 Sulaymaniyah: The Virgin of Juma

 

Sulaymaniyah Governorate has started implementing a new mechanism for distributing the salaries of retirees electronically through (Master Card) cards, amid great satisfaction expressed by this segment.  

The Director of Statistics of Sulaymaniyah Governorate, Shawan Jabbar Fattah, told Al-Sabah: The old mechanism is routine and burdens the retirees and forces them to wait for three hours to receive their salaries, which caused many problems and the death of a number of them during the past period, as it included issuing a list of dues from the retirement department and then Sending it to the concerned bank, after which the salary will be distributed. 

He explained that the new system is electronic, in which the place designated for distributing dues is linked to the Pensioners' Bank and the Retirement Department. The salary list is printed immediately after completing the fingerprint, and the retiree receives his salary through an electronic card (Master Card). 

Fattah pointed out that smart cards for retirees are divided into three colors according to each user. If the retiree is the one who receives his salary, it will be green, if the heirs are blue, and if he is an agent, it will be black.

And he indicated that no specific bank was allocated to hand over the salaries of retirees, in addition to the presence of employees in three malls in the city to distribute salaries to reduce the momentum. 

He pointed out that the number of retirees in Sulaymaniyah governorate is 80,000, and when adding the retirees of Halabja and the administrations of Rabin and Karmian, their number reaches 130,000, expressing his hope that the use of the smart card for retirees will be generalized in all commercial transactions to facilitate purchases for them and support the economy. 

In turn, the retired Aziz Daler told Al-Sabah: We no longer need to wait and leave early to stand at the beginning of the queue because of the quick procedures of the new mechanism.

As for the retiree, Hamida Ahmed, she called for more comfortable and faster mechanisms for the retirees in most government transactions, because most of them suffer from chronic diseases. She added that the current procedures for handing over salaries were supposed to be applied years ago due to their ease and simplicity of procedures.

The director of the Central Bank of the Kurdistan Region in Sulaymaniyah denied the existence of any orders to stop the payment of the salaries of the retirees of the September Revolution in Sulaymaniyah.
Makwan Jamil, director of the Central Bank of the Kurdistan Region in Sulaymaniyah, said during a televised statement: The news that talks about stopping the payment of salaries to retirees of the September Revolution is baseless, stressing that banks do not distinguish between any of the party militants.
According to the salary distribution schedule, the military retirees must receive their salaries for the month of March, but in Erbil and Dohuk, the salaries of retirees from the Patriotic Union of Kurdistan Peshmerga were stopped, and the security forces prevented them from reaching the banks to receive their salaries.

There is a distinction between the provinces of the Kurdistan Region.
Dr. Rewaz Fayek, Speaker of the Kurdistan Parliament, said during a televised interview: The Kurdistan Regional Government is putting pressure on the Sulaymaniyah Governorate and wants it to provide the salaries of employees by itself.
And she added: The internal import funds are daily and not accumulated funds, so we must wait for the arrival of the amounts of imports in order to pay the salaries of retirees, and this matter creates a problem in cash liquidity in Sulaymaniyah Governorate.
And she explained: In the banks of Erbil, the money from oil revenues is placed instead of internal imports, so there is no liquidity problem there, but in Sulaymaniyah it is not.
She said: The government deals with Sulaymaniyah as obligated to provide salary allocations and says I am sending you some allocations and you have to provide the rest from your internal revenues and this matter is wrong behavior.

Sulaymaniyah is under a dangerous siege 
, Karwan Kazni, a member of the Kurdistan Parliament for the Patriotic Union of Kurdistan bloc, said during a televised statement: Sulaymaniyah needs 362 billion dinars per month to provide the salaries of employees, and during the past months, an amount less than 500 billion dinars was sent to the banks of Sulaymaniyah. 
He added: The province of Sulaymaniyah is under a serious siege imposed by the Kurdistan Regional Government on it, and despite the transparency and low imports, the Kurdistan Regional Government is asking the provincial administration to provide for the shortfall in salary allocations.
He explained: The Minister of Finance is from Sulaymaniyah Governorate, and I am surprised how his conscience allows him to stop salaries while we are on the verge of Eid Al-Fitr? How can he not resign from his position? A person can lose his position, but he cannot lose his dignity.
He said: An official in the Kurdistan Regional Government cannot sit and look at the process of suffocating and besieging Sulaymaniyah, and the oil revenues are 5 billion dollars, and they tell you that you must provide for the shortfall in salary allocations from your budget?

