The Council of Ministers, in its regular session, which was held yesterday, Tuesday, under the chairmanship of the Council’s Speaker, Muhammad Shia’a Al-Sudani, on the 9th and 10th of April, considered an official holiday for employees of the Christian component only on the occasion of the Easter and Resurrection holidays.

 

A statement by the Prime Minister's Media Office stated, "With regard to the service framework, the Council of Ministers continued the implementation of health insurance procedures and the inclusion of citizens in it, and approved the requirements presented by the Ministry of Health / Health Insurance Authority, which are required to be implemented by the relevant ministries and government agencies, in applying the health insurance law. "

 

The Council also approved the "recommendations of the minutes of the thirtieth meeting of the Diwani Order Committee (45 of 2018), regarding the development of the necessary means, mechanisms and solutions for the completion of hospital projects, and payment is made in accordance with the controls and instructions issued by the Central Bank." And he canceled the Cabinet Resolution (410 of 2021) regarding the coronavirus vaccine; According to the recommendations of the committee concerned with (reconsidering all Cabinet decisions taken from the previous government during the period of managing daily affairs from October 8, 2021 to October 27, 2022), to exhaust the purpose of issuing it. 

 

As part of the approach to combating administrative and financial corruption, and protecting private property, the Council of Ministers formed a committee of experts and specialists whose functional rank is not less than a general manager, to review real estate records for the period from 2003 to 2023 in light of complaints submitted by Christian citizens and the rest of the other social components in my governorate. Nineveh and Baghdad, and submitting periodic recommendations to address complaints to the Minister of Justice or the Council of Ministers according to the results of their work, while instructing real estate owners to file lawsuits before the competent courts or refer them to the Public Prosecution to file a lawsuit, based on the provisions of the Public Prosecution Law (49 of 2017). The Council authorized the Director General of the Iraqi Civil Aviation Authority to negotiate and sign an air transport agreement between the Government of the Republic of Iraq and the Government of Hungary.

 

The council agreed to own the piece of land numbered (23797/4) Zayouna-Baghdad, to the Iraqi House Foundation for Creativity to construct a home for the elderly, and it also agreed to finance the Ministry of Finance with an amount of only 500 million dinars to the General Secretariat of the Council of Ministers, and to hand over the aforementioned amount to the House Foundation Iraqi Creativity to contribute to the construction of a home for the elderly.

 

And he approved the recommendations of the Diwani Order Committee (23032) issued according to the letter of the Prime Minister’s Office, and the adoption of controls for the sale of plots of land and residential homes to their occupants of citizens (Yazidis) in accordance with the decision of the Council of Ministers (364 of 2022).

The Prime Minister also expressed "the common desire to move to a stage of constructive partnership and close cooperation between the people of one country and to leave the image of outstanding problems that are being circulated without radical solutions."  

  

The statement added, "The Council of Ministers discussed the issues on the agenda and took special decisions and procedures in this regard."  

  

And the statement continued, "On the occasion of the Easter and Resurrection holidays, the Council of Ministers decided to consider the 9th and 10th of April an official holiday for employees of the Christian component only."  

  

In the service context, the Council of Ministers followed up the implementation of health insurance procedures and the inclusion of citizens in it, and approved the requirements presented by the Ministry of Health / Health Insurance Authority, which are required to be implemented by the relevant ministries and government agencies, in applying the health insurance law, according to the statement.

Second: The areas in which the aforementioned categories are located, according to the following:  

1.Baghdad Governorate.  

  

2. Nineveh Governorate.  

  

And he continued, "And on the course of the executive measures taken to proceed with economic reform, the Council of Ministers approved the recommendation of the Ministerial Council of Economy (23077 s), regarding opening letters of credit for self- and central financing units in government and private banks, as an exception to the controls attached to the instructions for implementing government contracts, provided that it determines The Central Bank of Iraq, the ceilings of credits according to the classification of banks and their financial solvency, which are issued and supported by the Central Bank of Iraq, as well as the cancellation of Cabinet Resolution No. 23 of 2021.  

