On Thursday, the President of the Patriotic Union of Kurdistan, Paval Talabani, met with the head of the Al-Fateh Alliance Hadi al-Amiri, after negotiations with Foreign Minister Fouad Hussein.  

 

  

  

Al-Amiri's media office said in a statement that "Nass" received a copy of it (July 28, 2022), that "the head of the Al-Fateh Alliance Hadi Al-Amiri received in his office in the capital, Baghdad, the head of the Patriotic Union of Kurdistan, Paval Talabani."  

  

He added, "The two parties discussed the latest developments in the political situation and the speedy formation of the government."  

  

The two parties stressed, according to the statement, "the need to continue dialogues and understandings to reach realistic, acceptable results that adopt constitutional frameworks."  

  

Earlier, the President of the Patriotic Union of Kurdistan, Bafel Talabani, received in Baghdad the Minister of Foreign Affairs, Fouad Hussein.    

  

A statement of the National Union received by "Nass" (July 28, 2022), stated that "during the meeting, the political situation in Iraq and the region was discussed, and the legal and constitutional means to form the new Iraqi government and the issue of electing the President of the Republic were completed."    

  

The meeting stressed the "unification of efforts, understanding and consensus in accordance with the principle of true partnership, so that a government of national services would be formed that would bring stability and prosperity to the people."    

  

The meeting discussed another axis, including "the protection of nationalism and constitutionalism for the Kurds in Iraq, while the two sides agreed on the unity of discourse and position."    

  

And political sources in the capital, Baghdad, stated that  the Iraqi Foreign Minister, Fouad Hussein, who heads the Kurdistan Democratic Party’s negotiating committee, met today, Thursday, with the President of the Patriotic Union of Kurdistan, Bafel Talabani, and discussed with him the latest developments in choosing the president of the republic.  

  

No developments have been reported from the meeting so far.     

Despite the ongoing negotiations, between the two Kurdish parties, regarding the position of the presidency, the two sides did not reach an agreement regarding them, with the parliament session dedicated to electing the president imminent.     

  

And earlier,  the secretariat of the leadership council of the Patriotic Union of Kurdistan, took a decision regarding the position of the President of the Republic .  

  

According to an internal communiqué of the secretariat seen by “Nass” (July 27, 2022) addressed to members of the leadership council of the Patriotic Union of Kurdistan, it said, “Friends, we inform you all, including all the cadres of the Patriotic Union of Kurdistan in various circles, from now on, Not to comment on the issue of the position of president for any of the media outlets of the Patriotic Union of Kurdistan, and Kurdish, Iraqi and international media institutions.”     

  

He added, "This is the decision of the presidency of the Patriotic Union of Kurdistan and everyone must abide by it, and friends must inform everyone of the decision."

Al-Asaib denies Al-Sudani withdrew from running for prime minister

Basem Khashan: The initiative of the independents pushed Al-Sadr to withdraw from the political process

He added, "This coalition did not offer the independents anything but the presidency of a committee here and another there. This offer was accepted by the representatives who announced their remaining neutral in the matter of forming the government, and a good number of independent representatives opposed this project, and I was one of them."  

  

Khashan indicated, "I confronted this project as an individual, and I stood alone against it in the Federal Court, and I obtained a loyalty order that disrupted the work of the Council for weeks, and boycotted the session of electing the President of the Republic as an individual, as did a number of independent representatives who realized the danger of the Triple Alliance's control over all the legislative authority and all the executive authority. Together, forming a government has become impossible without negotiating with independents opposing this project.  

  

He pointed out that "instead of negotiating with the independents, Mr. Al-Sadr gave the framework forces 40 days to form the government, and nothing was offered to the independents at all, and before the end of this period, the framework forces announced their initiative, which included an agreement that the prime minister would be an independent, and on the day Next, Mr. Al-Sadr replied, "Salute" the frame with less than it.  

