The representative of the Kurdistan Regional Government to Baghdad, Faris Issa, confirmed that the Kurdistan Regional Government’s delegation will arrive this evening, Sunday, to Baghdad.

Issa said that the delegation, which will be headed by the Vice President of the Regional Government, Qubad Talabani, will start tomorrow, Monday, to hold meetings with government officials in the federal government, to discuss the implementation of the federal budget law for the current year, discuss ways to send the region’s share of it, and reach decisive decisions regarding that.

ERBIL (Kurdistan 24) - The negotiating delegation of the Kurdistan Regional Government is scheduled to visit the Iraqi capital, Baghdad, today, Sunday, to implement the legal articles related to the region’s share of the financial budget.

The Director of Relations and Follow-up Affairs in the Regional Government’s Representation in Baghdad Bakhtiar Hajji told Kurdistan 24 that "the negotiating delegation will arrive in Baghdad this evening, Sunday, May 30, headed by the deputy head of the regional government, Qubad Talabani."

Hajji indicated that the aim of the visit is to confirm the regional government’s commitment to the Iraqi fiscal budget law for 2021, and to renew the expression of readiness to implement all pledges to ensure that the Kurdistan Region receives its financial dues.

Hajji indicated that the negotiating delegation will hold meetings with ministers and officials concerned with this issue.

The Deputy Prime Minister of the Kurdistan Regional Government, Qubad Talabani, had confirmed earlier that the technical talks between Erbil and Baghdad have not stopped and are still continuing, and indicated that a government delegation will travel to Baghdad soon to discuss the implementation of the Federal Budget Law for 2021.

Representative Jamal Cougar, a member of the Parliamentary Finance Committee, said during a special statement to PUKmedia : A delegation from the Kurdistan Region will visit the capital, Baghdad, and this visit is very necessary to discuss the Kurdistan Region’s share of the budget.

He added: The delegation's visit is very necessary because the Kurdistan Region has financial dues with the federal government and he must claim them, and the federal government will determine what the Kurdistan Regional Government must present to obtain the dues.

He said: The delegation will meet with the ministers of finance and oil and the Office of Financial Supervision in the federal government, and the meetings will be technical only. They will deal with mechanisms for determining the Kurdistan Region’s share of the budget.

For his part, Representative Shirwan Mirza, a member of the Parliamentary Finance Committee, said during a special statement to PUKmedia : A technical delegation from the Kurdistan Regional Government must visit the capital, Baghdad, to agree with the federal government on the implementation of the articles of the Kurdistan Region in the Federal Budget Law for 2021.

He added: The technical delegation will consist of representatives of the ministries of natural and financial resources and representatives of the Office of Financial Supervision in the Kurdistan Region, and it will discuss the implementation of the budget items with the federal government.

He explained: The article on oil imports is deducted from the Ministry of Oil and the Ministry of Natural Resources, and the article on non-oil imports is decided by the two financial control offices in Erbil and Baghdad.

ERBIL — A high-level delegation from the Kurdistan Regional Government (KRG) is expected to arrive in Baghdad on Sunday for budget talks.

Deputy Prime Minister Qubad Talabani will lead the delegation which includes several ministers, said Bakhtiyar Haji, a Kurdish official from KRG’s Representation Office in Baghdad.

“The visit is to reaffirm KRG’s commitment to the 2021 Budget Law of Iraq, and to express our readiness to fulfill all the obligations defined in the law,” Haji told Kurdistan 24.

The official emphasized that in return for the KRG’s commitment to the law, it expects its financial entitlements.

The delegation is expected to hold separate meetings with relevant ministers in Baghdad.

On Tuesday, the deputy speaker of the Kurdistan Region's parliament said that the autonomous region has still not received finance disbursements it is owed by the federal government in Baghdad since the approval of the 2021 national budget.

In March, the Iraqi parliament voted on the federal budget, including the Kurdistan Region’s share, after often tense negotiations spanning for several months. In the weeks that followed, the Iraqi president then signed the bill into effect.