Stop paying salaries
Banks in Erbil and Dohuk stopped distributing the salaries of retirees from the Peshmerga of the Patriotic Union of Kurdistan, and forces from the Zirvani affiliated with the Kurdistan Democratic Party were deployed at their entrances and outside. The

The Federal Council of Ministers decided to send 400 billion dinars to the Kurdistan Region, to be spent on the salaries of employees, until the ratification of the draft federal budget law.

And a member of the Kurdistan Democratic Party, Wafaa Muhammad Karim, had confirmed earlier that the federal government in Baghdad had become the one concerned with paying the salaries of employees in the region, after the export of the region’s oil stopped and the file was handed over to SOMO.

 

Karim told (Baghdad Today) that "the region handed over the oil completely under the management of SOMO, and therefore it no longer possesses the full amount in order to pay the employees' salaries for the month of April."

 

He added, "The region needs a monthly amount of 920 billion dinars to distribute the salaries of employees, retirees, and social workers, and therefore, as a result of stopping oil exports, it will not be able to pay the salaries in full."

 

Karim pointed out that "Baghdad will pay the amount of 400 billion dinars agreed upon in advance, and this amount is with the amounts in the Ministry of Finance, through which it will be able to pay salaries for the month of April only, pending approval of the budget."

In a statement by the Directorate received by Shafaq News agency, regarding financial instructions No. 9 of 2023 regarding the recovery of installments of marriage, real estate and housing advances from the sponsor, the granting and recovery of loans takes place in accordance with Iraqi law. In previous years, the regional government and the Ministry of Finance took into account the existence of the financial crisis and provided many facilities for the mechanism of return Loans Many full exemptions from accumulated penalties were issued by decisions of the Council of Ministers, as well as reducing them by 15%.

 

The statement added that the above-mentioned instructions came to facilitate the affairs of the debtors and the sponsors, and instead of cutting all the salaries of the sponsors, 1/5 of the monthly salary will be deducted from now on if the debtors are not ready to return the amount of the accumulated debt within a period of two months, indicating that this deduction will take place in accordance with the law. And the court’s decision includes only the employees who sponsored a citizen for three types of loans: real estate, housing, and marriage.

 

The statement indicated that according to the instructions, the loan owner was not forced to return it within a period of two months.

 

The statement indicated that there are no fundamental changes to the debt recovery formula, and that the guarantor himself chose this commitment, noting that the Ministry of Finance and specialized banks, according to the law, do not have any authority to provide exemptions for loan amounts.

 Al-Asadi said in a press statement, on the sidelines of the Eid al-Ghadeer celebration in Baghdad: "We in the federal government are working with the mechanism approved by the budget to deal with the dues of the Kurdistan region."

Shafaq News/ The Minister of Endowments and Religious Affairs in Kurdistan Region, Peshtwan Sadiq confirmed, on Saturday, that the huge numbers of employees working in the public sector have become a burden on the regional government, especially after stopping crude oil supplies, while I consider that the federal government's goal of controlling the oil file in Kurdistan is to impose centralization in the country.

 

"We have 12,000 employees in the Ministry of Awqaf, but the number of clerics in relation to the number of employees is small," Sadiq said in a speech he delivered among crowds of clerics in the administration of the autonomous region of Soran, stressing that "the lack of appointment of clerics is due to the financial situation in the Kurdistan Region, and at any time when this situation improves, one of the priorities of the regional government is to appoint them."

 

He stressed that the Kurdistan Regional Government needs $650 million monthly to pay the salaries of employees, adding, "The population in the Kurdistan Region is less than 6 million people, and if we compare the number of employees and the population, there is no doubt that the number of our employees is much more than many countries."

