And he stated, "We need a comprehensive legal agreement that guarantees the rights of citizens in the region, as well as the rights of Baghdad, and this matter will not be applied through visits or relations between two governments because it will soon end as it happened with the previous agreement in the government of Abdul-Mahdi, for that constitution is Al-Faisal." 

Before that, Baglan confirmed that the Kurdistan region is owed 27 billion dollars because of Baghdad's failure to pay the region's dues. 

Baglan said that "the Kurdistan region was delivering 250 thousand barrels according to the 2019 budget while receiving half of the agreed amount and not more than 450 million," stressing that "the Kurdistan government does not take a share of the petrodollars like the Iraqi provinces." 

He added: "In the days of the war against ISIS, the government borrowed 65 billion dollars and did not give it a dollar to the Kurdistan Region in the face of terrorism and now deducts part of the payment from the region."

He stressed that "the Kurdistan region owes $ 27 billion, which is because Baghdad stopped paying the region's dues at a time when it was fighting terrorism and saving the salaries of its employees forced." 

A delegation from the Kurdistan Regional Government is preparing to visit the capital, Baghdad, as a prelude to completing negotiations on an agreement to deliver oil and revenue from border crossings in exchange for the federal government sending financial dues to the region's employees.

Kurdistan Regional Council of Ministers held today, Wednesday, its regular session headed by Prime Minister, Masrour Barzani, with the participation of his deputy, Qubad Talabani, through the video conference system.

The regional government said in a statement received by Shafaq News Agency, that. Barzani praised on behalf of the Council between the political parties in Kurdistan Region, as they represent an important step to support the Regional Government. The Prime Minister emphasized, according to the statement, the importance of hosting parliamentary sessions.

The relevant ministers presented answers to parliamentarian questions regarding several files, including the situation in the Kurdish areas outside the administration of the region, COVID-19 preventive measures, the financial and economic situation in the region, and the Discussions with the federal government.

During the meeting, the Prime Minister highlighted the latest developments of the ongoing talks between Kurdistan Region and the federal government, indicating that KRG is once again showing its willingness to fulfill its constitutional obligations in exchange for its constitutional rights and entitlements for the region. Barzani affirmed, "We hope that these talks result in, after Eid Al-Adha holidays, a balanced agreement in which the interests of both sides are taken into consideration".

The council stressed the necessity of implementing plans to overcome the current economic crisis, and secure financial dues and salaries, which is a priority for the government.  The council also directed operation rooms to take the necessary COVID-19 preventive measures during Eid days.

The suspension of official working hours in Kurdistan 5 days, starting from Friday

Today, the Kurdistan Regional Government announced a 5-day official holiday, starting from 7-31-2020, until Tuesday 4-8-2020.

A spokesman for the Kurdistan Regional Government, Gutiar Adel, said in a statement, that the holiday includes all official institutions in the region, as it will resume work next Wednesday.

The statement called on citizens to adhere to preventive measures, during the days of Eid, to confront the Corona pandemic.

Yesterday, Tuesday, the General Secretariat of the Iraqi Council of Ministers announced the suspension of official working hours on the occasion of Eid Al-Adha, coinciding with high temperatures.

On Wednesday, legal expert Tariq Harb suggested that the new Iraqi government would go to the option of dissolving the parliament after the end of the holiday and holding early elections in the tenth month of this year.  

Harb asked in a post that “Nass” (July 29, 2020) followed: “Are we witnessing the dissolution of Parliament at the request of the Prime Minister and the approval of the President of the Republic soon after the holiday or a little further and holding early elections in accordance with Article 64 of the Constitution?” Explaining in several points the extent of the possibility of achieving This matter without prejudice to the articles of the constitution:  

1- The Iraqi Parliament Elections Law No. 45 of 2013 is still in force and amended by Law 1 of 2018 on providing a security environment for the displaced and electronic voting and the inadmissibility of the participation of parties that have armed wings, candidate conditions, speeding up of results, facilitating voting, and the Second Amendment Law No. 2 of 2018 on centers Electoral conditions, testimony, number of deputies, and speeding up of results are effective and capable of holding early elections according to its jurisprudence.  

2- The new Electoral Commission Law No. 13 of 2019 is still in progress since the formation of the new Electoral Commission has been for seven months, not one or two months.  

3- The rule of Article 64 of the Constitution is still in force. In the event that the parliament itself is not dissolved, the Prime Minister may ask the President of the Republic to dissolve Parliament, where the President of the Republic issues the decree to dissolve the parliament without restriction or condition, as the aforementioned Article 64 did not specify that the two Presidents have this authority Conditions or restrictions, as you did not place a restriction or condition on the Prime Minister’s request or on the approval of the President of the Republic to dissolve Parliament, which is a constitutional authority that is exercised even if the Parliament objects or is against it.  

