The interventions of the participants in the workshop focused on raising the age of the juvenile to 11 years and making amendments to the law in line with the current developments and problems, especially displacement and random housing in order to protect juveniles from the crime routes, as well as the need to activate article 30 of the law on beggars' And their families and the activation of articles (60,61) of the law on the courts.

The interventions focused on calling for reconsideration of the provisions of the law as a result of Iraq's compliance with international agreements and conventions and working to amend the age of criminal responsibility based on scientific bases and taking into account the social, psychological and mental conditions of juveniles by preparing specialists and seeking to add the forbidden and drugs paragraph and its impact on events within the legislation of the law and rehabilitation and provision of buildings dedicated to shelter Events to reduce problems especially begging phenomenon.

He added that "the court has considered a number of cases during the past years to challenge the unconstitutionality of the Personal Status Law No. (188) of 1959, in full or in articles thereof."

He pointed out that `` some of those appeals came on the custody provisions contained in Article (57 / first) of the Personal Status Law, and the Federal Supreme Court issued judgments in it, the most recent number (12 / Federal / 2019), on 5/3/2019 ”.

He pointed out, that "the Court through its consideration of those appeals principles to deal with custody, through the adoption of the interest of the custodians regardless of the interest of the disputes over custody." 

"The interest of the custodians in accordance with the provisions of the Federal Supreme Court, is determined by the court hearing cases of custody, a personal status court based on the reports of social research bodies and psychiatric medical committees."

He stressed, "The rulings of the Federal Supreme Court are firm and binding on all authorities in accordance with Article (94) of the Constitution."
