The Commission announces its initiation of preparations for the provincial elections

The Board of Commissioners held an extraordinary session to ratify the regulations related to the work of the Department of Information and Mass Communication related to the organization of work with the partners of the electoral process, which includes (the electoral campaign system, the system for accrediting candidates’ agents, political parties and alliances, the system for accrediting local and international observers, and the system for the media).  

  

In addition to holding another extraordinary session to organize the workflows of the registration centers affiliated to the electoral governorate offices, in order to ensure the smooth completion of the work in accordance with the regulations and instructions issued by the Council.  

  

In the context of communication with the partners of the electoral process, the Chairman of the Council of Commissioners, Judge Omar Ahmed Muhammad, in the presence of his deputy, Judge Fayyad Yassin Hussein, and two members of the Council, Judges Amer Musa Al-Husseini and Ali Rashid Muhammad, discussed with a delegation from the Vision for Development Group specialized in training mechanisms for implementing developmental and educational workshops for the Commission's staff.  

  

While the head of the electoral administration, Judge Abbas al-Fatlawi, discussed with the head of the Iraqi Media Network ways to cooperate in printing some electoral materials, reiterating the return of media work with them in preparation for the provincial elections in December 2023.  

  

In the context of preparations for the upcoming local elections, the head of the electoral administration, Judge (Abbas Al-Fatlawi), approved the mechanism of cooperation with the Ministry of Commerce, by coordinating work and cooperation with the supply centers, through the work of the commission's employees side by side with the staff of the supply centers; For the purpose of biometrically registering non-registered voters and distributing the voter card to previously registered voters, upon updating their ration card.  

  

In the context of following up the work of the electoral offices, the judges, the Chairman of the Council of Commissioners, in the presence of the Secretary-General of the Council, and the head of the electoral administration, in the presence of his assistants for technical, administrative and financial affairs, met with the directors of the electoral governorate offices in the presence of the Commission’s headquarters; To discuss the electoral offices’ readiness for the next electoral process in accordance with the amended electoral law for the year 2023, including choosing the locations of audit centers and preparing their requirements, preparing for the launch of the biometric update process for voters according to the commission’s schedule, and continuously following up the work of registration centers and mobile teams in a way that guarantees the constitutional rights of voters, as well as Directing the need to take care of the preventive safety of the offices, centers and warehouses affiliated to them.  

  

With regard to the outcome of voter registration and the distribution of the biometric voter card, according to the latest statistics registered with the Commission, the number of registered voters reached (886,206), including new-borns in 2004, which amounted to (189,465) voters, and those born in 2005, which amounted to (91,050), while the total number of voters was (91,050). The number of distributed cards is (1,172,738) biometric cards classified as (485,527) cards for public voting, and (635,170) cards for private voting from the security services and armed forces. As for the cards for displaced persons, they amounted to (52,041) cards, as work is done in the presence of political party agents and observers. Some large political parties started early to mobilize their supporters and hold mass gatherings in preparation for the provincial elections scheduled for November 6, 2023, and despite the ambiguity of the position of some popular political blocs regarding participation in these elections or not, the low participation rates in the 2018 and 2021 legislative elections Respectively, important questions have been raised regarding the continuation of the non-partisan "silent majority" in boycotting the electoral scene or the return of its "relative" confidence in the current circumstances, which prompts it to participate effectively in the provincial elections.

The independent politician, Omar Al-Nasser, said in an interview with "Al-Sabah": "The upcoming provincial council elections will be the last chapter in testing the participation of the silent majority and those who reject the political process and those who play the chord of the electoral boycott before the plane of change takes off, especially after the independents failed when they entered the council." Representatives create a qualitative political equation that goes towards correcting the tortuous political path, after many members of this class felt remorse for not participating in the last elections.

He pointed out that "if we take an objective look at all aspects and circumstances that marred the political scene, and assess the importance of the weight of the decision to participate in voting in the last legislative elections 2021, we would find that the electoral participation rate was approximately 40%, as indicated by the Independent High Electoral Commission, and it has produced what Approximately 40 seats for independents under the dome of Parliament.” He asked: “How if this percentage reached 70% of the audience of the silent majority and the independents ?!”, and he answered: “The goal that the street aspires to in general would have already been achieved.”

Al-Nasser stressed that "everyone should push towards educating the public about the necessity and importance of local councils and their role in reconstruction and sustainable development, provided that these councils do not serve as an impediment to the work of projects due to some political struggles over power."

Provincial council elections were held twice in the country, the first in 2009 with the participation of 51% of the voters, while it decreased - according to observers and semi-official figures - to 50% in the second and last elections that took place in 2013, and observers considered it a high percentage compared to the security conditions and the political crisis that accompanied that period. The elections were scheduled to take place in 2018, but the delay in forming the government and the accompanying events contributed to the postponement of the elections.

After the events of October 2019, the House of Representatives abolished the provincial councils in response to the demands of some segments. However, the Federal Supreme Court made it clear that the House of Representatives has no constitutional right to cancel the existence of the provincial councils, explaining that these councils remain suspended until new elections are held. In addition, the specialist in international affairs, Dr. Haider Salman, believes in an interview with "Al-Sabah" that "the public has been convinced that (the provincial councils) are not important, and the truth is that the provincial councils have exceptional importance, especially the provinces far from the densely populated capital, Baghdad." high places, such as Mosul and Basra.”

The Electoral Commission invites all Iraqis

The Independent High Electoral Commission has ruled out the possibility of holding elections for the Kurdistan Regional Parliament and the provincial councils together, while it is implementing its operations schedule for the provincial council elections, starting next July, through 10,000 of its employees to update the voter data register and 250,000 trainees when conducting the polling process. .

He noted that "receipt of applications for registration of alliances, parties, and individual lists begins on July 1st until the 30th of it, while the lottery takes place on the first of next September." Jamil confirmed, "There is cooperation between the Independent High Electoral Commission and the supporting ministries through the formation of the Supreme Security Committee from the Ministries of Interior, Defense and National Security and other security forces, in addition to cooperation with the Ministries of Education, Higher Education and Scientific Research in terms of staff and headquarters for polling stations in schools." .


He added, "There is cooperation between the Commission and the Ministry of Immigration with regard to the displaced, as well as cooperation with the Ministry of Foreign Affairs to facilitate international monitoring, as well as workshops with civil society organizations and activate the process of urging voters to update their data and receive their cards to participate in the elections."
