census and its implementation in the last quarter of 2024

And the media of the Ministry of Planning stated in a statement received by {Euphrates News}, that "this came during the expanded meeting that the minister held with a number of ambassadors and representatives of diplomatic missions and international organizations operating in Iraq, with the aim of discussing international support for the ministry's efforts in conducting the census." 

 

The minister appreciated "the role of international partners in supporting the process and the political system after 2003, especially in combating terrorism and supporting and rebuilding Iraq in projects and services," stressing that "Iraq has been looking forward for years to conducting a population census for the purpose of setting development programs, reducing spatial gaps, and providing services."

 

While the Iraqi government took the decision to proceed with the population census project. Which requires the need for international assistance and support, and benefiting from experiences in coordination with the United Nations Population Program, as they are real partners in supporting, directing and giving advice in this project.

The minister pointed out that "the political challenges that were hindering the implementation of the census have been addressed, and therefore the fourth quarter of next year will be suitable for the implementation of this project after completing all the requirements and infrastructure necessary to conduct it." 

 

For his part, the Director of the Office of the United Nations Population Fund in Iraq, Nestor Omohangi, praised the decision of the Iraqi government to proceed with the implementation of the general population census, expressing the Fund's readiness to provide support to the Ministry of Planning and the Central Statistical Organization to accomplish it, as it is a very large project.

 

In addition, the head of the census operations room, the head of the Central Bureau of Statistics, Dr. Diaa Awad Kazem, explained that the agency, in coordination and cooperation with the Kurdistan Region Statistics Authority, and the United Nations Population Fund, is working to complete the previous series of census operations that began scientifically and systematically since 1977 and continued in this way every ten years until it stopped its implementation after 1997. Stressing that the general population census is one of the important national projects that the Iraqi government seeks to accomplish in the nearest time. possible time.

The meeting was attended by the Administrative Undersecretary of the Ministry, Azhar Hussein Saleh, the Executive Director General and the heads of the work sectors of the General Population Census.

The General Population Census Operations Room holds its first meeting

The head of the Census Operations Chamber and the head of the Central Bureau of Statistics, Diaa Awad Kazem, confirmed, according to the statement, "the continuation of work and preparation for the implementation of the general population census during the coming period, according to the directives of the Minister of Planning, and what was stated in the government program and the ministerial curriculum in support of the implementation of the census."  

  

And he indicated, "A plan has been prepared by the Central Statistical Organization, but with new timings to fully prepare for its implementation," adding that "the Council of Ministers, in its recent decision, approved the requirements that facilitate the implementation of the census."

In addition, the Director General of the Executive Administration of the Census, Adel Al-Fatlawi, gave a presentation on the detailed timetable for the implementation of the census in line with the general framework of the operational schedule and the role of the census sectors.  

  

In the meantime, the heads of the sectors and representatives of the Kurdistan region presented a presentation of the main lines of the sectoral action plans.  

  

It is worth noting that the census operations room includes in its membership the advisor of the United Nations Population Fund, Mahdi Al-Alaq, the dean of Al-Rafidain University College, Mahmoud Abu Shair, and a number of general managers in the ministry and its formations, in addition to a number of heads of departments and divisions, according to the statement.

Planning: The population of Iraq exceeds 43 million... and there is a small difference between males and females
