We will have a new Government and Council within 60 days of the application of Article 64.
Complementing the reform process within the framework of the Constitution, the new Council of Representatives and the Council of Ministers will have to take all necessary measures and decisions to implement the provisions of Part Two of the Constitution, which is a list of rights and freedoms in Iraq.
In spite of all that is said about the disadvantages of the Constitution, this section constitutes an important document on its subject, ie rights and duties. It is clear that the absolute call for the abolition of the constitution is incorrect and expresses an urgent view of things. Comprehensive reform or change does not mean abolishing everything and starting from a new starting point. This is the approach of the military coups that took place on July 14, 1958 and July 17, 1968, and the result of the loss of Iraqi society to the property of "accumulation" or accumulation of political experience. This is detrimental to the political development of society. The correct approach to reform is to build on existing positive points to add more new positives and address existing negatives. This applies in particular to the articles of Title II of the Constitution.
Four governments were formed after the referendum on the constitution in 2005. Unfortunately, these governments did not pay the articles of Chapter II, which required attention in terms of school education and practical application and therefore did not become such materials an important part of the political culture in Iraqi society. Nor did they make the articles of the section outline their practical programs. The same applies to the political blocs that fought the electoral conflict in 2006, 2010, 2014 and finally 2018.
When popular anger exploded in Baghdad and some central and southern provinces, the articles of Part Two were not included in the list of popular demands; on the contrary, the abolition of the constitution became a prerequisite. This reveals a significant lack of constitutional culture for Iraqi youth. The Ministry of Education, the official body responsible for the upbringing of the new generation, is responsible for this lack of public culture. If the ministry had been in charge of educating students on the new constitution since 2005, the next 12 years would have been enough to produce a new generation starting in 2017 that absorbed the constitution, especially the rights and freedoms. This is one of the most important shortcomings in the political class, which did not give the Ministry of Education its share of the necessary attention, and therefore did not give the new generation its share of the necessary education and political upbringing of which the articles of Chapter II spine.
Successive governments have not become accustomed to presenting their practical programs to the parliament to gain confidence on the basis of it. When it offered something similar to that, as did the government of Adel Abdul Mahdi, it was not what it did to provide for the implementation of the articles of Chapter II and how to do so. The demonstrators are making the same mistake now, when they neglect in their cheers, statements and demands the articles of Chapter II, which can bring a degree of happiness and a decent living for Iraqis if taken by successive governments indicators of their work. The same would happen if young demonstrators took these materials as a guide. The demonstrators confined themselves to the use of one sentence in this section, which provides for the right to demonstrate, and ignored the rest of the articles that provide for many other rights. This is to send two messages with the same content, to both the ruling class and the demonstrators, by making the application of the articles of Chapter II a target for them.

He called on members to take advantage of the work of the previous committee in 2006; to invest time, especially in the light of setting a time limit for the completion of constitutional amendments within a period not exceeding four months .

Article (142), to the formation of a committee of members of parliament to be representative of the main components of Iraqi society to report to the Council of Representatives, within a period not exceeding four months, containing a recommendation of the necessary amendments that can be made to the Constitution. However, the same article said that the amended articles shall be submitted to the popular referendum within a period not exceeding two months from the date of approval of the amendment in the House of Representatives.

He explained, "The amendments will not target the powers of the region, the central and southern areas of Iraq are full of problems and corruption because of the political system."
Regarding the possibility of not sending the public budget to the parliament because of political conflicts and whether the share of the Kurdistan region will be fixed as in 2019, said the head of the Kurdistan Islamic Union bloc Muthanna Amin, that "the salaries of employees have to do with the law of the general budget is scheduled in the coming days to send the draft law by The Council of Ministers to the parliament, in this case will be revived budget problems and salaries of employees of the Kurdistan region. "
He added, "If the draft budget law is not sent this year to parliament will be the 2020 budget according to the general budget law for 2019, and there is work to spend {1 on 12} each month for the Kurdistan region, and this does not cause any problems for the budget and salaries of employees of the Kurdistan region."