 

The minister also indicated that one of the main problems that burdened the government is the number of employees, and when oil was in the hands of the Kurdistan Regional Government, salaries were secured by 100 percent per month, and not a single dollar was spent on projects from them.

 

And he went on to say, "The monthly oil revenues were 500 million dollars, and what we needed was 650 million dollars, and the remaining amount was secured from the internal imports of the governorates, and Erbil and Dohuk were secured by 12 percent, and 81 percent was secured from oil revenues."

 

The minister added, however, that the Sulaymaniyah governorate did not secure anything from its internal revenues for monthly salaries.

 

Regarding the oil file, Sadiq said that the Iraqi government claims that the Kurdistan Region does not know how to control the oil file and spend its financial revenues.

With regard to internal revenues for the distribution of monthly salaries to employees, the minister said: Both internal revenues are not sufficient to distribute salaries, and oil has not been exported for a few months, and the federal government demands 50% of the revenues of border crossings, pointing out that from now on, questions related to salaries must be directed to the Iraqi Ministry of Finance.

The region's finances announce its inability to secure the monthly salaries of its employees
  
{Economic: Al Furat News} The Kurdistan Regional Government announced, on Monday, that it will not be able to pay the monthly salaries of its employees from local revenues only.

This came during a visit by the Minister of Finance and Economy in the Kurdistan Region, Awat Sheikh Janab, to the city of Kifri in the Garmian administration, where people have been demonstrating for days in protest against the lack of services.

Janab said, in an interview with reporters, that the regional government was receiving an amount of 720 billion dinars per month from oil revenues, which would have provided 80 percent of salaries, and the rest from local revenues.

He added that, according to this basis, internal revenues alone are not sufficient to pay salaries.

The Iraqi government spends 400 billion dinars from Kurdistan's share in the budget to the regional government to finance the salaries of employees.

The Iraqi government had won an arbitration case that it filed before the Arbitration Board of the International Chamber of Commerce in Paris against Ankara regarding the export of crude oil from the Kurdistan Region through the Turkish port of Ceyhan without referring to the Iraqi Oil Marketing Company "SOMO".

As a result of the decision, the export of Kurdistan's oil, amounting to 480,000 barrels per day, stopped on March 25, and the stopped flows represent only about 0.5% of the global oil supply, without resuming until today, as indicators of damage and financial losses amounted to more than one billion dollars per month, at 33 million dollars per day, by calculating the average price per barrel at $70.

According to the draft budget law 2023, Iraq must export 3 million and 500 thousand barrels per day, of which 400 thousand barrels are from the region, at a price of $ 70 per barrel, and most of it is exported from the Turkish port through the pipeline that extends from Kirkuk in the north of the country to Ceyhan in Turkey.

The export cessation caused the region to lose half of its monthly revenues, as a result of which its economic crises worsened, and it also caused a "major problem" for its employees, according to a previous statement by the region's Finance Minister Awat Sheikh Janab.

He added, "Now that oil revenues are in the hands of the Iraqi government, we consider the Iraqi government responsible for providing salaries and financial dues to the Kurdistan Regional Government in accordance with the budget law, and this issue should not be delayed further."

A member of Parliament for the Patriotic Union of Kurdistan, Gharib Ahmed, revealed Baghdad's conditions for transferring the salaries of employees of the Kurdistan Region.  

  

Ahmed said in a statement to his party's media, seen by "NAS" (July 25, 2023), that "the reason for not sending the salaries of the employees of the Kurdistan Regional Government is due to a request from Baghdad."  

  

He added, "Iraqi officials sent a message to the delegation of the Kurdistan Regional Government to conduct a financial liquidation, and Baghdad insists on its demand, which is the reason for delaying employee salaries."  

  

He pointed out that "the Kurdistan region has previously announced its commitment to the agreements with Iraq, but it is not known why practical steps were not taken to settle old financial scores between the region and Baghdad."  

  

Earlier today, the spokesman for the regional government, Peshwa Hawrami, said that providing salaries and financial dues to the Kurdistan government is the responsibility of the Iraqi government.