KRG spokesman Jutiyar Adil told Kurdistan 24 in an interview on Sunday that the Erbil government delegation arrived in Baghdad in the evening. The trip, he added, comes to set into motion the Iraqi government sending KRG its financial dues.

He added that the KRG delegation will meet federal officials to discuss obstacles preventing the implementation of the agreement and ways to solve them.

"We can reach an agreement within the framework of the constitution and the Iraqi budget law," Adil said. "We are optimistic that we can reach an agreement on the implementation of the budget law.

The law stipulates that the Kurdistan Region will "hand over to Baghdad 250 thousand barrels of oil per day and half of the revenues of the border crossings, provided that the federal government sends 11.4 trillion Iraqi dinars to the region annually."

ERBIL (Kurdistan 24) - A negotiating delegation from the Kurdistan Regional Government arrived in Baghdad on Sunday evening to settle the dispute over the implementation of the Federal Budget Law and resend the financial dues to the region in a manner that guarantees the revival of the "glimmer of hope" between the two sides after long months of differences.

Since the approval of the general budget for the year 2021, the Kurdistan Region has not received a single dinar from the federal government, which prompted the regional parliament to accuse Baghdad of not fulfilling its obligations, despite Erbil's confirmation of its commitment to the law.

The deputy head of the regional government, Qubad Talabani, had previously said that the technical talks between Erbil and Baghdad had not stopped and that a delegation from Erbil would discuss in Baghdad the reasons for delaying the dispatch.



Last March, the Iraqi parliament voted on the budget law, including the Kurdistan Region’s quota, after several months of disagreements and negotiations.

He went on to say, "We are optimistic that we can reach an agreement on the implementation of the budget law ... which stipulates that Kurdistan will deliver to Baghdad 250 thousand barrels of oil per day and half of the proceeds from the border crossings, provided that the federal government sends 11.4 trillion dinars to the region annually."

He said that the issue of the budget law is "serious", accusing the federal government of not implementing the law yet, especially with regard to ministries and governorates, and expressed his hope that this problem will be solved soon.



Adel explained that the Kurdistan Region delegation prepared the details of the federal oil and imports file for discussion with Baghdad in order to send financial dues to the region.

"The Kurdistan Region is ready to make every effort to achieve success in this regard, and we are ready to do what Baghdad wants to do so far," he added.

Gutiar Adel indicated that all the information is "ready" and that Baghdad should assume its responsibility for implementing the law without throwing it into political disputes.

The reporter of the Finance Committee in the House of Representatives, Ahmed Al-Saffar, stated that the Kurdistan Regional Government must implement four paragraphs of the General Budget Law for 2021, in order to send its share of the budget from Baghdad.

Al-Saffar said that the Kurdistan region must implement four paragraphs of Article (11) of the General Budget Law for 2021, so that the federal government will implement the fifth paragraph of the same article, which is related to sending the Kurdistan region’s share of the budget, according to Rudaw.

He added that "the issue of the general budget is finished in both the political and legislative terms. The share of the Kurdistan region was determined during Article 11 of the Budget Law, which is a conditional article in which Erbil must implement four paragraphs in order for Baghdad to initiate the implementation of the fifth paragraph related to sending the Kurdistan region’s share of the budget."

It is noteworthy that the Iraqi Council of Representatives voted on March 31, 2021, to approve Article (11) of the Budget Law for 2021 regarding the Kurdistan region's share of the budget.

Article 11 of the Iraqi Federal Budget Law for the year 2021 states that the Kurdistan region must produce from its fields at least 460,000 barrels of oil per day, and after deducting production and transportation expenditures, the amount required for domestic consumption and the petrodollar share, the Kurdistan Regional Government must hand over to the federal government Daily revenues of at least 250 thousand barrels of oil, at the price of SOMO. The Kurdistan region must also hand over 50% of its non-oil revenues to Baghdad, so that the latter will spend its share of the general budget.