4- The Al-Kazemi government turns into a caretaker government after the dissolution of Parliament and assumes the necessary measures for the elections.  

5- The period for holding new elections is 60 days from the date of the dissolution. If we assume that the decree of the dissolution was issued by the President of the Republic at the end of the eighth month, the elections will be the end of the tenth era.  

6- Since at least 70% of the electorate did not go to the previous election funds and did not vote, all the existing representatives represent less than 30% of the electorate and therefore the new elections will turn the political balances upside down so that all those who previously boycotted the early new elections are thirsty to cast their votes. With their voice and changing political alliances.  

7- What we see is that after the feast or next month at the most distant date, the date for resorting to the previous constitutional and legal provisions pertaining to the authority of the two presidents will be. The biggest in Parliament is about the electoral districts between the main blocs in Parliament that have not produced an impact so far as months have passed without result.

The beginning of the story .. the search for the bright side

Al-Kazemi corrects his ministers: Kurdistan Region, not northern Iraq!

The Border Ports Authority revealed on Wednesday that there are 11 outlets in Kurdistan, 6 of which are only officially recognized by Baghdad, confirming that all land and sea ports are now fully secured.

Implications for US policy

An official source in the Prime Minister’s Office, Mustafa Al-Kazemi, revealed, on Thursday, the fact that the Prime Minister went to the United States of America next week.

The President of the Kurdistan Regional Government, Masroor Barzani, received today, Wednesday, the Minister of Interior, Othman Al-Ghanmi.

Kurdistan Regional Government decided to discuss with The Federal Government in the differences and issues, according to the Kurdish PM.

“We feel sorry to be in such an economic situation in Al-Adha holidays. It is very hard and it is beyond our will and the will of Kurdistan government”, he said.

Adding that “At the beginning of the crisis, we spent all our effort to reduce the impacts on our citizens, but unfortunately the international crisis is above the government financial capacity”, he proceeded saying “In spite of all the difficulty, I hope that our people have faith in their government, which have done everything it can to provide salaries in Kurdistan Region. We wish that the discussions with the federal government after Al-Adha holiday will lead to a fair deal, that will insure the legal financial rights for the Kurdish people”.

It is noteworthy that The Federal Government led by Adil Abdul-Mahdi, the ex-PM, stopped to pay the employees’ salaries in Kurdistan; claiming that Kurdistan had breached an agreement to deliver 250 thousand oil barrel a day to SOMO company owned by Baghdad. However, Erbil denies the accusation.

More than two months ago the Iraqi government agreed to pay the salaries of the employees for one month, and it stipulated the regular paying to have an agreement about oil, and Kurdistan’s share in the Federal budget.

Kurdistan Regional Government decided last June to cut 21% of employees’ salaries for one month, due to the financial crisis, as a result of Baghdad’s decision, and the declining of oil prices in global markets. Explaining that it had decided to reduce the salaries to be able to distribute the available funds to all employees.

Masoud Barzani: to overcome disagreements

The Kurdish leader, President of the Kurdistan Democratic Party, Masoud Barzani sent on Thursday a message of congratulations to Muslims in the Kurdistan Region, Iraq and the world on the occasion of Eid al-Adha.

In his telegram, in which he congratulated the families of the Peshmerga martyrs, Barzani said that “while we receive the Al-ADHA, we face great political, economic and health challenges,” adding that these challenges led to political instability and poor living conditions for the people of the region.”

He added, "I take the opportunity of Eid Al-Adha to invite the Kurdish political parties to address the problems and overcome the disagreements together within the framework of the interests of the region."

He continued by saying,” We always remember that with unity, the problems will be solved better, great gains will be achieved for our people, so I invite all parties to be at the level of what the people expect from them and at the same time to take into account the high Kurdish culture, by avoiding the tense and inappropriate speech.”

Iraqi government implements wide-ranging security and other measures to secure border crossings

Iraq’s Joint Operations Command announced that it was deploying military forces to Iraq’s land border crossings and sea ports.

The deployment follows a pledge by Prime Minister Mustafa Al-Kadhimi to assert the authority of the state over all of Iraq’s border crossings to root out corrupt practices, stop the loss of billions of dollars in import duties and impose the rule of law.

The military forces have been deployed to the Um Qasr and Khor Al-Zubair sea ports, and to the Shalamcheh, Abu Flus, Badrah, Al-Mundhiriyah, Al-Shayb and Zarbatiyah land border crossings with Iran. Forces were also deployed to Safwan land border crossing with Kuwait, Al-Qaim border crossing with Syria, Trebil with Jordan and to Arar border crossing with Saudi Arabia.

Iraq’s Ministry of Defence also announced that Basra Operations Command is securing the perimeter of the Shalamcheh border crossing with Iran by constructing a trench and other barriers to prevent smugglers from using unofficial entry points near the border crossing to evade the official customs post.

