Shaddad reveals Parliament's approach regarding Article 42 of oil derivatives fees

{Politics: Al-Furat News} Representative of the State Forces Alliance, Ali Shaddad, revealed today, Sunday, Parliament's approach regarding Article 42 regarding fees for oil derivatives.

Shaddad said {to Euphrates News} that: "Some articles were postponed in last night's session, which are {15, 16, 17, and 42} and today we reached Article 63 by voting, which confirms that the competence of the Ministers of Finance and Planning is the transfer process in investment funds that were not spent from the petrodollars and the border crossings." governorates until 2024.
He explained, "There are those who believe that it should be devoted only to the year 2024, and there are those who believe that it should revolve for 3 years, and the session was adjourned to reconsider the controversial articles, then it will be held to complete the vote."
With regard to Article 42, Shaddad said, "There was a complete conviction among the members of the Council not to vote on Article 42, similar to some of the articles that were dropped by the vote. Therefore, the views that were presented are consistent with the abolition of taxes on oil companies, which is a major reason for postponing voting on it."
He continued, "The Speaker of Parliament and the Finance Committee cannot exclude any article from the budget law as it was sent by the government. Therefore, no one has the power to delete an article from the law except by voting on it, either by accepting or rejecting it."
And Shaddad added, "The rate of 75% of the paper that was approved for Basra governorate was accepted, and the governorate's allocations were increased at a rate of 500 billion dinars, and projects that cost no more than 6 billion will be referred directly."
And the representative of the State Forces Alliance suggested "convening a second parliamentary session to fully end the approval of the budget."
Article 42 of the Federal Budget Law for the year 2023 states the following:
First - fees are collected according to the percentages listed below, and a final revenue is credited to the public treasury:
a. 5% of the revenues from gasoline sales per liter.
B. 10% of the revenues from sales of gas oil (kerosene) per liter.
c. 1% of the proceeds from sales of black oil.
Dr.. 15% on one liter of imported fuel, which is sold directly through car filling stations.

He added that this problem hindered the completion of voting on the rest of the articles so far, in addition to the origin of the dispute represented by the six articles.

He added that the ongoing dialogue in the parliament building is currently focused on containing the problem and proceeding with approving the budget.

On Sunday evening, the Iraqi parliament passed about twenty articles of the federal budget law for the years 2023, 2024, and 2025, before taking a break to complete the vote later in the day.

He added that the Finance Committee will conduct further deliberations regarding the remaining controversial articles, in order to put them to a vote, including Article 64, which is awaiting a vote.

On March 13, the Iraqi Council of Ministers approved the draft budget law for the current year and the years 2024 and 2025, and referred it to the House of Representatives, "Parliament" for ratification.

The value of the current year’s budget is 197 trillion and 828 billion Iraqi dinars (about 152.2 billion dollars), with a total deficit of 63 trillion dinars (48.3 billion dollars), while the items of the budgets for the years 2023 and 2024 have not been published.

The HCL WILL be another fist fight in the Parliament.  These goons are not happy unless they are fighting. Democracy doesn't exist in there. They could drag it out another 3 urs. with not a care in the world. That gives them more time to line their own pockets. Although many have said when we see the HCL we will see the rate change there is nothing definite in this. Time to get back to our work and lives and let them get on with it a while longer

A member of the Kurdistan Democratic Party, Wafaa Muhammad, said today, Sunday, that the Finance Committee in the House of Representatives radically changed the draft federal budget, while indicating that what this committee did would cause distrust between the political parties.

Muhammad indicated, in an interview with the Twenty program broadcast by Alsumaria TV, that "the entry of the Democrat into the State Administration Coalition was based on political agreements."

He added, "The Finance Committee radically changed the draft budget that was received from the government," considering these changes "were humiliating and unfair, and disregarded all political agreements and the government's curriculum."

And Muhammad believed that "what the Finance Committee did will discredit the political parties and affect the next governments."
He stressed, "The Democratic Party will go to the Federal Court to appeal the eighth paragraph of Article 14 within the budget."