SULAIMANI — Following meetings between a delegation from the Kurdistan Regional Government (KRG) and federal authorities, Deputy Speaker of the Council of Representatives Bashir Haddad on Monday (May 31) predicted that cash transfers from the Kurdistan Region’s budget share will be transferred from Baghdad starting in June.

Haddad told NRT that members of the delegation had positive talks with federal officials and will remain in Baghdad until the issue is settled.

He added that the KRG will submit oil and revenues to Iraq in accordance with the budget law.

On March 31, the Council of Representatives passed Iraq’s annual budget, which included a financial agreement between Erbil and Baghdad.

The KRG is supposed to receive 9.5 trillion Iraqi dinars ($6.5 billion) from the budget, which will be disbursed in monthly increments, in return for submitting 250,000 barrels of crude oil per day to Iraq's oil marketer SOMO for export and a portion of the income derived from customs duties at international border crossings with Iran and Turkey.

Neither side has implemented the agreement.

Shafaq News / The federal governments and the Kurdistan Region expressed, on Monday, their readiness to implement the provisions of the financial budget for the current year 2021.

This came in a meeting between Kurdistan Region Finance Minister Awat Sheikh Janab with Federal Finance Minister Ali Allawi in the capital, Baghdad, according to a statement issued by the region’s finance received by Shafaq News.

The statement stated that the two sides discussed "the mechanism for implementing the federal budget law for the current year and what falls on the shoulders of both the Federal Ministry of Finance and the Kurdistan Regional Government."

According to the statement, the two sides expressed their willingness to implement the law.

This meeting comes within the framework of the visit, which began yesterday, Sunday, to Baghdad by a delegation representing the Kurdistan Regional Government headed by Deputy Prime Minister Qubad Talabani, to discuss the implementation of the financial budget items.

It is expected that the delegation will hold talks with the Federal Ministry of Oil to discuss the oil file and prepare a joint report to be submitted to the Federal Ministry of Finance. 

In early February, the Iraqi parliament approved the country's financial budget for the current year, with a total expenditure of 129 trillion dinars, and a deficit of 28 trillion.

The budget also stipulated that the Kurdistan Region would deliver 250,000 barrels of oil per day in addition to half of Baghdad’s other financial revenues in exchange for a 12.6 percent share of the budget.

The Kurdistan Regional Government hopes to start implementing the budget provisions to resume budget payments that have been stalled for nearly a year, including the salaries of the region’s employees.

The Kurdistan Regional Government delegation began its round of talks in Baghdad by meeting with Finance Minister Ali Allawi to discuss mechanisms for implementing the provisions of the federal budget.

A statement by the Ministry of Finance in the regional government stated that the Finance Ministers in the governments of Baghdad and Erbil have shown during a meeting in the capital, the two ministries ’readiness to implement the provisions of the financial budget for the current year, indicating that the two sides discussed the mechanism for implementing the federal budget law and the tasks that each of the ministries have to do to achieve this.

It is worth noting that a delegation from the Kurdistan Regional Government headed by Vice President of the Kurdistan Regional Government, Qubad Talabani, is now visiting Baghdad with the aim of conducting dialogues aimed at implementing the provisions of the budget and what is related to exporting oil and delivering its imports to Baghdad.

The Parliamentary Finance Committee confirmed that the Council of Ministers formed a committee to prepare the draft federal budget law for the year two thousand and twenty-two, and made it clear that economic conditions do not help to reverse the decision to raise the price of the dollar.

Committee member Jamal Cougar said in a press statement, that the Ministry of Finance begins preparing the general budget in the sixth month of each year, as it calls on the provinces and ministries to submit their budgets in the middle of the eighth month, stressing the need for the Ministries of Finance and Planning to decide on preparing the initial draft for the year two thousand and twenty and submit it to House of Representatives in the middle of next October.