  

Khashan added that "in response to the framework initiative, and not a desire to include the independents, Mr. Al-Sadr announced an unclear initiative in which he abandoned Prime Minister Al-Qah in favor of the independents, but according to conditions and criteria he did not specify in his unclear initiative, and stipulated the signature of 40 deputies whose independence is not questionable to be part of of the Triple Alliance bloc.

Research Center: Three scenarios await the prospective Iraqi government after the announcement of the framework candidate

A report published by the "Emirates Policy Center" stated that three scenarios await the Iraqi government after deciding the nomination of Muhammad Shia Al-Sudani for its presidency, stressing that all possible scenarios lead in one way or another to early elections, which seem to be the only way out of the impasse of the Sadrist movement's exit from Parliament.  

  

  

  

The report, which was reviewed by "Nass" (July 29, 2022), said that the chances of the success of the next government seem relatively weak at the present time, without a major deal in which the Sadrists enter, or another alternative deal that the "coordinating framework" can conclude with the Sunni and Kurdish political forces.  

Below is the text of the report:  

  

After the failure to form the Iraqi government for nine months, since the early parliamentary elections were held in October 2022, the "Coordination Framework" (representing Shiite forces other than the Sadrist movement) announced the nomination of Muhammad Shia al-Sudani for the position of Prime Minister. This nomination faces various challenges, most notably Muqtada al-Sadr's objection, which prompted his supporters to storm the Green Zone and the Parliament building on July 27, 2022 in protest against Al-Sudani's nomination and the framework's direction to form the new government.   

This paper highlights the background of Al-Sudani's candidacy, the challenges facing this candidacy, and possible scenarios for the government formation crisis.   

 

Al-Sudani: Candidacy Context and Political Background  

 

The success of the "coordinating framework" at last in agreeing on a candidate for the position of prime minister, after many disputes and delays, indicates its ability to resolve and overcome its differences, albeit on a temporary basis so far. Al-Sudani belongs to what has become widely known in Iraq as “second-rank politicians”, to distinguish them from the politicians of the first row, and they are the senior politicians who have led the political process in Iraq since 2003. Al-Sudani comes from a southern family, in the poor province of Maysan, that belongs to Shiite political Islam; Saddam Hussein's regime executed his father in 1980 on charges of belonging to the Islamic Dawa Party. Al-Sudani completed his university studies at the University of Baghdad and obtained a BA in Agriculture.  

  

After the fall of the regime in 2003, the man belonged to the Dawa Party. With the party’s help, Al-Sudani assumed his first official position as the mayor of the city of Al-Amarah, the largest city in Maysan Governorate and its capital. Then, in 2003, he assumed the position of Maysan Governor, then a member of the House of Representatives, in addition to his work as Minister of Human Rights between 2010 and 2014.  

  

During his tenure in this position, he also held several acting ministries at various times, such as the Ministries of Finance, Trade and Industry, Immigration and Displaced Persons, and Agriculture. His assumption of these positions during the reign of Al-Maliki's second government (2010-2014) indicates Al-Maliki's personal confidence in him, which may reflect negatively on his chances of success in forming the government, especially since it was Al-Maliki who supported his candidacy in the last-minute negotiations within the framework before he was announced as a candidate. Alone and unanimously on the coordination framework.   

  

At the beginning of 2020, after the resignation of the government of Adel Abdul-Mahdi at the end of 2019 due to the popular protest movement, Al-Sudani announced his resignation from the Dawa Party. That resignation came in the context of the rising possibilities at the time that he would be tasked with forming a new government to succeed Abdul-Mahdi's government, but the objection of some protesters and the Sadrist movement to this nomination ended the man's fortunes at the time.   

