k98nights Posted May 11, 2010 Report Share Posted May 11, 2010 Tuesday, May 11th 2010 11:04 AMIyad AllawiBaghdad, May 11 (AKnews) - "Al-Iraqiya list will announce a surprise in the next two days after the meeting of Allawi and al-Maliki and it had received positive signals from prominent leaders in State of Law," the spokesman of al-Iraqiya list said on Tuesday."The differences in views won't affect the meeting between al-Maliki and Allawi which will be done in the next two days, and there are positive signals from State of Law about the importance of the meeting," Haidar al-Mulla said."If State of Law was not convinced by Allawi to hold the prime minister post, they can abort the process by depriving his government from confidence in the parliament.""Al-Iraqiya has a message that it wants to deliver to the Iraqi street that it is committed to respect the will of the voter and everyone must respect the constitution and the law."Article 76 of the permanent Iraqi constitution states that the President Jalal Talabani must invite the parliament after the federal court ratify on the electoral results to convene after 15 days to select a new president who will have 15 days to assign a candidate from the largest parliamentary bloc for the presidency of the government."The leader in the Iraqi National Coalition Hammam Hamoudi provided al-Iraqiya with records about article 76 of Constitution during its drafting where the Prime Minister Nuri al-Maliki was a member of the drafting committee of the constitution. The records took two interpretations, namely the Kurdish view that the largest bloc is formed within the parliament while the other view is for the National Coalition including al-Maliki that the largest bloc is the one that gets the highest votes in the election," he added.The federal court interpreted on March 25 naming the largest bloc or the parliamentary bloc that won the majority and can form the next government.A statement released by the court interpreted that the term "biggest parliamentary bloc" means either the bloc formed after the elections through one electoral list that entered the elections on behalf of certain numbers and names and took the majority of seats, or the one that participated in the elections under two or more electoral lists and then united in a single bloc with a single entity in the parliament. The one that gets the most number of seats has the right to form the government and choose the next prime minister according to article (76) of the Constitution.The Iraqi parliamentary elections were held on the 7th of March, and the results of the elections were announced on the 26th: they showed the progress of Iraqiya List led by former Prime Minister Iyad Allawi, by gaining 91 seats, followed by the State of Law coalition led by outgoing Prime Minister Nuri Al-Maliki with 89 seats, while the Iraqi National List coalition won 70 seats and Kurdistan Alliance List came in the fourth place by obtaining 43 seats.The Iraqi political arena is experiencing mobility at the local and regional levels to develop guidelines to form the next Iraqi government.Rn/gs AKnews http://www.aknews.com/en/aknews/3/144398/ 3 Link to comment Share on other sites More sharing options...

I think Allawi has his last trick up his sleeve which is most likely the UN and US backing and the threat of Chap 7 involvement. Allawi is immovable on his stance that he won and that it is the will of the people. He is ready to move Iraq away from this sort of nonsense and to be a player in the world. He wants to make Iraq a credible nation and walking away or conceding is not the way to lead or establish crediblity. This guy is the man for the job. I believe the surprise is an olive branch to Maliki to be his President or another high up position after he convinces Maliki he has UN support somehow. That is a surprise because Allawi was initially against that. If UN gets involved they will likely make an interim government and I think will put Allawi ( the largest vote getter) in charge in the interim. Allawi is not stupid and there is a reason why he has been traveling trying to rally countries on his side. The meeting between Allawi & Maliki never took place???? So the was no surprise announcement as well??? None of these took place as far as I can tell......anyone who knows??