  

Also, within the economic reform file, the Cabinet decided to approve the following:  

  

1- Unpaid financial dues due before the date of December 20, 2020, if they are paid and the imported materials prepared by means of a documentary credit, in the event that the procedures for opening the documentary credit are completed before February 7, 2023, for which an inflation rate (22%) was calculated, then the procedures will proceed.  

2- Unpaid financial receivables due before December 20, 2020, and not paid, and import materials prepared through the documentary credit. In the event that the documentary credit was not opened before February 7, 2023, for which the inflation rate was calculated (22%), the inflation rate is reduced. To be (10%) instead of (22%).  

  

3- The contracting parties shall include the contracts or issue annexes to the contracts by opening a documentary credit for the import materials.  

  

Within the framework of monitoring import transactions and implementing basic reforms and amendments related to imports, the Council of Ministers decided to approve the following:  

  

1- Referring bids that meet the conditions of tenders and invitations, covering the required quantity, and from all origins, on the basis of the price, and was delivered to Umm Qasr CIF port, from lowest to highest, as an exception to the provisions of the instructions for implementing government contracts.  

  

2- The Central Committee for Review and Certification at the Ministry of Commerce has the authority to grant a price advantage not exceeding (5%) for types with higher specifications when implementing Paragraph (1) above.  

  

3- The exception in paragraph (1) shall be valid for a period of (6) months starting from the date of issuance of this decision as a maximum, and that it includes purchases exclusively from sober international companies nominated by the International Wheat Councils.  

  

And he continued, “In the Ministry of Electricity file, the Council of Ministers agreed to approve the recommendations of the Diwani Order Committee (284 of 2021) issued by the Prime Minister’s Office, regarding reviewing and limiting the debt amounts owed by the Ministry of Electricity to the Ministries of Oil, Industry, Minerals, and Transport and setting up treatments for them, with the amendment of paragraph ( g) recommendations.  

  

He pointed out, "The Council also agreed to endorse the recommendation of the Ministerial Energy Council (23033i) regarding the contract for the integrated gas development project, according to the following:  

  

1- Amending (40%) of the participation of the government side in accordance with Cabinet Resolutions (361 and 480 of 2021) to become (30%) due to the importance of resolving the aforementioned issue and proceeding with the signing of related agreements.  

  

2- Financing the share of the government side, amounting to (1.4) billion dollars, to be loaned from the Oil Products Distribution Company.  

  

3- The government partner will be the Basra Oil Company, instead of the National Oil Company, whose establishment steps were canceled according to the decision of the Federal Court.  

  

4- Including the integrated gas development project under the custody of (Total Energy) in the licensing round contracts, provided that the decision includes the amount of the aforementioned Iraqi side.  

  

5- Paying the dues of (Total Energy) and the government partner in kind based on the request of the Oil Marketing Company to sign the export oil sale agreement, as it is one of the conditions for activating the contract.  

  

6- Preparing the financial allocation for the implementation of the second part of the joint seawater pipeline project, which is estimated at about (3) billion dollars, to be in installments for a period of four years (640, 1570, 600 and 190) million dollars, respectively, which is the pipeline network transporting the oil fields, noting that The first part of the joint seawater project is the responsibility of Total Energy, which is estimated at $3 billion.  

  

7- Secondment of the staff of the two companies (Basra Oil and South Gas) to work with (Total Energy) Company, provided that the latter bears the seconded employee’s salary and allowances, according to the secondment agreement that will be signed between the aforementioned companies and according to what was stipulated in the production development contract, and based on Iraqi law.  

  

In the field of international cooperation, the Council of Ministers approved approving the authority to authorize the Director General of the Iraqi Civil Aviation Authority to negotiate and sign the air transport agreement between the Government of the Republic of Iraq and the Government of Hungary, with the need to indicate in the aforementioned terms of the agreement the cancellation of the agreement signed between the two countries on March 2, 1960. And taking into account the provisions of the Treaty Contract Law (35 of 2015) before signing the agreement, according to the statement.  