  

After establishing the Euphrates Movement at the beginning of 2021, in preparation for running in the October elections, Al-Sudani continued, through his electoral campaign, to raise "safe" issues of popular consensus around them, such as the need to combat corruption, encourage investment, revitalize the economy, and care for youth. His current won one seat in the elections, which was obtained by Al-Sudani himself, to join the "coordinating framework" following the outbreak of the conflict between the latter and the Sadrist movement regarding the formation of the majority government in exchange for the consensual government.  

  

In general, Al-Sudani is considered a moderate figure within the Shiite political Islam movements, as the man usually stays away from sectarian rhetoric, and generally avoids sharp and divisive political provocations. Part of this is a reflection of his personal nature that tends to calm, while the other part is related to an understandable quest to present himself as a reformer concerned with reforming institutions and employing them to serve society, and not as an Islamic or sectarian ideologue taken to ensure the Shiite dominance of the state.  

  

All of these are considered positive traits that are in the interest of men in the political field, but all this does not mean that a man's path to the premiership will be easy or even available, as there are great challenges facing his path.  

Sudanese candidacy challenges and possible scenarios  

The challenges facing Al-Sudani’s candidacy, and his chances of success or failure, can be summarized in these three scenarios:  

The first scenario: the failure of the Sudanese assignment  

The first challenge that Al-Sudani faces is that his candidacy collides with a general public that is skeptical and angry at the political class, and is not ready to give it another chance to run the country, and therefore the majority of this public will view Al-Sudani as an extension of this class.   

  

But the biggest and most important challenge remains what appears - so far - the Sadrists' objection to it. The initial signals from the Sadrist movement suggest a firm rejection of the man. This rejection is linked to Sadrist's firm belief that al-Sudani is a follower of Maliki, the Sadrists' archenemy. This belief is supported by the fact that al-Maliki, in the last "coordinating framework" meeting to choose the coalition candidate for the post of prime minister, was the one who decided the nomination in favor of the Sudanese by rejecting the other candidates, including former Prime Minister Haider al-Abadi, and his insistence on the Sudanese.   

  

The Sadrists do not accept that al-Maliki becomes a “king-maker” and their suspicions increase about a candidate who will emerge from al-Maliki’s mantle and be affiliated with him, especially since the Sudanese does not have a strong parliamentary bloc led by him that he can rely on in forming his own policies and positions, meaning that the man will find himself under pressure to implement al-Maliki’s agenda. Which includes - according to recent leaks attributed to the man - a preparation for the use of military force against the Sadrist movement.  

  

The logical step for any government dominated by al-Maliki is to dismantle the influence of the Sadrist movement in state institutions, which opens the door to a sharp confrontation between the Sadrists and such a government. Therefore, the Sadrists seek a proactive confrontation that prevents the formation of such a government in the first place, and this is what happened through al-Sadr's guidance to his supporters. to the storming of the Green Zone and the parliament building on July 27 to object to Al-Sudani’s candidacy, a move that Al-Sadr himself described in his tweets to him as “an ear bell”, in an implicit reference to the coordinating framework, so that the framework does not believe that he is able to form a government without Al-Sadr’s approval.  

  

The Sadrists’ rejection of Al-Sudani’s candidacy means that the framework’s support for this candidacy will likely be disrupted, especially in light of the legitimate desire of various framework parties, including the “Al-Fateh” movement led by Hadi Al-Amiri and the “state forces” movement led by Mr. Ammar Al-Hakim and Haider Al-Abadi, to accommodate the Sadrist movement through the nomination of A prime minister who is acceptable to him does not provoke him or push him to challenge the nomination.  

  

Another result of the Sadrist opposition to the candidacy is to push the Kurdish and Sunni parties to oppose this candidacy, as the Kurdish and Sunni blocs together can use the blocking third to prevent the passage of a government headed by the Sudanese, in the same way that the framework used this third to prevent the passage of the majority government sought by the tripartite alliance led by the Sadrist movement.  

If this scenario materializes, the result that is expected to result is either heading to early elections under the current Al-Kazemi government, or the “coordinating framework” nominating another candidate who is acceptable to the Sadrists and the Iraqi public.   

