The federal government cannot be absolved of its responsibilities to secure the salaries and budget of the people of Kurdistan, because it was assumed that, since years of serious work, legislation on the oil and gas law that is directly related to meeting citizens ’entitlements, charting the form and type of economic and political relationship between the regional government and the federal government, and formulating foundations for dealing and determining Rights and duties in the oil file, in a way that prevents negative repercussions of the living conditions of citizens.  

Dealing with these crises is important for the present and future of the region and the center, because the wealth that is now being unlawfully wasted outside the scope of the law is the property of the people, so it is necessary to dispose of it taking into account the interests of all components of the country, present and future.

After 28 years of ruling in the region, and despite the emergence of many crises and problems, instead of using the ruling authorities to extract and sell oil as a key factor in preserving the region’s position and status and ensuring the future of its future generations, it has, on the contrary, transformed oil recovery and sale in the markets The world has become a factor in squandering and wasting the region’s wealth and resources, cutting people's livelihood and putting citizens in the region under the burden of large debts and accumulated loans.       

Until the year 2014, the Kurdistan region was receiving its budget and financial dues from the federal government, as the Kurds had an important and effective role in shaping the country's policy and building its future, but some people sought to achieve more financial gains and concessions in the oil file, pushing it to adopt the policy of economic independence, and it came with Abdullah Abdullah, who is called "Ashti Hawrami" from London, on the recommendation of Barham Saleh, and they handed him the oil file without a watchdog or Hassib, without realizing that extracting, exporting and selling oil in our world now is not an easy thing, apart from being subject to many political, strategic and conflict considerations. Any country or government that respects its people, defines the law and its sovereignty in respect and claims democracy and transparency in managing the affairs of the country, should have a law regulating annual revenues and expenditures that explicitly reveals its expenditures, the size of debts and the bodies that borrowed from them, and how to dispose of the money that was borrowed, and that accountability and accountability The people, entities, and institutions that cause corruption and cause the government to bear the consequences of wrong policies that have contributed to the accumulation of debt and waste. 

In the Kurdistan region, unfortunately, the people and citizens and their representatives in the Parliament of the Kurdistan region, they are not aware of the size and details of the debts that have accumulated on the region's government, the reason behind borrowing and who is, in addition to not knowing the amount of revenue and the quantities of oil sale and the amounts obtained and the mechanism of distribution and disposal of them.

He added in a statement followed by the new morning, “After nearly three decades of failed rule, we demand the adoption of a new mechanism and a new form for the management of these governorates, including the establishment of a new region for the Sulaymaniyah Governorate, which will have a new administration governing the region in accordance with modern modern mechanisms.”

He pointed out that the Sulaymaniyah region can, in light of the economic crisis facing the region and its inability to reach an agreement with Baghdad, to reach an agreement with Baghdad to hand over resources and guarantee to its citizens the salaries and benefits, and end a decade of tension and difference between Baghdad and the region.

Anger and denunciation covered the political scene in the matter of the salaries of a segment of the prisoners, which turned into an issue called (the salary of Al-Rafhawy). Although the issue is greater than that, it extends to the owners of multiple salaries, but the title (Rafha) was most prominent due to its association with the popular uprising against the Saddam regime in 1991, and the brutal suppression of its revolutionaries, leaving hundreds of mass graves as a witness to that oppressed revolution.

I do not want to limit the financial problem and the suffering of the Iraqis to the issue of salaries, as there is the greatest dimension that must be stopped, and which should be made by the Prime Minister his first stop. It is common corruption in Iraq, in its ministries and departments. Corruption that paints the faces of senior officials, political blocs, representatives, and presidencies.

The multiplicity of salaries is a small aspect of corruption, but its real aspect is the great corruption. This is what destroys the state, destroys its economy and spreads poverty in cities and villages.

The citizen cannot be persuaded that the measures begin from marginal areas, while postponing work with the poles of theft and their prominent and prominent columns in the green zone and the provinces and the Kurdistan region.

Combating corruption and exposing corrupt people does not need exceptional efforts, and whoever says this is delusional, weak or concealed from corruption. These are the corrupt, they move, meet, meet, shout and lie. The names are clear, deals are known, and evidence is available in the Integrity Commission, the judiciary, and in the ministries and institutions rooms. And if some files are burned, field evidence screams around the clock corruption in fake projects.

Quick visits by Mr. Al-Kazemi to ministries and institutions, are sufficient to make him come out with huge piles of cases of theft, bribery and corrupt deals.

It will not be acceptable for the Prime Minister to delay fighting corruption one day, because this means that millions of poor people will be given an extra day of hunger.

The citizen has the right to rush the time, because poverty, destitution and the concerns of living are not measured by days, but there is a definite unit of unity, which is the tear of the deprived child. Is the father and mother waiting an extra day to cry on hunger?

Unless the citizen finds corrupt officials before him, who have been exposed and recovered, they have the right to place the Prime Minister in the circle of accusation and suspicion. And with him, I will encourage him and invite him to move from the accusation to condemning the Prime Minister.