  

He added, "The Council of Ministers also considered a number of issues on its agenda, and took a number of decisions regarding them, including:  

  

1- Approving the ownership of the plot of land numbered (23797/4) Zayouna - Baghdad, to the Iraqi House for Creativity Foundation for the construction of a home for the elderly, taking into account the opinion of the General Secretariat of the Council of Ministers / Legal Department, and the State Real Estate Department completing the procedures for transferring ownership of the plot of land to the aforementioned institution.  

  

2- Approving the amendment of Cabinet Resolution (126 of 2022) to become as follows:  

  

The financing of the Ministry of Finance is an amount of only 500 million dinars to the General Secretariat of the Council of Ministers, and the aforementioned amount is handed over to the Iraqi House for Creativity Foundation to contribute to the construction of a home for the elderly.

6- Transactions received from the Federal Bureau of Financial Supervision to the Ministry of Planning are returned to the aforementioned Bureau, for the purpose of re-auditing, according to what was stated in the aforementioned paragraphs, and making the required amendments, as well as the transactions under audit, from the Federal Bureau of Financial Supervision, are processed according to what was stated in The aforementioned paragraphs
and within the framework of monitoring import transactions, and implementing reforms and basic amendments related to imports, the Council of Ministers decided to approve the following:

Shafaq News/ The Al-Fateh Parliamentary Bloc considered, on Tuesday, that the financial deficit in the general budget law is in violation of the financial management law, while indicating the possibility of sending the budget to the government to rearrange it.

 

 

 

The head of the bloc, Abbas Al-Zamili, told Shafaq News agency, "The Parliamentary Finance Committee carefully studied the general budget law, and some articles and paragraphs of the budget are subject to discussion and amendment after completing the first reading of the law." 

 

He added, "The financial deficit in the budget law reaches 64 trillion dinars, up to more than 30% of the total budget size, and this is contrary to the financial management law." 

As for the three-year budget, Al-Zamili explained, "We will see the legality and applicability of this budget for a period of three years, and whether this is in line with oil prices, exchange rates, and the economic situation in Iraq in general." 

 

And Al-Zamili indicated, "The budget law is accepted in this way or returned to the government and rearranged for it with the two important issues, the first is to address the deficit in the budget and the second is the budget for the three consecutive years."

And the Iraqi government approved, during its meeting, on Monday, March 13, the "draft law for the federal general budget for the fiscal years 2023, 2024, and 2025, and referred it to the House of Representatives."

 

The proposed expenditures in the new budget amount to 197 trillion and 828 billion dinars ($152 billion, according to the official exchange rate), including investments worth 47 trillion and 555 billion dinars ($36.5 billion).

 

As for the proposed deficit in the new budget, it is 63 trillion and 75 billion dinars (about 48 billion dollars), compared to 19.8 billion in 2021 and 23.1 billion in 2019.

 

He allocated about 307 million dollars to the autonomous Kurdistan Region in order to pay the salaries of its employees, in exchange for 400 thousand barrels of oil per day produced in the region.

Shafaq News/ The Iraqi Council of Ministers decided, on Tuesday, to reconsider the decisions taken by the previous government during the caretaker period, while forming a specialized committee to review the real estate records in Baghdad, Nineveh, to recover the property of Christians and other stolen components.

 

The media office of the Prime Minister, Muhammad Shia' al-Sudani, stated, in a statement received by Shafaq News agency, that the latter presided over the 14th regular session of the Council of Ministers, which witnessed discussing the general situation and following up on issues and files that fall within the government's implementation of its program according to the previously set priorities.

 

 

 

At the outset of the session, Al-Sudani referred to the interim agreement signed today with the President of the Kurdistan Regional Government to resume oil exports, reviewing the economic importance of such steps in light of the existing challenges.

Al-Sudani stressed that the government "works responsibly, and appreciates its commitment to all Iraqis everywhere in our country."