The second scenario: Al-Sudani’s success in forming the government  

Nevertheless, there remains a reasonable possibility that the "coordinating framework" will succeed in reaching a major deal with its potential Kurdish and Sunni partners through which it can bypass the Sadrist opposition and form the next government headed by Al-Sudani. The framework may need some Iranian support here to make this grand bargain, through Iran’s endeavor to mitigate the differences between the framework’s hawks and its doves, and its pressure on the Kurdish parties, especially the Patriotic Union of Kurdistan, which can be understood through the coincidence of Sadr’s supporters storming Parliament with the convening of a leader The Iranian Quds Force, Ismail Qaani, held a meeting with the leaders of the coordination framework to urge them to form a government, and he also met with the head of the Patriotic Union of Kurdistan, Bafel Talabani, for the same purpose.  

  

Even if the coordination framework succeeds in passing Al-Sudani’s candidacy and forming the government, serious doubts will persist regarding the age of this government and its ability to achieve any real reform. The dominance of competing parties over state institutions and their management on the basis of party priorities related to maintaining ties and clientelist interests, not government priorities related to the public interest.  

  

This formula has proven its failure many times, and the Iraqi youth protested against it and its severe negative results in 2019, and the political class made reform promises regarding overcoming this failed formula, but with Al-Sudani’s candidacy, it seems an explicit return to the same formula that caused the previous repeated failure.   

  

This may add another factor that weakens the prospects for the longevity of this government if it is formed, which is the factor of popular anger, as one of the usual examples of failure in light of this prospective government may provide the spark that may ignite a new popular protest, especially with the emergence of a class of young political activists who have experienced Organizing protest actions at the country level during the October protest movement between 2019 and 2020. Here, the Sadrists, with their high organizational capabilities and a wide and disciplined audience, could enter the line of such popular protests and turn them in his favour. This scenario will also lead to the option of early elections.  

Scenario III: Assigning another non-provocative candidate  

Under this scenario, and following the emergence of the impossibility of passing the Sudanese government through Parliament, the coordinating framework may withdraw its current candidate in favor of another candidate who belongs to the doves wing in the framework and accepted by the Sadrists, or even a non-framework candidate. The realization of this scenario depends on one of two interrelated matters: the first is the intensity of the general popular objection, or the Sadrist, or the Sunnis and the Kurds, or all these parties together, against Al-Sudani, as a prime minister who owes allegiance to Al-Maliki.  

  

The second factor is the ability of the Sadrists to weaken al-Maliki by focusing on the recent leaks attributed to him, which include plans to commit criminal acts for which Iraqi law will be held accountable. In the event that the Iraqi judiciary takes serious measures that will put al-Maliki in an embarrassing legal situation, the man will find himself obliged to make a political concession by withdrawing his candidate and accepting another candidate who is also accepted by the Sadrists.   

  

Here, al-Abadi appears to be the most likely candidate in this scenario because of his previous and generally successful alliance with the Sadrists during his tenure as prime minister between 2014 and 2018, and the man's well-known feud with al-Maliki, which provides another factor of reassurance for the Sadrists that the premiership will not be in the hands of their opponents. Also, al-Abadi is almost the only politician from the political class who enjoys some popular support

In general, the chances of Muhammad Shia'a al-Sudani's success in forming the next Iraqi government seem relatively weak at the moment, without a major deal in which the Sadrists enter, or another alternative deal that the "coordinating framework" can conclude with the Sunni and Kurdish political forces.

And he indicated that "the democratic system has its contexts, and the coordinating framework is not a single political party, but rather a group of forces, and their agreement on a specific personality is not an easy matter," stressing that "the coordinating framework unanimously agreed on its candidate, Muhammad Shia'a al-Sudani, and announced that and will proceed with the steps to form the government, and that the issue is now focused in the arena. Statement from the Coordination Framework on Government Formation Consultations

On Friday, the coordinating framework affirmed its desire for all national forces to be in harmony in the position regarding the completion of the constitutional entitlements prior to the convening of the parliament session dedicated to electing the President of the Republic.  

