Senior diplomatic sources said that Baghdad and Washington agreed to start the dialogue via closed-circuit television after abandoning the idea of exchanging visits between the negotiating delegations in the two countries.

The sources added that the first television meeting between the delegations of the two countries will take place in the middle of this month.

Until the beginning of the month, discussions between Baghdad and Washington revolved around arrangements for a US delegation to visit Iraq to start the first round of the upcoming dialogue.

On the composition of the Iraqi negotiation team, Al-Arab learned that it includes Baghdad's ambassador to Washington Farid Yassin, the former Iraqi ambassador to Washington Lukman Al-Faili and a prominent official in the Iraqi Foreign Ministry, Abdul Karim Hashem.

Yassin and Al-Faili are held accountable for the diplomatic technocrats because of their extensive international relations and the experiences they each had in the diplomatic corps.

And the Finance Committee in the House of Representatives told (Al-Mada) last May that the emergency cell for financial reform formed by Prime Minister Mustafa Al-Kazemi began preparing the Federal Budget Law for the current year, expecting the project’s draft to reach Parliament after the Eid holiday.

Al-Saffar explains in a statement to Al-Mada that "not to legislate the budget law in the current period will lose its value, given that the government works for a full year without a budget."

He adds that "the budget will focus on the operational side without investing because the remaining period is few and insufficient to implement investment projects that will be carried over to the budget of the year 2021," noting that it "will include salaries for the ration card, medicines, security aspect and urgent and necessary matters."

Since Iraq depends on oil as a main source of financial revenue, it is subject to successive economic crises directly affected by global events that are reflected in oil prices and sales; But more importantly, what is happening at home since 2003 and the fall of the state, the most prominent of which is the spread of the phenomenon of financial and administrative corruption that worked to destroy the country since that date due to the mismanagement of this sensitive file for Iraq, in addition to the rampant corruption in most government departments and institutions, especially those related to Rafid The state budget, which wasted the wealth of Iraq on the one hand and contributed to the spread of unemployment, poverty, low domestic product, stoppage of most industries, low levels of education, health, and social welfare, and the result we reap today 2020..Where did Iraq arrive?
According to accurate statistics revealed since previous periods, Iran is depleting most of the Iraqi oil fields adjacent to it, as it steals about 130 thousand barrels per day from the fields of "Dahlran, Oil of the Month, and Bidder West and Aban", and steals 250 thousand barrels per day from the fields of "Al-Tayeb, Fakkah and Majnoon", and some value It steals $ 17 billion annually, or about 14% of the Iraqi state’s revenue, and Iran deals with influential gangs and militias in Iraq to smuggle approximately 35,000 barrels per day.
As for the interior, since the occupation, the fall of the Iraqi state, and the absence of the law, the state’s revenues have been lost between a corrupt and a client who is unaware and ignorant of the administration and wealth of the state. The Iraqi Ministry of Oil supplies the refineries of Iraq with 644 barrels of oil per day, and Erbil 180 thousand barrels and 40 thousand barrels of Sulaymaniyah. If we count what it supplies to Baghdad refineries, for example.
Of course, this oil is repeated inside the refineries and converts the barrel of oil into 100 liters of gasoline or 100 liters of gas. It is supplied to petrol stations, so it becomes:
644,000 barrels of oil x 100 liters of gasoline or Kaz 64400000 million liters of gasoline or gas.

All this despite the presence of oil wells in Iraq in a way that all countries of the world wish, as well as the export of oil companies on a daily basis to the countries contracting with them, but there is a question that is going on among most researchers, economists and even the people where does this huge money go, and why Iraq is located in the first centers of poverty And poor services and austerity in the state budget, due to the wrong behavior in the exploitation of these funds, as Iraq relies mainly on oil to pay salaries to all government institutions, as well as projects and mega-loans, and on the other hand the presence of corruption that is rampant in the depths of the state, so that contracts are forged Oil and taking commissions in the form of huge money, and do not forget the control of foreign companies on these wells, and the intervention of other countries in determining the rise and fall of oil, so these reasons are all a reason for wasting oil money.

Border ports file:
As for revenue from border crossings; Iraq has border ports along its borders with the six countries surrounding it, and the number of these ports is (22) by land and sea, this is in addition to the air outlets represented by the airports, including the licensed ones, including the unlicensed, which has made it a gateway to corruption and counterfeiting of goods entering and smuggled to the country that lacks To check with the original origin, collect the country's revenues into the pockets of the corrupt, and since 2003, the national industries and factories are semi-suspended and development projects are absent and agriculture is late, the country becomes a importer with distinction of the poorest consumer goods, as the goods that enter it are estimated at millions of dollars, while the money continues to be wasted in absurd projects Do nothing for the Iraqi economy, except for more corruption and deterioration in services. Thus, Iraq loses billions of dinars per month.

Among the most prominent outlets of the Kurdistan Region of Iraq with Iran are the Haji Omran port, Bashmakh, Pervez Khan, and Karmak, in addition to other small ports used for the transportation of travelers and simple goods such as "Kelly", "Shushmi", "Tawila", and "Sheikh Saleh" , And "Pashta".
And with Turkey there are two outlets, the first is Ibrahim Al-Khalil, which is the main commercial, and the value of the trade exchange in it last year reached about (5) billion dollars, and the second is a Sereziri outlet. Iraq also has another outlet with Syria and is located within the Kurdistan region and is known as "Semalka", but it has been closed since The outbreak of the Syrian revolution.
The file of the land ports in Iraq with Iran and Turkey returns, within the borders of the Kurdistan region (north), and warns of a new crisis between Baghdad and Erbil, where the federal government accuses the officials in the region of not handing the revenues of the ports, in addition to corruption in the entry of corrupt and poor goods to the markets, where it was monitored Major violations in the region's outlets, dumping the market with imported eggs, and the heavy losses it produced for Iraqi traders and poultry farmers, and led to the layoffs of many workers with low incomes.
Governmental sources stated that "the political compliments behind the great losses Baghdad suffered at the expense of financial benefits and gains for the government of Erbil, which is unfair to other cities such as Basra, Baghdad, Mosul and Kirkuk."
The mutual accusations between the center and the region continue, due to the delay in delivering the proceeds of the sale of (250) thousand barrels of oil per day to Baghdad, despite the agreement concluded within the 2019 budget, according to which the Kurdistan government recognizes these revenues, to be included in Iraq's annual imports, provided that Baghdad is committed Paying the region’s dues within the general budget, like the rest of the country’s governorates.
And the volume of trade exchange at the outlets is between 12 to 16 billion dollars annually, and most of the goods go to Baghdad and other cities south, central and west of the country.
We conclude from the above that if the new government works to reduce the loss of oil wealth and eliminate corruption in the state’s joints, by setting up independent oversight bodies and an independent judiciary and working in accordance with the law, as well as activating the private sector freely and integrating it with the government sector, operating factories and developing agriculture and using means Modern to help meet the expenses of the state, and the appointment of experts in the economic affairs to develop successful plans for the management of expenditures and exports.
As for the border crossings, they need to defend the quality and safety of goods entering the Iraqi citizen, conforming to the certificate of origin and specifications, and stop counterfeiting to preserve the citizens ’attention first, and on the other hand to maintain their revenues in the outlets, such as defending oil pipelines from terrorist attacks.
This comes at a time when corruption is rampant in all parts of the state, while institutions concerned with corruption, such as the Anti-Corruption Council, the Integrity Commission and the offices of public inspectors, and Parliament have not been able to limit the size of this corruption, which has the support of highly influential parties.
