ERBIL, Kurdistan Region - Iraq’s parliament convened late Thursday, with the majority of parliamentarians voting for Mohammed Shia' al-Sudani’s cabinet which includes two Kurds.  

Sudani was tasked with forming Iraq’s next government on October 13, after more than a year of political bickering since the parliamentary elections in October 2021.

The cabinet consists of 23 ministers but only 21 were approved as Sudani did not present any names for environment and construction ministries. All members of the cabinet were later sworn in. 

Two Kurds are among the approved cabinet. Fuad Hussein remained in his position as foreign minister and Khalid Shwani became minister of justice, according to a list published by state media.  

Hussein represents the Kurdistan Democratic Party (KDP) while Shwani represents the Patriotic Union of Kurdistan (PUK). 

Iraqi and Kurdish leaders have congratulated Sudani for his cabinet.

Baghdad / Iraq News Network - Kurdistan Regional Government spokesman Adel Gutiar stressed on Thursday the need for the Kurdish political parties to work to resolve the differences and outstanding issues between Erbil and Baghdad through dialogues with the next federal government, stressing the application of article 140 of the Constitution, and the legislation of the oil and gas law consensually.Adel said in a press conference held today, that the plan of the Regional Government includes that important issues that have not been resolved for several years will be the nucleus of dialogue," adding "We He stressed that one of the very important issues for us is the territory of the Kurdistan Region and the issue of Article 140 of the Iraqi Constitution, saying that this article should be applied and the governmental and parliamentary committees of its own should be activated.Adel also referred to the issue of security in those areas covered by this article, saying that "many of its inhabitants live in an unstable security situation and the continuation of Arabization and threat processes and these must end." These are the main issues that the KRG calls on the Kurdish political parties to be the nucleus of their dialogues with the next Iraqi government."

Baghdad (IraqiNews.com) – The Iraqi Parliament granted confidence to the new Iraqi government on Thursday during a parliamentary session in which MPs voted on the new cabinet chaired by Prime Minister-designate Mohammed Shia Al-Sudani.

Al-Sudani was chosen on October 13 to form a new government following a year of division and disagreement between Iraqi political parties.

Al-Sudani and the new government need an absolute majority from the 329-seat parliament to be approved.

The Parliament’s media office mentioned in a statement that the parliamentary session was held under the chairmanship of Parliament Speaker Muhammad Al-Halbousi and with the presence of 253 MPs.

The new government and its ministerial program must gain votes of an absolute majority of the number of deputies in the Parliament, that is, one-half plus one, as stipulated in the Iraqi constitution.

According to Article 76 of the Iraqi constitution, the Prime Minister-designate shall present the names of his members of the Council of Ministers and the ministerial program to the Parliament.

The parliamentary session was expected to be held Thursday afternoon to vote on granting confidence to the new Iraqi government but was postponed until evening hours.

Rapporteur of the Iraqi Parliament, Gharib Askar, revealed that the reason for the postponement was to continue consultation with Al-Sudani on some of the nominations.

Although the Iraqi parliament granted confidence to all selected new ministers, two posts remain vacant, the Ministry of Environment and the Ministry of Construction and Housing.  

“Our cabinet was granted the confidence of the parliament,” Al-Sudani said via Twitter following the parliamentary session.

Following the confidence vote, the U.S. Ambassador to Iraq, Alina Romanowski, congratulated Al-Sudani after he, his ministerial program and his cabinet gained the confidence of the parliament.

“We are looking forward to working with the new Iraqi government to enhance our common goals during this important stage,” Romanowski said via Twitter.

The United Nations Assistance Mission for Iraq (UNAMI) issued a statement following the confidence vote congratulating Al-Sudani for winning the parliament’s confidence and confirming its readiness to provide support, according to the Iraqi News Agency (INA).

SULAIMANI — The Iraqi Prime Minister Mohammed Shia al-Sudani said in his first speech after taking office that he is determined to resolve disputes between Baghdad and Erbil once and for all.

In a meeting of parliament on Thursday (October 27) during which the new government cabinet was approved, Sudani said he hoped the cabinet would be able to gain the trust of the people's representatives and open a new agenda in the field of implementation. 

"Our ministerial team will take responsibility at this stage when the world is struggling with big political changes and economic crises,” Sudani said. 

He also said the cabinet will work on increasing capabilities of local governments in the country and that issues between the federal government and the Kurdistan Regional Government (KRG) will be tackled based on the constitution and in the framework of partnership. 

Corruption 

Sudani described corruption as a disease that engulfed all the parts of Iraq, which has resulted in economic problems and has weakened the role of the government and increased poverty in the country. 

He said the new government will work on a strong and necessary program to confront corruption. 

Iraq’s Economy 

Sudani spoke on an economic project that will serve all Iraqis now and in the future. 

He said the project will be able to create a major change and provide job opportunities and investments. 

He also stated the crisis all sectors in Iraq are facing needs to be dealt with, and that the new and old projects that are not completed have to be worked on and completed. 

Sudani also said these crises have had a direct effect on people’s livelihood and poverty in the country. 

The new cabinet will work with the House of Representatives and the Judicial Council to approve and amend laws on investment in a way compatible with the needs of economic resources.

Sudani’s new government cabinet and agenda were approved the Iraqi parliament on Thursday.