  

  

The framework stated in a statement, a copy of which was received by "Nass" (July 29, 2022), that "for months, the coordination framework has been working to correct the course of the political process, which I want it to go in unknown directions away from the people's desire and the votes of the voters."  

  

He added that "in continuation of his efforts, the coordination framework is keen to complete the understandings between all political forces and renews the call for the Kurdish forces to hold more serious dialogues in order to reach an agreement on a candidate for the presidency."  

  

Al-Attar affirmed his "desire for all national forces to be in harmony in the position regarding the completion of the constitutional dues prior to the parliament session devoted to electing the president of the republic."  

  

He pointed out that "the negotiating team formed by the coordination framework will begin its dialogues with the political and other parties in order to reach internal understandings that contribute to increasing the strength of the next government and make it able to better perform its service tasks."

Al-Halbousi discusses with Babir finding solutions that are consistent with the stage
  
{Political: Al Furat News} Parliament Speaker Muhammad Al-Halbousi discussed today, Thursday, with the head of the Kurdistan Justice Group, Ali Babir, finding solutions that are consistent with the importance of the stage and its requirements.

A statement by Al-Halbousi's media office, of which {Euphrates News} received a copy, said that the latter, during his meeting with Baber, discussed "developments of the political scene in the country."

The presidents of the republic and the judiciary call on the political forces to a joint dialogue to find solutions
  
{Politics: Al Furat News} The Presidents of the Republic and the Supreme Judicial Council called today, Thursday, for all political forces to engage in a joint dialogue to find solutions.
 

And the judiciary’s media denounced, in a statement, which {Euphrates News} received a copy of, that: “The President of the Supreme Judicial Council, Faiq Zaidan, received the President of the Republic, Barham Salih, and discussed with him the turbulent reality that the country is going through.”

"The two sides call on all political forces to hold a joint dialogue to find agreed solutions within the constitutional and legal framework," he added.

Al-Amiri and Talabani stress the need to reach realistic results that adopt constitutional frameworks
  
{Political: Al-Furat News} The head of the Al-Fateh Alliance Hadi Al-Amiri discussed in his office today, Thursday, in the capital, Baghdad, the head of the Patriotic Union of Kurdistan, Paval Talabani, the latest developments in the political situation and the speedy formation of the government.

The two parties stressed, according to a statement by Al-Amiri's office, "the need to continue dialogues and understandings to reach realistic and acceptable results that adopt constitutional frameworks."

The political situation in Iraq is witnessing successive developments after the nomination of the coordinating framework of MP Muhammad Shia'a Al-Sudani for prime minister, where demonstrators from the Sadrist movement stormed yesterday the Green Zone and the parliament building as an expression of rejection of Al-Sudani's nomination.

Asa'ib Ahl al-Haq denies Al-Sudani's apology
  
{Political: Al Furat News} The Ahl al-Haq gang denied the news that MP Muhammad Shiaa al-Sudani had apologized for running for prime minister.

"We deny the cheap lies spread by the media about the apology of Mr. Muhammad Shia al-Sudani," Mahmoud al-Rubaie, a spokesman for the political office of the movement's Sadiqoon movement, said in a tweet.

He added, "We are proceeding with the project of building the state and getting rid of Al-Kazemi's government," he said.

And there was news this evening about Al-Sudani's apology for the nomination, a day after demonstrators stormed the Green Zone and entered the House of Representatives building, in refusal to nominate Al-Sudani's nomination framework.

The framework forms a negotiating team regarding the formation of the government and begins its rounds from tomorrow
  
{Political: Al Furat News} The coordination framework announced the formation of a negotiating team with the political forces regarding the formation of the government.

