Today, Tuesday, the Border Ports Authority announced the issuance of 6 recommendations during its last meeting.

 

A statement by the authority stated, "The head of the Border Crossings Authority, Omar Adnan Al-Waeli, chaired an important meeting of the directors of the border crossings, which was held at the authority's headquarters today."

 

He added, "During the meeting, government directives, especially the items of the ministerial curriculum, were reviewed, and the need to implement it with all professionalism and integrity was emphasized. The work of the border crossings was also evaluated, and the obstacles and problems facing the progress of the procedures were identified in order to find the necessary solutions to address them and ensure that they are not repeated in all ports (land, sea and air). ".

 

And the statement continued, "Al-Waeli issued a number of recommendations, including an emphasis on the port managers and assistants doing field work, evaluating workers, following up job rotation procedures, carrying out qualitative, sudden and continuous audits, and supervising inspections for all frequenters, vehicles and goods in all their forms to ensure that the law is applied properly and according to controls."

 

He pointed to "combating smuggling operations in all its forms by doubling the oversight role and checking all goods and merchandise exported and imported into the country, as well as thorough inspection of travelers and their bags, whether they are coming or leaving the country, to prevent the passage of any prohibited materials."

 

He pointed out, "the need to resolve the legal procedures for the seized violations and follow them up after referring them to the judiciary to ensure that the negligent ones are held accountable in order to deter anyone who tries to carry out acts that violate the law."

 

He emphasized "electronic auditing and intersection of data for customs and tax receipts, exemption books for goods, matching certificates of origin, invoices, border sequences, auditing import licenses, pre-examination documents, border sequences, and electronically exempted materials to prevent forgery or distortion of official papers, as well as coordination and exchange of information with departments operating in the border crossing and opening Official channels of communication, emphasizing cooperation in the field of security and intelligence information, following up on the entry and exit of tourist vehicles, and following up on the work of the K9 detachments and the sonar device.

Al-Waeli stressed that "the managers of the border crossings coordinate and integrate with the governorates in terms of developing and reconstructing the crossings and meeting their requirements from the revenues generated."

Controversy escalated in the Kurdistan region regarding currency smuggling operations. At a time when the Customs Department confirmed the application of all laws and instructions in force at the border crossings, two deputies in the Kurdistan Parliament revealed huge money smuggling operations over the years.

 

The price of the dollar rose recently due to the development of the US Federal Bank, in cooperation with the Central Bank, an electronic platform to monitor foreign transfers in hard currency, which resulted in currency speculation in the markets and alerts of attempts and operations to smuggle dollars abroad.

 

The Director General of Kurdistan Customs, Samal Abdul Rahman, told Al-Sabah: Any statement or talk about smuggling currency from Kurdistan towards other countries is completely incorrect, and falls under the framework of defaming the region, stressing that there is a great emphasis in all ports of the region to prevent smuggling of dollars. and hard coins or whitewashed.

 

Abdul Rahman pointed out that all the instructions in force at the border crossings are applied, and whoever tries to do this is dealt with in accordance with the laws of the federal and regional governments, as those involved in such actions are transferred directly to the competent courts to consider their matter and decide on the procedures related to them.

 

And the Ministry of the Interior coordinated with the Kurdistan Regional Government, to start installing sonar devices on the external roads that connect the governorates to monitor cases of smuggling foreign currency and to hold speculators accountable according to the law.

 

On the other hand, the two deputies in the parliament of the Kurdistan region confirmed the existence of smuggled funds with a value of more than 87 billion dollars, over 6 years, while they indicated the involvement of 4 banks within the region.

 

Representatives Soran Omar and Ali Hama Salih said in a joint statement: "Over the past six years, 78 billion dollars were sent from 48 banks without registering the names of those who smuggled dollars out of Iraq, and four of these banks are in the Kurdistan region."

 

The statement added that “in the years 2009 – 2010 – 2011 – 2012 – 2013 – 2014, about 128 thousand and 165 transfers were made outside Iraq in the amount of 209 billion and 999 million dollars, of which 19 thousand and 93 transfers were not known to anyone around them from Iraq in the amount of 78 One billion and 583 million dollars.

 

And he continued, “10 billion and 781 million dollars were transferred through four banks in the Kurdistan region, which are the Bank of Erbil with 3 billion and 619 million dollars, the North Bank with 3 billion and 916 million dollars, and the Kurdistan Bank with about one billion and 961 million dollars, as well as the Ceyhan Bank with 1.283 billion.” dollar".

 

The government has recently implemented a series of steps to mitigate the impact of the high dollar prices against the dinar, represented by the security services carrying out operations in Baghdad and the provinces to arrest currency manipulators and speculators outside the controls and instructions, offering large quantities of foodstuffs for direct sale at subsidized prices and offering the dollar at a price of 1460 dinars in banks, as well as for further steps.

MP Raed al-Maliki opened the Prime Ministry regarding the ministries of trade and health to import foodstuffs, basic commodities and medicines through state companies to equip traders and citizens directly with goods at reasonable prices to prevent exploitation and as part of addressing the effects of dollar price fluctuations on citizens, as well as the fact that this step will address smuggling, the entry of unchecked goods and tax evasion, according to al-Maliki's document seen by "Baghdad Today."
