UNHCR to Al-Furat News: Our preparations for the elections are almost complete
  
{Politics: Al-Furat News} The Election Commission announced that it is “nearly completing” the ongoing preparations for the provincial council elections scheduled for December 18, 2023.

Imad Jamil, head of the media team for the Election Commission, told Al-Furat News Agency: “The preparations for holding the elections are almost complete, and the responsible companies have begun manufacturing the materials we need during the electoral process, and they are being stored and kept in warehouses.”
These will be the first local provincial council elections to be held in Iraq since April 2013, and prior to that, provincial council elections were held only in 2009.
The elected provincial councils are responsible for selecting the governor and the governorate’s executive officials, and they have the powers to dismiss, appoint, and approve the project plan according to the financial budget allocated to the governorate by the central government in Baghdad, in accordance with the Iraqi constitution.
According to the constitution, the provincial councils have broad powers, because they are not subject to the control or supervision of any ministry or any entity not linked to a ministry, and they enjoy an independent financial fund and broad administrative powers.

The Election Commission announced that next Tuesday is the last date for receiving polling staff’s forms, while it set the date for conducting the electronic lottery for polling day staff.

 

Commission spokeswoman Jumana Al-Ghalai said, “The Board of Commissioners has approved the last date for receiving polling staff’s forms, which is next Tuesday, October 10, 2023.”

 

She added, "The Council also approved the date for holding the electronic lottery for polling day employees on Saturday, October 21, 2023."

Four security cordons to protect governorate election polling centers
  
{Politics: Al-Furat News} The Independent High Electoral Commission revealed the presence of 4 security cordons to protect polling centers during election day next December.

An official source in the Commission stated, “The Supreme Committee for Election Security was formed with a high level of leadership, and is headed by the Commander of Joint Operations, Qais al-Muhammadawi, with the membership of undersecretaries of the Ministries of Interior and Defense, the Iraqi National Intelligence Service, National Security, the Popular Mobilization Forces, the Director General of Civil Defense, one of the judges in the Board of Commissioners, and the advisor to the Prime Minister.” ".
He added, "There are measures to prevent cases of blackmail or influencing the will of voters near polling stations during voting day in the irregular governorate council elections in the region, which will take place on December 18 of this year."
He explained, "There are 3-4 security cordons that will surround the polling centers, to prevent tampering with the centers from infiltrating the centers to carry out sabotage or terrorist acts that affect the conduct of the electoral process."

He stressed that "the presence of cameras in polling centers and stations will enhance monitoring of the electoral process to prevent any actions taking place inside it," noting that "a committee was formed to sign contracts and bring these cameras that have high technical specifications."

As the country prepares to hold local elections; There is a fear of vandalizing the streets of the capital, Baghdad, with electoral advertisements, the owners of which often choose green places and central islands decorated with lighting and various plants.

The Commission: Abroad voting is limited to parliamentary elections... and records violations in propaganda campaigns

Jamil told Al-Furat News Agency, "External participation is only in the House of Representatives elections."


He confirmed the Commission's readiness to conduct the voting process by public and private voting, while setting the 22nd of this month to hold the lottery to select polling officials, and a fine against those who violate the electoral campaigns amounting to 50 million dinars.


Jamil said in a press statement, “The simulation issue is considered a result of the efforts of the Commission since the beginning of its operations schedule until today, as it has succeeded in addressing all the problems that faced the Commission in the past period,” stressing “the Commission’s full readiness to conduct the voting process by private and public voting, as the agencies It works with all its mechanisms and software.”

He added, "Three simulations have been conducted so far, and there is a fourth and final simulation that will be conducted next November."


Regarding the electoral campaigns, Jamil pointed out that “some violations of the electoral campaigns were identified, because some candidates, coalitions, alliances and parties started the electoral campaign, and this is against the law,” stressing that “a warning will be issued to the violators, in addition to issuing heavy financial fines amounting to 50 million dinars against them.” ".


He continued, "Electoral campaigns must be determined by the Baghdad Municipality and the municipalities in the governorates," calling for "not to start electoral campaigns until after the names of the candidates are approved."

The Election Commission announced the approval of the final voter register forms for the polling stations for the upcoming governorate council elections. This comes as a deputy called for keeping federal and local service projects away from partisan and electoral political propaganda.

The Commission’s spokesperson, Jumana Al-Ghalai, told the Iraqi News Agency “INA”: “The Board of Commissioners approved the final voter register forms for the polling stations and the wall voter lists for the irregular governorate council elections in the region for the year 2023.”

Meanwhile, Hussein Habib Al-Zirjawi, a member of the House of Representatives from the Independents bloc, called for keeping provincial council elections away from service projects and not including them in the candidates’ electoral propaganda as they are a citizen’s entitlement, urging the Election Commission to monitor this matter.

Al-Zirjawi told Al-Sabah: “The provincial council elections are the most important step in the coming days. We hope that the competition between the candidates for the provincial councils will be a clean competition, and that public money will not be exploited in this matter, as we note that there are many governors who have formed electoral alliances and these The alliances include a number of candidates.”

He added, "It has been identified that some candidates and governors are roaming over service projects that are essentially the right of the Iraqi citizen, and these projects have begun to be exploited for electoral purposes," indicating that "the state's resources cannot be exploited by any specific party."

Al-Zirjawi stressed the need for the Election Commission to follow up on “practices that violate the law and the constitution, as it is shameful to exploit people’s needs for services and basic matters of life for electoral gains.”
