Despite the assertion by the current Iraqi Prime Minister Mustafa Al-Kazemi yesterday that any new government in the country excludes the leader of Al-Niyar Al-Sadr, Muqtada Al-Sadr has not been successful and will face several obstacles, and may even explode a massive wave of protests, during the past hours, news circulated about meetings held between the framework Al-Sadr’s arch-rival, which includes Nuri al-Maliki and the Al-Fateh Alliance, as well as other pro-Iran factions, to come up with a government formation.

A leader of the Wisdom Movement stated, in a tweet on his Twitter account yesterday evening, that the final agreement paper had been settled, and "the leaders of the framework, the Kurds and the Sovereignty Alliance signed it, after multiple negotiating rounds, in which no representative of al-Sadr was present."

As Murtada Jawad pointed out, the most important thing in that paper or agreement is "maintaining balance, partnership and consensus."

He added that the coordinating framework is determined to hold the parliamentary session next Tuesday, according to him.

On Monday, Kurdistan Democratic Party MP Shirwan Al-Dobardani revealed the details of a meeting held yesterday at the home of the head of the Wisdom Movement, Ammar Al-Hakim.

Earlier, the head of the Awareness Movement, Salah Al-Arbawi, considered the recently announced "state administration coalition" as "just slogans."  

  

Al-Arbawi said in an interview with his colleague Saif Ali, followed by “Nass”, (September 26, 2022), that “the season of political sorrows is still going on, and there is a political dish without taste or smell, and it is not possible to serve good food from it, and all dishes will be spoiled and it will not be possible to breathe.” by the Iraqi people."    

  

He added, "Things are moving towards more blockages," noting that "the coordinating framework and its allies act according to the logic of the administrator and put the people outside their equations."    

  

He continued, "Things have reached their ends and change must be presented clearly and explicitly," noting that "the coordination framework is looking for its interests and the interest of the people is absent in its eyes."    

  

And regarding “the sailing of the ship of the State Administration Coalition,” Al-Arbawi said: “The State Administration coalition is just slogans and lies in a lie,” noting that “the resignation of Parliament Speaker Muhammad al-Halbousi is a step to renew the pledge of allegiance to him by the framework and others.”

Earlier, the representative of the Kurdistan Democratic Party, Jia Timur, expected the fate of the resignation submitted by Muhammad al-Halbousi from the position of parliament speaker.  

  

Taymour said in a statement to the official channel, followed by "Nas" (September 26, 2022), "I think that Al-Halbousi's resignation two days before the session is a kind of intelligence and tactics. The resignation of the Sadrist movement's deputies.    

  

The deputy added, "The political blocs will not accept al-Halbousi's resignation and they will renew their confidence in him, as well as protect him from embarrassment in front of the Sadrist movement."    

  

On the other hand, Taymour stated, "It is said that Mohsen Al-Faili will be nominated by the framework as a candidate for the position of the first deputy speaker of the council."    

  

He explained, "The state administration coalition is just propositions and an exchange of ideas about the tasks and form of the next government, and it is not a political alliance, but rather a parliamentary alliance to administer the state in this transitional phase, and it is not a long-term political alliance whose survival is linked to the duration of the government."     

  

He pointed out that "the Kurdistan Democratic Party believes that in order to protect the rights of the people of the Kurdistan region, they must participate in the next government. He still believes that taking the opinion of the Sadrist movement is necessary and should not be excluded from the political process because it is still able to turn the tables on everyone."

The House of Representatives decided to resume its sessions on Wednesday.
The session's agenda includes voting on the resignation of Parliament Speaker Muhammad al-Halbousi from his post.
It also includes voting for the first deputy speaker of the House of Representatives. 

He renewed the coordination framework, his willingness to go to early elections after completing the introductions of a government with full powers, approving a federal budget, amending the election law and organizing the Independent High Electoral Commission.

The deputy candidate for the coordination framework for the prime minister, Muhammad Shiaa Al-Sudani, announced that he will attend the parliament session scheduled for tomorrow, Wednesday.

The political analyst suggested "to reassure the Sadrist movement and notify it of its existence in the political process through a charter that defines the identity and tasks of the government and the time limit for them, and setting a date for the elections and holding them subject to guarantees of acceptance of their results, and this charter will be a road map for all."

Shafaq News/ The candidate of the coordination framework for the presidency of the Council of Ministers, Muhammad Shiaa Al-Sudani, expressed on Thursday his support for representing the Turkmen component in the next federal government.

This came during his meeting today in the capital, Baghdad, with the head of the Turkmen Parliamentary Bloc, Representative Arshad al-Salihi, the deputy head of the bloc, Representative Gharib Askar al-Turkmani, and Turkmen representatives Luqman al-Rashidi, Muntaha Qara Koinluwa and Zulekha Elias, according to a statement issued by the bloc.

The statement stated that during the meeting, they discussed the political situation in Iraq, and the ongoing discussions to form a government, where the importance of consolidating the language of dialogue between political forces and presenting the national interest above all considerations was emphasized.

The statement added that the Turkmen bloc emphasized the formation of a strong national government capable of running the country, and also stressed the observance of the national entitlement of the Turkmens and the representation of the Turkmen component in the next government and sovereign positions in the state.

The statement quoted Al-Sudani, as saying during the meeting, that the Turkmen have the constitutional right to government representation and took their leading role in shaping and building the country's future.

Sabri said in a press statement that "the Kurdistan Democratic Party bloc held, yesterday, Wednesday, extensive meetings with the negotiating delegation and all parties concerned with the Iraqi issue in Baghdad, indicating that "the situation is very sensitive now and there is a political agreement that includes all political parties regarding the next stage.
" Parliament has been disrupted during the past months, and with the caretaker government continuing to manage the country’s affairs, the House of Representatives held a parliamentary session yesterday, Wednesday, during which it renewed confidence in Parliament Speaker Muhammad al-Halbousi, and chose Mohsen al-Mandalawi as first deputy speaker. 
Sabri said, "The Kurdistan Democratic Party's parliamentary bloc held a meeting with the negotiating delegation, and it is in its final stages to sign a working paper for the next stage, which includes several paragraphs based on the constitution."
She pointed out that "there are three main paragraphs, including the establishment of a real partnership in Iraqi political decision-making, ensuring balance within government institutions and all Iraqi administrative structures, and finally consensus between the parties on all legislation."
According to Sabri, the working paper emphasizes three axes, which are what the political forces must do, including the formation of a government of national service and reform, and the establishment of a political body from all political parties that requires their approval to issue any new political decision. The second axis is what the new government should do, and several points related to the Kurdistan Region were included in the agreement in this context. 
She explained that the working paper that was signed yesterday, is a map to form the program of the new Iraqi government, and not the government program itself, indicating that this paper will be a basis on which to rely on the work of the next government, regarding the unification of customs policy, setting fair standards for reconstruction in the Sunni areas. Holding provincial council elections within six months, returning the displaced within six months, compensating those affected by terrorist operations, and including the Sinjar Agreement, which is an important issue for the Kurds.
 The working paper also included the issue of the return of the Kurdish parties to the regions of Nineveh, Kirkuk and Diyala, filling the voids by the joint forces between the Peshmerga and the Federal Security Forces, Article 140 of the Constitution and activating the specialized committee to implement the article in the Council of Ministers, according to a spokeswoman for the Kurdistan Democratic Party bloc, who confirmed that the paper It includes political, executive, and legislative axes. 
Sabri said that the new government will be formed in an upcoming parliamentary session, after all political blocs and parties agreed on the date of the session. The same applies to the issue of the President of the Republic, which is expected to be resolved during the same session.
