My question is.....If their currency is worthless and would remain that way, why would these people want to waste their time and effort to counterfeit. 

3 Billion in 6 months is a lot.

You probably have it Tbomb.  CBI telling the people we have it under control.  Turki seems to keep the people informed on what's going on in all things dinar.  Squashing fears of a suffering and counterfeited dinar.  He is wise to keep the PR on the site.  More and more I like him.
