Shafaq News / The Ministry of Trade announced on Friday that the General Company for Fairs and Iraqi Commercial Services, which is affiliated with it, will discuss the mechanisms of implementing the program of automating border crossings and customs and linking it to formations operating within the border ports, which has reached advanced stages.

 

 The General Manager of the company, Sarmad Taha Saeed, said during his attendance at a meeting chaired by the Secretary General of the Council of Ministers, Hamid Naim Al-Ghazi, that the program will contribute to reducing the phenomenon of corruption and waste of public money, as well as maximizing state resources, increasing financial revenues and reviving the Iraqi economy.

 

 He added that the Iraqi government and the General Secretariat of the Council of Ministers are making use of their efforts and capabilities without the interference of outside parties, in order to complete all stages of the project to control the process of entry and exit of goods from all border ports.

 

 Saeed said that the Secretary General of the Council of Ministers also indicated that the program will support the efforts of the authorities working inside the border outlets in controlling the movement of funds, simplifying administrative and technical procedures and keeping pace with modern technology with the effort of the staff of the Information Technology Department in the General Secretariat of the Council of Ministers in coordination and cooperation with the technical staff in The Border Crossing Authority, customs and tax departments, Iraqi exhibitions and the Central Bank of Iraq

 

For his part, Chairman of the Border Ports Authority, Omar Al-Waili, presented during the meeting a presentation of the program that was prepared and the mechanism for controlling goods, activating the electronic connection program that will be linked with electronic gates, preventing cases of tampering with customs tariffs and controlling taxes levied from merchants and suppliers.

 

The director general of the company confirmed that the program is part of the government's relentless efforts to move towards electronic governance for all ministries and official institutions.

Abdul-Rahman told IQNEWS , "We have not received any official notifications from the Iraqi government regarding controlling the border crossings of the Kurdistan region," wondering "about the purpose of publishing such statements." 


Abdul Rahman stressed that "it is not possible to manage the region's ports without the participation of the Kurdistan region," denying "the existence of any unofficial port in Kurdistan." 


Abdul Rahman added that "the file of the border crossing management is among the other outstanding files between Baghdad and Erbil," noting at the same time that "our relationship is continuous and good with the Iraqi Border Crossing Authority."

He added that "the export license was circulated to the relevant ministries and sectors, represented by the ministries of oil, agriculture, industry, minerals, health and the environment, and in coordination with the General Authority of Customs, in order to connect online and train in the form of meals and hand them over to the accounts of the export system."

The ministry indicated, “The aim of this project is to impart transparency in the collection processes of all the ministry’s formations and to switch to the electronic payment platform that will provide user interfaces that allow the ministry to follow up and monitor bill movements and display all billing details in a technical way, online and offline, and according to the available capabilities of the ministry’s billing systems. Al-Waeli said that the launch of the electronic platform by the Border Ports Authority comes from the directives of Prime Minister Mustafa Al-Kazemi and the Secretary General of the Council of Ministers, to conduct electronic governance for all state departments, including border crossings. 

Al-Waeli added that since 2009 until now, automation has not seen the light of day, despite the decisions issued by the government in this regard.

He emphasized that the Border Ports Authority, with its new administration, worked to establish the platform with self-effort, during which it was able to achieve revenues for the year 2020 that exceeded the revenues of the previous year, despite the force majeure, as well as controlling fraud and manipulation of public money.

Al-Waeli pointed out that all procedures will be electronically at the border crossings to ascertain the validity of the existing information and data, and through the automation of all work stages.

Al-Waeli emphasized that electronic audits are present at the border crossings now, and that work is done in parallel between paper and electronic, with the paperwork being gradually abandoned.

For his part, Director of the Roads and Bridges Division in the governorate, Haider Hamed Atshan, told Al-Sabah that “the total length of the road is 239 km, which the Ministry of Construction and Housing is implementing in stages at a total cost of 168 billion dinars, and two phases of this road have a length of 50 km each. And Ahmed Jassim, in statements to the Iraq News Agency, "INA", said today, Tuesday, that the impact comes in light of the continued work of customs during the partial and comprehensive ban in all ports.

Jassim hinted that the tax and customs operations operate even under a complete or partial ban at all border crossings.

He added that the expected increase in revenues for 2021 comes despite the continuation of customs exemptions for Jordanian goods and goods, according to the tables agreed upon with the Jordanian side.

He indicated that there is a study to increase duties on some commodities and goods.

He stated, that there is an agreement with the Kurdistan region concluded in 2019, to unify customs procedures at their ports, similar to other Iraqi ports, explaining that customs revenues for the year 2020 reached 1.1 trillion dinars, compared to 1.5 trillion dinars during 2019. 

He added that the rate of customs duties on cars coming to Iraq was 15 percent during 2020.
