"The contracting sector witnessed a decline in its rates during the year 2020 compared to 2019, as its rates decreased to 20.3%," ministry spokesman Abdul Zahra Al-Hindawi said, according to the Iraqi News Agency.

And that "the decline was influenced by the circumstances that the country went through during the past year, represented by the Corona pandemic, low global oil prices, and the lack of a budget providing financial allocations for projects."

He added that "the cost of contracting reached 1 trillion and 900 billion Iraqi dinars, a decrease of 29% compared to 2019," noting that "Nineveh governorate ranked first in the number of projects referred during the year 2020, which amounted to 135 companies in the field of buildings and constructions at a cost of 59 billion dinars."

He stressed that "the capital, Baghdad, ranked second with 121 companies referred in the field of buildings and constructions, at a cost of 522 billion dinars, and then Diyala governorate came in third place with 65 companies at a cost of 125 billion dinars."

 

He pointed out that there is no differentiation between one governorate and another, but that the projects are implemented according to the available financial allocations for each governorate, as the Ministry of Planning deals in accordance with clear planning standards in this area.

Official statements that accompanied the announcement of the implementation of the project, indicated that its cost would reach 8 billion dollars, on an estimated area of 150 dunums, and a capacity of up to 150 thousand barrels per day.
, that the project was referred to Rania International Company, an Iraqi company invested under an investment portfolio. The North Refineries Company revealed four reasons that prevented the implementation of the project, the first of which is that the investing company, after the assignment and signing the contract, requested to adjust the refining capacity from 150,000 barrels per day to 70,000 barrels per day, and then returned and demanded an adjustment of the capacity to 75,000 barrels per day, but after Inquiry of the investing company from Shaw, the British company that designed the basic design 
(currently technip company) The investing company has returned to the contracted capacity, which is currently 150 thousand barrels.
The source added, that the location of the project was a second reason for the delay in implementation, as the land on which the refinery is to be built is in the Bajuan area in the Debs district of Kirkuk, part of which belongs to the local administration in Kirkuk and part to the Ministry of Finance, and its issue has not been resolved so far. He continued, as for the third reason, it came after the investing company submitted a request to the Ministry of Oil to change the location of the project to the area opposite the North Gas Company, because most of the land is owned by the North Oil Company. The fourth reason was the financial capacity of the company, as the source revealed that the North Refineries Company sent a warning to the investing company regarding its failure to identify the sources of financing and bank guarantees required in such type of investment projects.
The source indicated that his company has formed a working team of its competent staff to follow up the implementation of the project, identify and address all obstacles, and communicate with the investing company and Kirkuk governorate departments for the purpose of facilitating the implementation of the project.

He pointed out that "the committee called on the Investment Authority to provide it with a list of its lagging projects and their full details in order to find the necessary solutions for them." He stressed that "there are many lawsuits and cases in the courts due to companies' neglect and abandonment of projects, whether in Baghdad or the provinces, and many of them have been resolved, and some lawsuits are still pending and projects are suspended despite the urgent need for them." Al-Maliki suggested, "the formation of committees within the ministries or provinces with the companies implementing the projects and under the supervision of the House of Representatives to solve the problems of the outstanding investment projects."

He stated: "We started solving Basmaya's problem, and within days, a group of apartments will be handed over to employees and members of the security forces, the army and the Popular Mobilization Forces, and we have already started solving the problem after the project was dead."

He continued, that the interests of the Basmaya project loans were reduced from 4 to 2 percent, to encourage people to buy, and already 35,000 apartments were sold.

He stated, that the Anti-Corruption Committee was accused of various charges, such as torturing the accused, which are just statements and allegations, although the medical reports denied this, and we were accused of preventing visits to the families of those arrested on corruption charges, and the fact that their families meet with them weekly.

He said, that the white paper has won international respect and international financial institutions, and will work to save Iraq within five years. The damage is small in the beginning, but the positive return will appear soon.

Najjar confirmed that "stopping the granting of licenses in Baghdad and the provinces and subjecting them to scrutiny was one of the first measures taken by the commission to preserve the assets and lands of the state, especially with the presence of (2300) projects in Baghdad and the provinces, of which only 300 projects have been completed, which means that there are about (1800) projects suspended or Fake, we are intensively working to complete the measures taken in this regard, which will positively affect the reality of investment in Iraq."