 

He expressed "the common desire to move to a stage of constructive partnership and close cooperation between the people of the same country and to leave the image of outstanding problems that are being circulated without radical solutions."

The Council of Ministers discussed the topics on the agenda and took special decisions and procedures in this regard.

 

On the occasion of the Easter and Resurrection holidays, the Council of Ministers decided to consider the 9th and 10th of April an official holiday for employees of the Christian component only.

 

In the service context, the Council of Ministers followed up the implementation of health insurance procedures and the inclusion of citizens in it, and approved the requirements presented by the Ministry of Health / Health Insurance Authority, which are required to be implemented by the relevant ministries and government agencies, in applying the health insurance law.

 

The Council of Ministers approved the recommendations of the minutes of the thirtieth meeting of the Diwani Order Committee (45 of 2018), regarding setting up the means, mechanisms and solutions necessary to complete hospital projects, and payment is made in accordance with the controls and instructions issued by the Central Bank.

 

The Council decided to cancel Cabinet Resolution (410 of 2021) regarding the coronavirus vaccine; According to the recommendations of the committee concerned with (reconsidering all cabinet decisions taken from the previous government during the period of managing daily affairs from October 8, 2021 to October 27, 2022), to exhaust the purpose of issuing it.

 

Within the framework of combating administrative and financial corruption and protecting private property, the Council of Ministers approved the following:

 

First: Formation of a committee of the aforementioned below, with experience and specialization, whose job rank is not less than general manager, to review real estate records for the period from 2003 to 2023 in light of complaints submitted by Christian citizens and the rest of the other social components in the governorates of Nineveh and Baghdad, and to provide periodic recommendations to address the issue Complaints to the Minister of Justice or the Council of Ministers according to the results of their work, with directing real estate owners to file lawsuits before the competent courts or to refer them to the Public Prosecution to file a lawsuit, based on the provisions of the Public Prosecution Law (49 of 2017), as follows:

 

a representative of each of; The Supreme Judicial Council, the Ministry of Construction, Housing, Municipalities and Public Works, the Ministry of Justice/General Real Estate Registration Department, the Ministry of Immigration and Displacement, the Municipality of Baghdad, the Federal Integrity Commission, the Federal Office of Financial Oversight, the concerned governorates, the Office of Endowments of Christian, Yezidi and Sabian Mandaean religions, and the Ministry of Interior/Agency Intelligence, the National Security Service.

 

Second: The areas in which the aforementioned categories are located, according to the following:

 

1. Baghdad Governorate.

2. Nineveh Governorate.

 

And on the course of the executive measures taken to proceed with economic reform, the Council of Ministers approved the recommendation of the Ministerial Council for the Economy (23077 s) regarding opening documentary credits for self- and central financing units in government and private banks, as an exception to the controls attached to the instructions for implementing government contracts, provided that the Central Bank of Iraq determines ceilings Credits according to the classification of banks and their financial solvency issued and endorsed by the Central Bank of Iraq. As well as canceling Cabinet Resolution No. 23 of 2021.

 

Also within the economic reform file, the Cabinet decided to approve the following:

 

1- Unpaid financial dues due before the date of December 20, 2020, if they are paid, and the imported materials prepared by means of a documentary credit, in the event that the procedures for opening the documentary credit are completed before February 7, 2023, for which an inflation rate (22%) was calculated, then the processing will proceed.

 

2- Unpaid financial receivables due before the date of December 20, 2020, and not paid, and the imported materials prepared through the documentary credit, in the event that the documentary credit was not opened before February 7, 2023, for which the inflation rate was calculated (22%), the inflation rate is reduced To be (10%) instead of (22%).

 

3- The contracting parties shall include the contracts or issue annexes to the contracts by opening a documentary credit for the import materials.

 

4- For the completed transactions, for which the Ministry of Planning’s decisions were issued to be processed, the processing is carried out by the implementing agencies, and then the Ministry of Planning is informed to take the necessary measures regarding the reduction, provided that it is later audited by the Federal Financial Supervision Bureau.