Restoring the rule of law

During a visit to Mendali border crossing with Iran in Diyala Province in July, the Prime Minister said that it was time to end corrupt practices at Iraqi border crossings and to confront what he described as the “shadowy figures” who intimidate and threaten Iraqi business people and citizens.

He added:

This is a message to the corrupt: today we began restoring law and order. The time when public money was being wasted under different guises is over. Today we started a new phase, as we promised we would, with regard to border crossings, which have become a den, a conduit and a foothold for the corrupt. Iraq’s customs posts will be under the protection of military forces.


Later, during a visit to the city of Basra, the Prime Minister specifically addressed corruption at Iraqi sea ports and reiterated his determination and that of the Iraqi government to end corrupt practices and the waste of public money at the ports:

The ports of Basra must be under the authority of the state. Billions of dollars have been wasted at the ports which went to the pockets of the corrupt.

 

While in Basra, the Prime Minister ordered eight senior customs officials to be removed from their posts at Um Qasr ports.

Modernising customs operations

The Prime Minister said that securing the customs posts and border crossings was the first step, to be followed by other measures including the modernisation of customs operations through the introduction of automation and streamlining procedures to combat corruption, end the waste of public money and improve revenue collection.

Wide-ranging reforms

Iraq’s Deputy Prime Minister and Minister of Finance Dr. Ali Allawi underscored, soon after coming into office, that this Iraqi government identified the diversification of the sources of state revenues, through ending the waste of public money, tackling corruption and increasing income from customs, as a top priority.

Dr. Allawi said that the new Iraqi government is committed to submitting a White Paper to Parliament in September 2020 which will set out a roadmap to reform the Iraqi economy, combat corruption, encourage investment and grow the private sector.

The United Nations Makes New Recommendations To Strengthen Local Police Programs In Iraq

The United Nations Development Program made important recommendations in the evaluation of its recent crises regarding the local police in Iraq, which included designing flexible programs, enhancing the role of women in police work, and organizing international projects.

The conflict assessment, which aims to support efforts to strengthen the work of the local police in Iraq, outlines the main recommendations to reduce the causes of conflict and promote peace, with a focus on two main governorates, Anbar and Nineveh.

The evaluation highlights different ways to address the causes of conflict and instability, and makes recommendations for strong and sustainable programs for local police work in Iraq.

“The local police play a fundamental role in establishing and consolidating peace in Iraq, especially after the years of conflict with ISIS,” said Ms. Zeina Ali Ahmed, the UNDP Resident Representative in Iraq. She added:“We hope this evaluation will be a useful tool for international partners and Iraqi decision-makers to develop strong and sustainable programs for the work of the local police, which reflect the interests of society, and promote a more peaceful and fair Iraq. In addition to increasing and enhancing the role of women in police work, and improving the access of women and girls to local police services.

It is noteworthy that the evaluation was made within the framework of the security sector reform project within the rule of law program, which is implemented by the United Nations Development Program in Iraq with "generous" funding from the Government of the Netherlands.

On Thursday, former lawmaker Mishaan al-Jubouri accused Iran of "moving its proxies and allies in parliament to prevent the passage of Al-Kazemi's reforms."  

Al-Jubouri said in a post, seen by "People" (July 30, 2020), that "Iran has started moving its proxies and allies in Parliament to annoy Mustafa Al-Kazemi and prevent the passage of his reforms."  

He added: "I also directed its sanctuaries among the demonstrators to demand its overthrow and fabricate fighting with the security forces to achieve two goals of revenge against the rebels because they were the cause of the fall of the government of its followers, and from Al-Kazemi because he did not accept what the guide demanded!"

The Parliamentary Integrity Committee revealed, on Friday, a close meeting with Prime Minister Mustafa Al-Kazemi to discuss corruption files.

Member of the Committee, Deputy Jawad Al-Saadi, said, according to the official agency, "This meeting aims to discuss the government program presented to the House of Representatives, as well as discuss corruption files belonging to a number of ministries," pointing out that "corruption files are very many, and they are greater than the capabilities of a body Integrity, and few members of the commission have been unable to open these files since 2003.

Al-Saadi demanded that "the Integrity Committee transfer to a full circle of laws, administrators and accountants, and all that the committee needs to uncover files, especially after canceling the offices of general inspectors," noting that "there are a lot of corruption files affiliated with the Ministry of Oil, Trade, mobile phone contracts, and state real estate, And other files, including files referred to the Public Prosecution and Integrity Commission, and from them, subcommittees formed by the committee were transferred to investigate these files."

Prime Minister Mustafa Al-Kazemi, during his meeting with a delegation representing a number of Iraqi businessmen, had confirmed earlier that the government is serious about fighting corruption and holding accountable those who blackmail the private sector, while noting that the doors of his office are open to businessmen to present their complaints about any cases of blackmail they may face To her.