A statement by Al-Furat News Agency, a copy of it, said that "the coordination framework held a meeting today, Thursday, as part of its continuous series of meetings to consult on the political issue of Iraq."
"This meeting resulted in the formation of a negotiating team to discuss with all political forces regarding the formation of the government and the completion of the constitutional entitlements," he added.
He pointed out that "the negotiating team will start its rounds of dialogue tomorrow, Friday."

Member of the Law: The negotiating framework team does not exclude the Sadrist movement
  
{Political: Al Furat News} A member of the State of Law coalition revealed that the negotiating team for the coordination framework for forming the government does not rule out negotiation with the Sadrist movement.

Wael Al-Rikabi told {Euphrates News} that "the members of the negotiating team that formed the framework yesterday are among the leaders of the framework, and they are: {Nuri al-Maliki, Hadi al-Amiri, Faleh al-Fayyad, Ahmed al-Asadi and Abdul-Sada al-Fariji}."
He explained that "the team will undertake to negotiate with all political parties to expedite the formation of the government and does not rule out negotiations with the Sadrist movement."
Al-Rikabi pointed out that "the powers of the team are to negotiate and reach understandings between everyone."
The coordinating framework decided in its meeting yesterday to form a negotiating team to discuss with all political forces regarding the formation of the government and the completion of the constitutional entitlements,” noting that “the team will start its dialogue rounds on Friday {today}.”
The framework step comes after his nomination of MP Muhammad Shia Al-Sudani for prime minister.

Shafaq News/ An informed political source revealed, on Thursday, an upcoming meeting that will be held between the leaders of the coordination framework exclusively and the commander of the Iranian "Quds Force" Ismail Qaani, to discuss political developments.

Qaani, who succeeded Qassem Soleimani with the leadership of the Quds Force, who was assassinated in Iraq in a US air raid, repeated his visits to Baghdad to rearrange the Shiite house again and form a consensual government, but his previous attempts did not achieve his goal.

The source told Shafaq News Agency, "The meeting will be held this evening at the house of one of the leaders of the coordination framework to discuss the repercussions of the political scene, specifically resolving the situation regarding the parliament session for electing the president of the republic and what will follow it."

He added, "The holding of the session on Saturday or not is subject to the recommendations or agreements that will be issued in today's meeting, and it may be postponed to the next Monday."

The source pointed out that "the framework is trying to go towards calm and find a stability equation."

Regarding the departure of the tire's supporters in the demonstrations next Saturday, the source explained, "So far, the matter has not been resolved, and all positions remain subject to the results of this evening's meeting."

Yesterday, Qaani held an extensive meeting with the leaders of the framework in conjunction with the start of the demonstrations by the supporters of al-Sadr who reject the candidate for prime minister, Muhammad Shiaa al-Sudani.

And earlier today, the Presidency of the Iraqi Council of Representatives denied setting a date for the election of the President of the Republic, stressing that what was published about setting it next Saturday is not true.

Some political blocs and deputies had announced in earlier times that next Saturday, the House of Representatives would hold a session to elect the President of the Republic, who in turn would ensure the largest parliamentary bloc to form the government.

Earlier today, a leading source in the coordination framework that includes Shiite forces except for the Sadrist movement told Shafaq News Agency; "There is fear among the leadership of the coordination framework of holding a session to elect the president of the republic and assigning the framework candidate, Muhammad Shiaa al-Sudani, to form the government, for fear of storming the parliament by supporters of the Sadrist movement, as happened yesterday, Wednesday."

Shafaq News/ An informed source revealed the members of the negotiating committee formed by the coordination framework, to discuss with the political forces, in order to form the government.

The source told Shafaq News Agency, that it consists of Nuri Kamel Al-Maliki, Hadi Al-Amiri, Faleh Al-Fayyad, Ahmed Al-Asadi, Abdul-Sada Al-Fariji.

The Coordination Framework held a meeting on Thursday evening to consult on the political issue of Iraq.