 

5- Uncompleted transactions that were not sent to the Federal Bureau of Financial Supervision are returned to the implementing agencies to make the required adjustments as mentioned above.

 

6- Transactions received from the Federal Bureau of Financial Supervision to the Ministry of Planning are returned to the aforementioned Bureau, for the purpose of re-auditing, according to what was stated in the aforementioned paragraphs, and making the required amendments, as well as the transactions under audit, from the Federal Bureau of Financial Supervision, are processed according to what was stated in the aforementioned paragraphs.

 

Within the framework of monitoring import transactions and implementing basic reforms and amendments related to imports, the Council of Ministers decided to approve the following:

 

1- Referring bids that meet the conditions of tenders and invitations, covering the required quantity, and from all origins, on the basis of the price, and was delivered to Umm Qasr CIF port, from lowest to highest, as an exception to the provisions of the instructions for implementing government contracts.

 

2- The Central Committee for Review and Certification at the Ministry of Commerce has the authority to grant a price advantage not exceeding (5%) for types with higher specifications when implementing Paragraph (1) above.

 

3- The exception in paragraph (1) shall be valid for a period of (6) months starting from the date of issuance of this decision as a maximum, and that it includes purchases exclusively from sober international companies nominated by the International Wheat Councils.

 

And in the file of the Ministry of Electricity, the Council of Ministers agreed to approve the recommendations of the Diwani Order Committee (284 of 2021) issued by the Office of the Prime Minister, regarding reviewing and counting the amounts of debt owed by the Ministry of Electricity to the ministries of oil, industry, minerals, and transport and setting up treatments for them, with the amendment of paragraph (g) of Recommendations.

 

The Council also agreed to endorse the recommendation of the Energy Ministerial Council (23033i) regarding the contract for the integrated gas development project, according to the following:

 

1- Amending (40%) of the participation of the government side in accordance with Cabinet Resolutions (361 and 480 of 2021) to become (30%) due to the importance of resolving the aforementioned issue and proceeding with the signing of related agreements.

 

2- Financing the share of the government side, amounting to (1.4) billion dollars, to be loaned from the Oil Products Distribution Company.

 

3- The government partner will be the Basra Oil Company, instead of the National Oil Company, whose establishment steps were canceled according to the decision of the Federal Court.

 

4- Including the integrated gas development project under the custody of (Total Energy) in the licensing round contracts, provided that the decision includes the amount of the aforementioned Iraqi side.

 

5- Paying the dues of (Total Energy) and the government partner in kind based on the request of the Oil Marketing Company to sign the export oil sale agreement, as it is one of the conditions for activating the contract.

 

6- Preparing the financial allocation for the implementation of the second part of the joint seawater pipeline project, which is estimated at about (3) billion dollars, to be in installments for a period of four years (640, 1570, 600 and 190) million dollars, respectively, which is represented by the pipeline network transporting the oil fields, noting that the part The first of the joint sea water project is the responsibility of Total Energy Company, which is estimated at $3 billion.

 

7- Secondment of the staff of the two companies (Basra Oil and South Gas) to work with (Total Energy) Company, provided that the latter bears the seconded employee’s salary and allowances, according to the secondment agreement that will be signed between the aforementioned companies and according to what was stipulated in the production development contract, and based on Iraqi law.

 

In the field of international cooperation, the Council of Ministers approved approving the authority to authorize the Director General of the Iraqi Civil Aviation Authority to negotiate and sign the air transport agreement between the Government of the Republic of Iraq and the Government of Hungary, with the need to indicate in the aforementioned terms of the agreement the cancellation of the agreement signed between the two countries on March 2, 1960. And taking into account the provisions of the Treaty Contract Law (35 of 2015) before signing the agreement.

 

The Council of Ministers also considered a number of issues on its agenda, and took a number of decisions regarding them, including:

 

1- Approving the ownership of the plot of land numbered (23797/4) Zayouna - Baghdad, to the Iraqi House for Creativity Foundation for the construction of a home for the elderly, taking into account the opinion of the General Secretariat of the Council of Ministers / Legal Department, and the State Real Estate Department completing the procedures for transferring ownership of the plot of land to the aforementioned institution.