A statement by the framework stated, "This meeting resulted in the formation of a negotiating team to discuss with all political forces regarding the formation of the government and the completion of the constitutional entitlements, and the team will start its dialogue rounds tomorrow, Friday."

This comes after movement and calls within the Sadrist movement published on social media threatening to storm the House of Representatives again if the coordinating framework insists on the nomination of Muhammad Shia al-Sudani for the position of prime minister, or a session of Parliament is held next week.

Yesterday, Wednesday, hundreds of al-Sadr's supporters stormed the Iraqi parliament building in the Green Zone, in protest against the coordination framework's move to form a government and push a candidate from the Dawa Party led by al-Maliki.

Al-Sadr had hinted on more than one occasion to stand in the way of forming a government in accordance with the principle of quotas adopted since 2003.

Al-Sadr withdrew from the political process, after months of tug-of-war with the coordination framework to form a government according to the majority principle, which he confronted in alliance with the Kurdistan Democratic Party and a Sunni political coalition that brought together Muhammad al-Halbousi and Khamis al-Khanjar.

Shafaq News/ The leader of the Al-Fateh Alliance, Hadi Al-Amiri, and the President of the Patriotic Union of Kurdistan, Bafel Talabani, affirmed this evening, Thursday, the continuation of political understandings in order to expedite the formation of the expected government.

Al-Amiri's media office said in a statement received by Shafaq News Agency, that the latter received in his office in Baghdad, the President of the Patriotic Union of Kurdistan, Paval Talabani, and the two parties discussed the latest developments in the political situation and the speedy formation of the government.

The two sides stressed the need to continue dialogues and understandings to reach realistic and acceptable results that adopt constitutional frameworks.

This comes after a meeting held by the President of the Patriotic Union of Kurdistan, Bafel Jalal Talabani, with Iraqi Foreign Minister Fouad Hussein, at the home of the late President Jalal Talabani in the capital, Baghdad.

According to a statement received by Shafaq News Agency, the two sides discussed the political situation in Iraq and the region, and the completion of legal and constitutional ways to form the new Iraqi government.

He stressed "unifying efforts, understanding and consensus in accordance with the principle of true partnership, in order to form a government of national services that would bring stability and prosperity to the people."

On Wednesday, an informed political source revealed details of talks that took place between the commander of the "Quds Force" in the Iranian Revolutionary Guard, Ismail Qaani, with the Patriotic Union of Kurdistan on the sidelines of his meeting with the coordination framework in Baghdad.

The source told Shafaq News Agency, that the meeting discussed the issue of the candidate for the presidency of the Iraqi Republic, where the dispute between the Union and the Kurdistan Democratic Party.

According to leaks obtained by Shafak News Agency, the settlement candidate who is being talked about is Latif Rashid, a member of the Political Bureau of the National Union, and the late President Jalal Talabani, husband of Shanaz Ibrahim Ahmed.

The dispute revolves between the two main parties in the Kurdistan Region, over the re-nomination of Barham Salih for the post of the presidency.

Kurdistan Democratic Party: The presidential file cannot be resolved in one session
  
{Political: Al Furat News} The Kurdistan Democratic Party, headed by Masoud Barzani, acknowledged the difficulty of resolving the presidential file in one session.

Party member Wafaa Muhammad Karim told {Euphrates News}, "The resolution of the file of the Presidency of the Republic is fateful and related to public weight and decisions related to leaders, and it cannot be resolved in one session between Bafel Talabani and Fouad Hussein."

He added that "the situation requires holding a meeting within the single leadership and deciding the matter," noting that "the meeting of Pavel Talabani and Massoud Barzani included initiatives and trade-offs, which included offers to replace the presidency of the republic with the sovereign ministries and the deputy speaker of parliament in exchange for the union's waiver of the presidency."

"After any meeting, the parties ask for time to make a decision," he noted.