 

2- Approving the amendment of Cabinet Resolution (126 of 2022) to become as follows:

  The financing of the Ministry of Finance is an amount of only 500 million dinars to the General Secretariat of the Council of Ministers, and the aforementioned amount is handed over to the Iraqi House for Creativity Foundation to contribute to the construction of a home for the elderly.

 

3- Approving the recommendations of the Diwani Order Committee (23032) issued according to the letter of the Prime Minister’s Office, and approving the controls for selling plots of land and residential homes to their occupants of citizens (Yazidis) in accordance with the Council of Ministers Resolution (364 of 2022), taking into account the opinion of the Legal Department on General Secretariat for the Council of Ministers.

Today, Tuesday, the Prime Minister, Muhammad Shia Al-Sudani, issued immediate directives to implement the agreement concluded with the Kurdistan Regional Government.


Al-Sudani said, during a conference, that "stopping the export of the region's oil harms Iraq's revenues," stressing "the technical authorities immediately implement the agreement and find legal ways for this matter."

He added, "This agreement confirms the serious desire of the federal and regional governments to face all the obstacles inherited from past years," noting that "facing these entitlements stems from the public interest."


The Prime Minister expressed his hope for "members of the House of Representatives to proceed with approving the draft budget law as soon as possible," noting, "We are waiting for an entitlement, which is the legislation of the oil and gas law, which will address all the imbalances that have accompanied this file since the adoption of the constitution."

He continued, "A number of Iraqi citizens were subjected to extortion from parties inside and outside the country, and this grievance continued for a long time," adding: "The time has come for the right to return to its people, and therefore the government of Prime Minister Muhammad Shia'a al-Sudani issued this binding decision that will reopen all files and receive complaints." From any citizen who was subjected to injustice by confiscating his house in order for the committee to study it and restore the right to his family.”

 

Regarding ending the problem of land ownership between the ministries, Al-Awadi stressed that "the rehabilitation of the entrances to Baghdad stopped due to the intersection between the ownership of the Baghdad Municipality and the governorate, and the borders of the institution that conflict with the borders of the second institution," noting that "all these matters are followed up by Prime Minister Muhammad Shia'a al-Sudani." .

 

And he indicated, "There are decisions, albeit individual and not in general, that are issued every two or three weeks to end the problem of land ownership between state institutions within cities or governorates."

A spokesman for the Ministry of Justice, Kamel Amin, said in a statement to the official agency, followed by “NAS” (April 12, 2023), that “the ministry has established a division to reduce money laundering in the real estate market, and this is a step in combating corruption and is linked to the government program,” pointing to One of the anti-corruption measures is to stop money laundering and terrorist financing.  

  

Amin added, "The establishment of this division is a local and international requirement, and it is directly linked to the Real Estate Registration Department," noting that "the tasks of this division are to report any suspicion of corruption or suspicions related to high-priced real estate."  

  

He pointed out that "this division will work according to controls called due diligence controls that were issued by the Real Estate Registration Department in May of last year, which includes a guide on the mechanism of dealing, in addition to that this division carries out a training process for all employees in the real estate registration departments, as it started training of legal personnel.  

  

And he continued, "Among its tasks is to communicate with all departments and people and update all information," noting that "instructions have been issued by the Central Bank related to the work of the division."  

  

He pointed out that "the division's work will not take place in all governorates, but rather it will be in a number of real estate registration departments that have high-priced real estate," stressing that "the division's work will begin in the capital, Baghdad, and in areas that include high-priced commercial real estate."  

  

He stressed that "there is a tendency to convert all data in the real estate registration departments into electronic data, as happened with the Notary Public," noting that "money laundering operations affected the rise in real estate prices in commercial areas, as is the case in theft of the century, which used part of its money to buy real estate." ".
